The Permanent Mission of the Russian Federation to the United

Nations Office and other International Organizations in Geneva

presents its compliments to the World Intellectual Property

Organization (WIPO) and has the honor to draw its attention

to the 40th session of the Program and Budget Committee, which will

be held on June 15-19, 2026 in Geneva.

In accordance with Rule 5(4) of the WIPO General Rules

of Procedure, the Russian Federation, as a member of the Program

and Budget Committee, kindly requests to include in the draft agenda

for the abovementioned session a supplementary item entitled

"Medium Term Strategic Plan" (MTSP).

In view of the International Bureau's plans to postpone

consideration of a new MTSP to 2027, the Committee will be invited

to discuss under the proposed agenda item an extension of the MTSP

for 2022-2026 until the end of 2027 as a way of preserving coherence

of WIPO's strategic planning cycle, strengthening accountability

mechanisms, and at the same time ensuring sufficient flexibility

in Secretariat's efforts to develop a new document.

Furthermore, Member States would be able to share their

views and provide early guidance to the International Bureau

on the contents of the ne�t Medium Term Strategic Plan.

El director general de la Organización Mundial de la Propiedad Intelectual (OMPI) presenta sus atentos saludos a los Estados miembros y a los observadores y, en relación con la 40.ª sesión del Comité del Programa y Presupuesto (PBC), tiene el honor de notificar la petición de inclusión de un punto suplementario en el proyecto de orden del día, recibido en una comunicación dirigida a la Secretaría el 13 de mayo de 2026, tal y como se recoge en el Anexo. El punto suplementario del orden del día, titulado “Plan Estratégico a Mediano Plazo (PEMP)” se incluye en el proyecto revisado de orden del día (WO/PBC/40/1 Prov.3), en consecuencia.

Carta No. 1750 con fecha 13 de mayo de 2026 Enviada por: Misión Permanente de la Federación de Rusia Destinatario: Organización Mundial de la Propiedad Intelectual La Misión Permanente de la Federación de Rusia ante la Oficina de las Naciones Unidas y otras organizaciones internacionales en Ginebra presenta sus atentos saludos a la Organización Mundial de la Propiedad Intelectual (OMPI) y tiene el honor de señalar a su atención la 40.ª sesión del Comité del Programa y Presupuesto, que se celebrará del 15 al 19 de junio de 2026 en Ginebra. De conformidad con el artículo 5.4) del Reglamento General de la OMPI, la Federación de Rusia, en calidad de miembro del Comité del Programa y Presupuesto, solicita que se incluya en el proyecto de orden del día de la sesión mencionada un punto suplementario titulado “Plan Estratégico a Mediano Plazo (PEMP)”. Habida cuenta de los planes de la Oficina Internacional de aplazar hasta 2027 el examen de un nuevo PEMP, se invitará al Comité a debatir en el punto del orden del día propuesto una prórroga del PEMP de 2022-2026 hasta fines de 2027 como forma de preservar la coherencia del ciclo de planificación estratégica de la OMPI, fortalecer los mecanismos de rendición de cuentas y, al mismo tiempo, garantizar la flexibilidad suficiente en los esfuerzos de la Secretaría para elaborar un nuevo documento. Además, los Estados miembros tendrían la posibilidad de compartir sus puntos de vista y proporcionar orientación temprana a la Oficina Internacional sobre el contenido del próximo Plan Estratégico a Mediano Plazo. La Misión Permanente aprovecha la oportunidad para reiterar a la Organización Mundial de la Propiedad Intelectual el testimonio de su más alta consideración.

Le Directeur général de l’Organisation Mondiale de la Propriété Intellectuelle (OMPI) présente ses compliments aux États membres et aux observateurs et, se référant à la quarantième session du Comité du programme et budget (PBC), a l’honneur de les informer qu’une demande d’inscription d’un point supplémentaire au projet d’ordre du jour lui est parvenue dans une communication adressée au Secrétariat le 13 mai 2026, jointe à la présente. Le point de l’ordre du jour, intitulé “Plan stratégique à moyen terme (PSMT)” a par conséquent été ajouté dans le projet d’ordre du jour révisé (WO/PBC/40/1 Prov.3).

Conformément à l’article 5.4) des Règles générales de procédure de l’OMPI, la Fédération de Russie, en sa qualité de membre du Comité du programme et budget, demande l’inscription d’un point supplémentaire, intitulé “Plan stratégique à moyen terme” (PSMT), au projet d’ordre du jour de la session susmentionnée.

Compte tenu de l’intention du Bureau international de reporter à 2027 l’examen d’un nouveau PSMT, le comité sera invité à examiner, au titre du point proposé de l’ordre du jour, une prolongation du PSMT pour 2022-2026 jusqu’à la fin de 2027, afin de préserver la cohérence du cycle de planification stratégique de l’OMPI, de renforcer les mécanismes de responsabilité et, dans le même temps, d’assurer une souplesse suffisante dans les efforts du Secrétariat pour élaborer un nouveau document.

En outre, cela permettrait aux États membres de faire part de leurs points de vue et de fournir des orientations initiales au Bureau international sur le contenu du prochain plan stratégique à moyen terme.

La Mission permanente saisit cette occasion pour renouveler à l’Organisation Mondiale de la Propriété Intellectuelle les assurances de sa haute considération.

Постоянное представительство Российской Федерации при

Отделении Организации Объединенных Наций и других международных

организациях в Женеве свидетельствует свое уважением Всемирной

организации интеллектуальной собственности (ВОИС) и имеет честь

привлечь внимание к 40-й сессии Комитета по программе и бюджету,

которая состоится 15–19 июня 2026 года в Женеве.

В соответствии с правилом 5(4) Общих правил процедуры ВОИС

Российская Федерация, будучи членом Комитета по программе и бюджету,

просит включить в проект повестки дня вышеуказанной сессии

дополнительный пункт под названием «Среднесрочный стратегический

план (СССП)».

С учетом планов Международного бюро отложить рассмотрение

нового СССП до 2027 года Комитету будет предложено обсудить в рамках

предлагаемого пункта повестки дня продление срока действия СССП,

рассчитанного на 2022–2026 годы, до конца 2027 года в целях сохранения

целостности цикла стратегического планирования и укрепления механизмов

подотчетности ВОИС, а также обеспечения необходимой гибкости в рамках

усилий Секретариата по разработке нового документа.

俄罗斯联邦常驻联合国日内瓦办事处及其他国际组织代表团向世界知识产

权组织（产权组织）致意，并谨此提请注意将于 2026 年 6 月 15 日至 19 日在日内

瓦举行的计划和预算委员会第四十届会议。

根据产权组织《总议事规则》第 5 条第(4)款，俄罗斯联邦作为计划和预算

委员会成员，谨此请求在上述会议的议程草案中增列一项题为“中期战略计划”

（MTSP）的补充项目。

鉴于国际局计划将新中期战略计划的审议推迟至 2027 年，将邀请委员会在

拟议议程项目下，讨论将《2022-2026年中期战略计划》延长至 2027年底，以此保

持产权组织战略规划周期的连贯性，加强问责机制，同时确保秘书处在制定新文件

时拥有充分的灵活性。

此外，成员国将能够就下一份《中期战略计划》的内容交换意见，并向国

际局提供初步指导。

常驻代表团借此机会，再次向世界知识产权组织致以最崇高的敬意。
