Exemption of tug-boat HELIOS
To Whom It May Concern,
After considering the proposal submitted and carefully considering all the arguments, Estonian
Transport Administration is exempting tug-boat HELIOS (IMO 9875886) from the carriage of
Rescue Boat required under §28 (4) of the Regulation No. 233, dated 29th of March 2003, of the
Minister of Economic Affairs and Communications of the Republic of Estonia "Ship Safety
Requirements", provided that:
1. The tug is a rescue boat itself and highly manoeuvrable with construction that the freeboard
doesn't exceed 1,5 meters.
2. The vessel is arranged to allow a helpless person to be recovered from the water in a
horizontal or near-horizontal body position. For this purpose, approved manually deployed
man overboard retrieval device is required as an alternative device for Rescue Boat.
3. Arrangements and equipment on board shall ensure that finding and recovery of the
helpless person can be observed from navigating bridge in daylight and during night-time.
4. The ship must be equipped with immersion suit/suits to assist in rescue operations.
This exemption is valid until 28.04.2031.
