On behalf of ELA HR, I would like to thank you for providing the confirmation letter and the relevant declarations for Ms Proos’ secondment extension.
Going through the documents, we have noticed that there is a typo mistake on the confirmation letter, more specifically on the secondment duration. May I kindly ask you to share again with us the confirmation letter indicating the correct duration ‘…from 16/09/2024 to 15/09/2026’?

Subject: Request to extend Ms Mariliis Proos’s secondment to the European Labour Authority (ELA)
Dear Mr. Ahti Kuningas,
I am pleased to inform you that ELA would like to request the renewal of the secondment of Ms Mariliis Proos to continue acting as the National Liaison Officer for Estonia within the Authority, in line with the Rules Applicable to Seconded National Experts at the European Labour Authority (the SNE rules), approved by the decision of the Management Board of 10 November 2021.
Please be assured that I am strongly committed to continue building the Authority in close cooperation with the Member States, to ensure that the Authority’s activities reflect the needs of the Member States in the field of labour mobility and social security coordination and adds value for the Member States by providing support in the application and enforcement of EU labour mobility rules. National Liaison Officers are a crucial building block for cooperation between the Member States and a unique feature of the Authority. Their work is an invaluable contribution to the Authority’s mandate to facilitate Member States’ cooperation in order to secure fair labour mobility throughout the EU.
According to Article 4(1) of the SNE rules, the secondment may be renewed once or more, up to a total period not exceeding 6 years. With the present letter ELA is requesting a renewal of the secondment of Ms Mariliis Proos for further two years, from 16/09/2024 to 15/09/2026. Ms Mariliis Proos’s place of origin1 has been settled to Tallinn, Estonia. The place of secondment is Bratislava, Slovakia. SNEs are entitled to subsistence allowances equal to the amount established by the Commission each year, throughout the period of secondment, as in line with Article 17 of the SNE rules. The subsistence allowances shall be subject to the correction coefficient of the place of secondment, i.e. Slovakia pursuant to Article 64 and 65 of the Staff Regulations.
1 Art 18 of the SNE rules: "place of origin" means the place where the SNE performed their duties
for their employer at the time of their secondment. The place of secondment shall be the place
where the Authority to which the SNE is seconded is located.

Please note that as the SNE’s employer, you are required to continue to pay their salary, to maintain their administrative status throughout the period of secondment and continue to be responsible for their social rights, particularly social security, sickness insurance and pension.
I would be very grateful if you could confirm the extension of the secondment of Ms Mariliis Proos by sending a signed letter to ELA Human Resources, Ms Nikoletta Völcsei, [email protected] +421 2/201 100 89.
At the same time, Ms Mariliis Proos must provide the A1 form or an attestation of the competent organisation certifying that she will remain subject throughout the period of her secondment to the social security legislation applicable to the civil service of employment, which will assume responsibility for expenses incurred abroad.
