Response to state land lease inquiry
Dear Ms Prachi Fozdar According to your 15.04.2026 response to the Land and Spatial Development Board you prefer leasing Neeme tn 36 cadastral unit (cadastral code 78408:808:0033) out of the three previously referred land plots in Tallinn for Starlink’s „Gateway Site“. You specified that the potentially leased land plot would be a fenced site with an array of antennas which are used to connect with Starlink’s Satellites to provide internet connection around the world. You also contacted the Ministry of Economic Affairs and Communications and asked for possibility to lease state-owned land in the mainland of Western Estonia for similar purposes. Hereby the Land and Spatial Development Board responds to both of requests as an authorized institution of the Ministry of Economic Affairs and Communications (the state asset manager). It is not possible to lease Neeme tn 36 cadastral unit in Tallinn because this property is part of the state land reserve with the aim of developing it in the future through a detailed planning procedure. In Tallinn region, it is potentially possible to lease (by public auction) a cadastral unit at Paljassaare tee 3 (cadastral code 78401:101:2484, total area ca 0.56 ha), which was also included in your initial application. From the mainland of Western Estonia there could potentially be leased by public auction the following cadastral units:
• Kaldanuki (cadastral code 44101:001:0246, total area ca 1.01 ha), located in Lääne county, Lääne-Nigula parish;
• Altjaama (cadastral code 18803:001:0180, total area ca 1.53 ha), located in Pärnu county, Põhja- Pärnumaa parish.
Please let us know if you are interested in leasing any of the mentioned Paljassaare tee 3, Kaldanuki or Altjaama cadastral units and taking part of the public lease auction. After you submit an expression of interest, the state asset manager can decide on the possibility of providing the cadastral unit(s) for auction. Sincerely,
