11.5 Budget of the Enlarged Partial Agreement on the European Support Fund for the Co- production and Distribution of Creative Cinematographic and Audiovisual Works “Eurimages” for 2024 Derogation for payment of Ukraine’s obligatory contributions by other member States Reference document CM(2024)24

Decisions The Deputies, in their composition restricted to the representatives of the States members of the Enlarged Partial Agreement on the European Support Fund for the Co-production and Distribution of Creative Cinematographic and Audiovisual Works “Eurimages”,1 Having regard to the Statutory Resolution on partial and enlarged agreements Res(93)28; Having regard to Resolution Res(88)15 of 26 October 1988 setting up a European Support Fund for the Co-production and Distribution of Creative Cinematographic and Audiovisual Works “Eurimages”, subsequently amended by Resolution CM/Res(2020)8; Having regard to the decisions on the amount of obligatory contributions and on the scale of contributions for 2024 approved by the Board of Management of Eurimages at its meeting on 29 and 30 June 2023; Having regard to Resolution CM/Res(2023)31 which approved the budget for Eurimages for 2024; Having regard to the agreement of the Board of Management of Eurimages, adopted at its 2nd ordinary meeting of 2023 (4-5 December 2023), on the principle of the partial or full payment of Ukraine’s obligatory contributions for 2024 by other member States on a voluntary basis; Having consulted the member State concerned, 1. approved on an exceptional basis, as a consequence of the aggression of the Russian Federation against Ukraine, that the principle of the partial or full payment of Ukraine’s obligatory contributions for 2022-2023 to the budget of Eurimages by other member States on a voluntary basis be extended for 2024; 2. invited the Eurimages Board of Management to continue to ensure that the Ukrainian participation in Eurimages’ activities is not in any way undermined by the application of Article 13.1 of Eurimages’ Financial Regulations as a result of the preceding decision.

Décisions Les Délégués, dans leur composition restreinte aux représentants des États membres de l’Accord partiel élargi du Fonds européen de soutien à la coproduction et à la diffusion des œuvres de création cinématographiques et audiovisuelles « Eurimages »1, Vu la Résolution statutaire sur les accords partiels et élargis Res(93)28 ; Vu la Résolution Res(88)15 du 26 octobre 1988 instituant un Fonds européen de soutien à la coproduction et à la diffusion des œuvres de création cinématographiques et audiovisuelles « Eurimages », amendée ultérieurement par la Résolution CM/Res(2020)8 ; Vu les décisions sur le montant des contributions obligatoires et sur le barème des contributions pour 2024 approuvées par le Comité de direction d'Eurimages lors de sa réunion des 29 et 30 juin 2023 ; Vu la Résolution CM/Res(2023)31 qui a approuvé le budget d’Eurimages pour 2024 ; Vu l’accord du Comité de direction d’Eurimages, adoptée lors de sa 2e réunion ordinaire de 2023 (4-5 décembre 2023), sur le principe du paiement partiel ou total de la contribution de l'Ukraine pour 2024 par d'autres États membres sur une base volontaire ; Après avoir consulté l'État membre concerné, 1. approuvent à titre exceptionnel, en conséquence de l'agression de la Fédération de Russie contre l'Ukraine, que le principe du paiement partiel ou total de la contribution de l'Ukraine pour 2022-2023 au budget d’Eurimages par d'autres États membres sur une base volontaire soit étendu pour 2024 ; 2. invitent le Comité de direction d'Eurimages de continuer à veiller à ce que la participation ukrainienne aux activités d'Eurimages ne soit en aucune façon compromise par l'application de l'article 13.1 du Règlement financier d'Eurimages à la suite de la décision précédente.
