UNIDROIT presents its compliments to its Member States in Italy and has the honour to
inform Member States that, pursuant to a request from the Embassy of the Kingdom of Spain,
made in conjunction with seventeen other States, it is pleased to share herewith the attached
documentation concerning the establishment of the “Grupo de Amigos del Español en Roma” (GAE-
R).
On the occasion of United Nations Spanish Language Day (Día del Idioma Español en las
Naciones Unidas), UNIDROIT would also like to extend its congratulations to the founding States for
this important initiative, which seeks to promote one of UNIDROIT’s official languages and a
language spoken by more than 500 million people worldwide.
UNIDROIT would be grateful if the Embassies of its Member States in Italy would kindly
communicate the contents of this Note Verbale as well as its enclosures to the competent
Authorities of their Governments.
UNIDROIT avails itself of this opportunity to renew to the Embassies of its Member States the

L’Ambasciata di Spagna presenta i suoi complimenti all’lstituto Internazionale per I’Unificazione del Diritto Privato (UNIDROIT) e ha I’onore di trasmettere, a nome dei rappresentanti degli Stati Membri di lingua spagnola presso le Organizzazioni Internazionali con sede a Roma (FAO, IFAD, WFP, ICCROM e UNIDROIT) la lettera costitutiva del Grupo de Amigos del Espanol en Roma (GAE-R), adottata come base per la cooperazione e il coordinamento deN’impegno nella promozione della lingua spagnola e dei principi del multilinguismo (si veda I’allegato).
L’istituzione del GAE-R in tale data, il 23 aprile, rappresenta, inoltre, una occasione speciale per celebrare la “Giornata dello Spagnolo” (el “D/a del Espanol’ ), istituita nel 2010 dalle Nazioni Unite.

Carta constitutiva del Grupo de Amigos del Español en Roma
(GAE-R)
Las/los representantes de los Estados de habla hispana en Roma Inspirados en el papel central de las lenguas como instrumento para promover el entendimiento entre los pueblos, la cooperación internacional y el respeto a la diversidad cultural y lingüística; Convencidos del valor del multilingüismo como expresión de la diversidad de la comunidad internacional y como herramienta esencial para la inclusión, la participación equitativa y la eficacia en el logro de los objetivos de las Organizaciones internacionales con sede en Roma; Reconociendo también que un multilingüismo auténtico promueve la unidad en la diversidad y la concordia internacional, y reconociendo la importancia de la capacidad de comunicarse con los pueblos del mundo en sus propios idiomas, incluso en formatos accesibles a las personas con discapacidad; Recordando que el español es uno de los idiomas oficiales del sistema de Naciones Unidas y, que su uso pleno y equilibrado, contribuye a mejorar el acceso a la información, el intercambio de conocimientos técnicos y la participación efectiva de los Estados Miembros en los procesos deliberativos; Recordando la Resolución A/RES/61/266 de la Asamblea General de Naciones Unidas que pone de relieve la importancia fundamental de la igualdad de los seis idiomas oficiales de las Naciones Unidas, e invita a los Estados Miembros a apoyar e intensificar las acciones encaminadas a promover el respeto, la promoción y la protección de todos los idiomas; Considerando que el español es la lengua de comunicación de una comunidad estimada en más de 600 millones de personas en todo el mundo, por la cual, se expresan las voces de 21 países conectados entre sí por geografías o bases culturales comunes que ejercen una amplia, potente y rica participación en los escenarios globales; Considerando que millones de personas en el mundo utilizan el español como lengua de comunicación, producción científica, cooperación técnica y acción comunitaria en distintos ámbitos; Convencidos de que una mayor visibilidad y utilización del idioma español contribuirá al cumplimiento del mandato de las organizaciones internacionales en Roma, en particular al fortalecimiento de la cooperación internacional; Impulsados por la necesidad de facilitar una mayor participación de los actores de los países hispanohablantes en las actividades, programas y procesos técnicos, y, de visibilizar su contribución a las prioridades de las organizaciones; Resuelven establecer el Grupo de Amigos del Español en Roma (GAE-R) y adoptar las siguientes bases para su funcionamiento: I. 1. El Grupo de Amigos del Español en Roma tendrá carácter consultivo y sus recomendaciones
no serán vinculantes para los respectivos Gobiernos. 2. El Grupo estará abierto a la participación de todos los Estados Miembros de habla hispana
acreditados ante los organismos internacionales en Roma. 3. La Mesa Directiva estará compuesta por una Presidencia, una Vicepresidencia y una
Secretaría, que serán ejercidas rotativamente por los miembros del Grupo siguiendo el orden alfabético en español, por un período de un año en cada cargo.
4. El Grupo celebrará reuniones periódicas, en fechas y modalidades definidas por la Presidencia, con el fin de coordinar posiciones, intercambiar información y promover iniciativas académicas, culturales y de difusión conjuntas.
5. El Grupo se reunirá, en la medida de lo posible, una vez al inicio del mandato de la Presidencia y al final del mandato, en el día, la hora y la sala que oportunamente anuncie la Presidencia.
6. El plenario aprobará, por mayoría simple, las iniciativas y posiciones comunes que se presenten en nombre del Grupo.
7. Podrán establecerse grupos de trabajo abiertos para el desarrollo de actividades específicas vinculadas al mandato del Grupo.
8. Se invitará a otros Estados Miembros que compartan los valores y objetivos de esta Carta a participar como observadores.
II. Objetivos estratégicos
1. Promover el uso efectivo, equilibrado y oportuno del idioma español en los órganos de gobernanza, procesos de negociación, documentación técnica y actividades programáticas en las organizaciones internacionales en Roma.
2. Dar seguimiento al cumplimiento de las disposiciones relativas al multilingüismo dentro de las Organizaciones internacionales en Roma, particularmente en lo referente a la disponibilidad y calidad de información técnica y científica en español.
3. Impulsar la difusión en español del conocimiento, la innovación y las buenas prácticas relacionadas con el mandato de las Organizaciones internacionales.
4. Facilitar el acceso de los pueblos hispanohablantes a los productos de información, a la cooperación técnica y a los programas de fortalecimiento de capacidades de las Organizaciones internacionales en Roma.
5. Promover el español como vehículo para el intercambio de experiencias y la cooperación Norte-Sur, Sur-Sur y triangular.
6. Coordinar actividades culturales, técnicas y académicas que resalten la contribución de los países hispanohablantes a la misión de las Organizaciones Internacionales en Roma y, que, fortalezcan la identidad multilingüe.
7. Fomentar la mayor integración entre los Estados Miembros del Grupo con los/las funcionarias de habla hispana de las Organizaciones internacionales en Roma.
8. Fomentar la colaboración con otros grupos lingüísticos y actores relevantes para fortalecer la diversidad lingüística en el cumplimiento del mandato de las Organizaciones internacionales en Roma.
III. Disposición final

Constitutive Charter of the Group of Friends of Spanish in Rome
(GAE-R)
The representatives of Spanish-speaking Member States in Rome,
Inspired by the central role of languages as an instrument for promoting understanding among peoples, international cooperation and respect for cultural and linguistic diversity,
Convinced of the value of multilingualism as an expression of the diversity of the international community and as an essential tool for inclusion, equitable participation and effectiveness in achieving the objectives of the international organizations based in Rome,
Recognizing also that genuine multilingualism promotes unity in diversity and international harmony, and recognizing the importance of communicating with the peoples of the world in their own languages, including in formats accessible to persons with disabilities,
Recalling that Spanish is one of the official languages of the United Nations system and that its full and balanced use contributes to improving access to information, the exchange of technical knowledge and the effective participation of Member States in deliberative processes,
Recalling also General Assembly resolution 61/266, which underscores the fundamental importance of equality among the six official languages of the United Nations and invites Member States to support and intensify efforts aimed at promoting respect for, and the promotion and protection of, all languages,
Considering that Spanish is the language of communication of an estimated community of more than 600 million people worldwide, through which the voices of 21 countries—linked by geography or shared cultural foundations—are expressed, exercising a broad, dynamic and rich participation in global affairs,
Considering also that millions of people worldwide use Spanish as a language of communication, scientific production, technical cooperation and community action in various fields,
Convinced that greater visibility and use of the Spanish language will contribute to the fulfilment of the mandates of the international organizations in Rome, in particular to the strengthening of international cooperation,
Driven by the need to facilitate greater participation of stakeholders from Spanish-speaking countries in activities, programmes and technical processes, and to give visibility to their contribution to the priorities of the organizations,

Resolve to establish the Group of Friends of Spanish in Rome (GAE-R) and adopt the following provisions for its functioning:
I. Nature and Procedural Aspects
1. The Group of Friends of Spanish in Rome shall have a consultative character, and its recommendations shall not be binding on the respective Governments.
2. The Group shall be open to the participation of all Spanish-speaking Member States accredited to the international organizations in Rome.
3. The Bureau shall be composed of a Chair, a Vice-Chair and a Secretariat, which shall be held on a rotational basis by members of the Group, following Spanish alphabetical order, for a period of one year in each function.
4. The Group shall hold periodic meetings, at dates and in modalities defined by the Chair, with a view to coordinating positions, exchanging information and promoting joint academic, cultural and outreach initiatives.
5. The Group shall meet, to the extent possible, once at the beginning of the Chair’s term and once at its conclusion, on the date, at the time and in the venue to be announced by the Chair in due course.
6. The plenary shall adopt, by simple majority, the initiatives and common positions presented in the name of the Group.
7. Open-ended working groups may be established for the development of specific activities related to the mandate of the Group.
8. Other Member States that share the values and objectives of the present Charter may be invited to participate as
II. Strategic Objectives
1. To promote the effective, balanced and timely use of the Spanish language in governance bodies, negotiation processes, technical documentation and programmatic activities in the international organizations in Rome;
2. To follow up on the implementation of provisions relating to multilingualism within the international organizations in Rome, particularly with regard to the availability and quality of technical and scientific information in Spanish;
3. To promote the dissemination in Spanish of knowledge, innovation and good practices related to the mandates of the international organizations;
4. To facilitate access for Spanish-speaking populations to information products, technical cooperation and capacity-building programmes of the international organizations in Rome;
5. To promote Spanish as a vehicle for the exchange of experiences and for North-South, South-South and triangular cooperation;
6. To coordinate cultural, technical and academic activities that highlight the contribution of Spanish-speaking countries to the mission of the international organizations in Rome and that strengthen multilingual identity;
7. To foster greater interaction between Member States of the Group and Spanish- speaking officials of the international organizations in Rome;

8. To promote collaboration with other linguistic groups and relevant stakeholders in order to strengthen linguistic diversity in the fulfilment of the mandates of the international organizations in Rome.
III. Final Provision
The Representations of Spanish-speaking Member States to the international organizations in Rome adopt the present Constitutive Charter as the basis for cooperation and coordination of their efforts in promoting the Spanish language.

Considering also that millions of people worldwide use Spanish as a language of communication, scientific production, technical cooperation and community action in various fields,
Convinced that greater visibility and use of the Spanish language will contribute to the fulfilment of the mandates of the international organizations in Rome, in particular to the strengthening of international cooperation,
Driven by the need to facilitate greater participation of stakeholders from Spanish-speaking countries in activities, programmes and technical processes, and to give visibility to their contribution to the priorities of the organizations,
ANNEXE III

Resolve to establish the Group of Friends of Spanish in Rome (GAE-R) and adopt the following provisions for its functioning:
I. Nature and Procedural Aspects
1. The Group of Friends of Spanish in Rome shall have a consultative character, and its recommendations shall not be binding on the respective Governments.
2. The Group shall be open to the participation of all Spanish-speaking Member States accredited to the international organizations in Rome.
3. The Bureau shall be composed of a Chair, a Vice-Chair and a Secretariat, which shall be held on a rotational basis by members of the Group, following Spanish alphabetical order, for a period of one year in each function.
4. The Group shall hold periodic meetings, at dates and in modalities defined by the Chair, with a view to coordinating positions, exchanging information and promoting joint academic, cultural and outreach initiatives.
5. The Group shall meet, to the extent possible, once at the beginning of the Chair’s term and once at its conclusion, on the date, at the time and in the venue to be announced by the Chair in due course.
6. The plenary shall adopt, by simple majority, the initiatives and common positions presented in the name of the Group.
7. Open-ended working groups may be established for the development of specific activities related to the mandate of the Group.
8. Other Member States that share the values and objectives of the present Charter may be invited to participate as
II. Strategic Objectives
1. To promote the effective, balanced and timely use of the Spanish language in governance bodies, negotiation processes, technical documentation and programmatic activities in the international organizations in Rome;
2. To follow up on the implementation of provisions relating to multilingualism within the international organizations in Rome, particularly with regard to the availability and quality of technical and scientific information in Spanish;
3. To promote the dissemination in Spanish of knowledge, innovation and good practices related to the mandates of the international organizations;
4. To facilitate access for Spanish-speaking populations to information products, technical cooperation and capacity-building programmes of the international organizations in Rome;
5. To promote Spanish as a vehicle for the exchange of experiences and for North-South, South-South and triangular cooperation;
6. To coordinate cultural, technical and academic activities that highlight the contribution of Spanish-speaking countries to the mission of the international organizations in Rome and that strengthen multilingual identity;
7. To foster greater interaction between Member States of the Group and Spanish- speaking officials of the international organizations in Rome;

8. To promote collaboration with other linguistic groups and relevant stakeholders in order to strengthen linguistic diversity in the fulfilment of the mandates of the international organizations in Rome.
III. Final Provision
The Representations of Spanish-speaking Member States to the international organizations in Rome adopt the present Constitutive Charter as the basis for cooperation and coordination of their efforts in promoting the Spanish language.
