Arrangements for the 114th Session of the International Labour Conference (Geneva,1-12 June 2026) www.ilo.org/ilc
Dear Minister,
With reference to the convocation letter of 20 February 2026, I am pleased to provide you with further details on the 114th Session of the International Labour Conference which will be held in person from 1 to 12 June 2026 at the International Labour Organization (ILO) headquarters, the Palais des Nations and the Geneva International Conference Centre (CICG).
Programme of Work
I wish to inform you that at its 356th Session (March-April 2026), the Governing Body approved the adjustments to the programme of work of the forthcoming Session of the Conference. The approved Conference programme is available in the appendix of document GB.356/INS/2/2(Rev.1) and will soon be published on the Conference website. In the interim, I wish to highlight the following:
- Sunday, 31 May: Preparatory meetings of Employers’ and Workers’ groups, at the CICG;
- Monday, 1 June:
o Opening of the Conference; o Referral of agenda items to technical committees that will commence their work in the
afternoon;
- Wednesday, 3 to Wednesday, 10 June: Discussion in the plenary of the report of the Director-General to the Conference, entitled A Moment of Choice: Harnessing Artificial Intelligence for Decent Work; the Appendix of this report on The situation of workers of the occupied Arab territories; the report of the Director-General on the ILO programme implementation 2024-25; and the report of the Chairperson of the Governing Body on the work carried out by the Governing Body between June 2025 and March 2026 (see Item I of the Conference agenda);
- Friday, 5 June: High-level event in the margins of the Conference to promote the ratification of the 1986 Instrument for the Amendment of the ILO Constitution, as requested by the Governing Body at its 353rd Session (March 2025);
- Tuesday, 8 June: Celebration of the World Day against Child Labour;
- Friday, 12 June: Closing of the Conference.
2. Composition of delegations
I wish to recall that the composition of national tripartite delegations is provided for in Part 1 of the Standing Orders of the International Labour Conference. Member States are invited to pursue the consultation process with the most representative national organizations of employers and workers to determine the composition of their delegations to the forthcoming Session of the Conference, with a view to ensuring that they are fully tripartite and balanced as regards the number of advisers accompanying the respective tripartite delegates.
As recalled in my previous letter, at the 113th Session of the Conference in 2025, women accounted for 35.6 per cent of participants. I wish to reiterate my call upon all Member States to spare no effort to achieve gender parity in national delegations and, in this respect, I invite you to consult the infographic available on the Conference website.
The ILO, as you know, recognizes that social justice and decent work for all can be realized only if persons with disabilities are fully and meaningfully included in the world of work. In line with the ILO Disability Inclusion Strategy (2024-2027), I am pleased to inform you that accredited participants can request reasonable accommodations directly through the ILO’s secure Meeting Management System (MMS) when they are confirming their details.
Accreditation
As explained in my previous letter, the MMS will be opened on 27 April 2026 for the transmission of credentials that should be submitted by 11 May 2026. Upon the opening of the MMS, you will receive a communication that should be forwarded to your country’s designated focal point so that they may register their information in the MMS. Only registered focal points can proceed to accredit your country’s tripartite delegation.
Registration to speak in plenary and in committees
This year, the MMS will be extended to integrate key features that will permit Government, Employer and Worker titular delegates (as well as substitute delegates duly authorized by their respective titular delegates) to transmit their requests to speak in plenary directly through the MMS. Government focal points and titular delegates of Employers and Workers will also be able to request registration in committees for themselves as delegates, as well as for their respective advisers and substitute delegates. On time accreditation by all Member States will facilitate the effective implementation of these key features, since they are only available to those whose accreditation has been submitted and processed.
The deadline for requesting to speak in plenary will be 3 June 2026 at 6 p.m. (Central European Summer Time). The time limit for speeches is set at a maximum of five minutes, in accordance with the Standing Orders of the International Labour Conference.
The deadline for requesting to register in committees will be 31 May 2026 at 5 p.m. (Central European Summer Time), so as to be able to participate in the first sitting of each committee.
3. Practical information
Further details, including on how to access the sittings for the press and the public (subject to space availability and any necessary security arrangements), will be published on the Conference website in due course.
With respect to visa arrangements, Switzerland's Online visa system may be consulted in order to obtain a Schengen visa which is required to travel to Geneva, Switzerland. Member States should submit their credentials in a timely manner, i.e., twenty-one days before the opening of the Conference (11 May 2026) so as to facilitate this process.
Lastly, I recall that the ILO does not provide participants with insurance coverage for accident or illness while travelling to or from Geneva or during the Conference. It is therefore essential that all participants ensure that they have adequate insurance coverage in respect of illness and accident before commencing their travel.
