Dear Mr Urmo Merila,

I am pleased to inform you that the European Court of Auditors is preparing a performance audit on the Renovation wave, included in our 2026+ work programme. I am the reporting member responsible for this task.

This task includes an examination of whether the Commission and the member states are effective in alleviating energy poverty through building renovation as well as financial and support measures.

As part of the audit, we intend to visit your country from 04.06.2026 to 10.06.2026 and meet with the following organisations:

(a) Ministry of Climate

(b) Ministry of Finance

(c) State Shared Service Centre

(d) Environmental Investment Centre (KIK)

(e) Ministry of Economic Affairs and Communications

(f) Estonian Business and Innovation Agency

The detailed agenda of the visit will be agreed with the relevant entities.

We will inform you by e-mail if there are any changes to the work we plan.
