Request for Membership in the IAEA Regulatory Cooperation Forum
On behalf of the Ministry of Climate of the Republic of Estonia, we hereby submit the request for Estonia’s future national nuclear regulatory authority to be granted membership in the IAEA Regulatory Cooperation Forum (RCF).
Estonia is developing its national nuclear energy programme and attaches high importance to the establishment of an effective, independent and robust regulatory infrastructure consistent with the IAEA Safety Standards. The Ministry of Climate is leading the Estonian nuclear energy programme and serves as the head of Estonia’s Nuclear Energy Programme Implementing Organization (NEPIO).
Under the draft Estonian Nuclear Energy and Safety Act, which is planned to enter into force on 1 January 2027, the Consumer Protection and Technical Regulatory Authority (TTJA) would be designated as Estonia’s national nuclear regulatory authority. The establishment ofthis regulatory function wiIl build on and integrate existing national capabilities in radiation protection and regulatory oversight, including expertise and functions currently held by the Environmental Board’s Climate and Radiation Department as Estonia’s ionizing radiation regulator.
In view of this forthcoming institutional development, the Ministry of Climate is submitting this request in support of the future regulatory body and its participation in the RCF.
Participation in the RCF would provide Estonia with an important platform for cooperation, exchange of regulatory knowledge and experience, and coordination of support for the development of its nuclear and radiation safety regulatory infrastructure. It would be particularly valuable during the current preparatory phase, as Estonia is developing the legal, institutional and technical foundations for its future nuclear regulatory framework.
Estonia wishes to participate in the RCF as a recipient, with the aim of strengthening national regulatory cornpetence and benefitting frorn the experience of established nuclear safety regulators and international partners.
