Subject: Invitation to commit EUCPT experts in the European Civil Protection Pool
Dear Directors General,
The contributions of experts from Member States and Participating States to the
Emergency Response Coordination Centre, in particular through the EU Civil Protection
Teams (EUCPT), have proven essential in enhancing the effectiveness of the Union Civil
Protection Mechanism (UCPM). As called for the UCPM Implementing Decision (EU)
2025/704 and its Article 16, guidelines for establishing and managing a pool of experts
within the European Civil Protection Pool (ECPP) and EUCP profiles (1) have been
agreed with Member States at expert level. The objective is, for EUCPT deployments, to
have a better predictability on the availability of experts and to ensure that each expert has
the necessary skills and competences, after completing the deployable path of the UCPM
training and exercises programme.
I have the pleasure to invite you to commit experts to be deployed under the UCPM in
EUCPTs. More specifically:
1. For experts to be deployed as Team Leaders (TL) or Deputy Team Leaders (DTL) in
EUCPTs, please indicate:
i. the full names of the proposed experts
ii. the number of years each expert will be made available for EUCPT deployments
as EUCPT TL or DTL, after certification and registration in CECIS (from one to
three years, renewable)
iii. a confirmation that each expert complies with the selection criteria for entering the
UCPM training programme
iv. a confirmation that each expert is medically fit for the training programme and
subsequent potential deployment missions
v. the UCPM training and exercises record of each expert (training course/exercises
and dates).
The commitment will be initially provisional and will be confirmed once the expert
completes the required training path, unless, for a duly justified reason, there is a

withdrawal of the ECPP commitment for the expert and a notification of the Commission
accordingly.
2. For all other categories of EUCPT experts (4 types of coordination and assessment
experts - on information management, operations, safety & security and logistics – and 18
types of Technical Experts), please indicate the number of experts by category and the
initial duration of the commitment (from one to three years, renewable).
I would welcome the appointment of a contact person within your organisation to liaise
with the Commission throughout the whole commitment, training, validation and
registration process for the experts you have proposed.
On our side, the Unit “Civil Protection Emergency Response Capabilities” (ECHO-
[email protected]) is responsible for this matter and remains available for any queries you
may have.
I am looking forward to our continued cooperation to shape the ECPP and further enhance
the quality and responsiveness of EUCPTs.
