Dear Sir/Madam, As has now been the practice since 2006, please find attached (Annex I) the preliminary list of individual cases for possible discussion at the Committee on the Application of Standards (the Committee) during the 114th Session (June 2026) of the International Labour Conference. The list has been drawn up by the social partners who have requested me to recall that this list is only a tentative list and should not in any way be considered definitive, as the adoption of the final list is a function that only the Conference Committee itself can assume. By providing a preliminary list, the social partners have expressed their desire to positively respond to the requests from governments for early notification, so that they may better prepare themselves for a possible intervention before the Committee. This list should not give rise to any form of pressure or other prejudicial act against workers, employers or their organizations. Your attention is drawn to the fact that the list of individual cases includes those cases, indicated in this preliminary list with a double asterisk, in which the Committee of Experts on the Application of Conventions and Recommendations (CEACR) has requested governments to supply full information to the Conference at its 114th Session (the so-called “double footnote” cases). 1
In accordance with the working methods of the Committee, Governments appearing on the preliminary list of cases are invited to provide, if they so wish, written information to the Committee. The information provided, on a purely voluntary basis, should concern only new developments not yet examined by the CEACR. It must be transmitted at least in one of the three working languages of the Office and, to the extent possible, should not exceed 2 000 words. This information should reach the Office by 18 May 2026 and will be published in the web page of the Committee. A specific template for transmission of the information is available on the web page of the Committee. Finally, please note that the document D.1 “Work of the Committee”, which reflects the outcome of the latest informal tripartite consultations on the Committee's working methods, as well as document D.0 (Provisional working schedule of the Committee) are also available on the Committee’s webpage.
