Invitation to participate in the Cooperation
Committee
Dear Mr Magnar Ødelien
We are pleased to continue our long-standing cooperation under the “Green ICT” programme of the Norway Grants 2021-2028. Annex B to the Memorandum of Understanding on implementing the Norwegian Financial Mechanism 2021-2028, signed by Norway and Estonia on May 27, 2025, designates the Ministry of Economic Affairs and Communications of Estonia as Programme Operator (PO) and Innovation Norway as Donor Programme Partner (DPP) for the “Green ICT” programme in Estonia. Under Article 4.3 of the Regulation on implementing the Norwegian Financial Mechanism 2021-2028, the PO must establish a Cooperation Committee made up of representatives of the PO and the DPP. The Committee shall meet and keep its minutes in English.
The Cooperation Committee’s tasks include:
advising on selection criteria and call texts;
reviewing progress towards the programme’s outputs, outcomes and objective;
examining programme implementation results;
reviewing the draft Final Programme Report;
advising the PO on programme changes affecting expected outcomes and objectives;
advising the PO on reallocations within the programme that do not require amending the
Programme Agreement;
advising on potential Norwegian project partners, where relevant;
reviewing progress in strengthening bilateral relations, where relevant;
jointly deciding with the PO on the use of bilateral relations funds, where relevant. Under the Regulation, the Cooperation Committee advises on programme preparation and implementation. The Committee shall be chaired by a representative of the PO. Representatives of Norway, including the Norwegian Embassy, the National Focal Point and the Financial Mechanism Office, will be invited as observers.
