Subject: Communication on a publication of the specific list of third countries with a
recognition rate of 20% or lower by Eurostat
Dear Ambassador,
On 12 June the EU Pact on Migration and Asylum enters into full application.
One of the novelties of the EU Pact on Migration and Asylum is the mandatory asylum
border procedure pursuant to Regulation (EU) 2024/1348 (1); It is applied, among other
grounds, to applicants for international protection of a nationality or, in case of stateless
persons, a former habitual resident of a third-country for which the recognition rate
calculated based on the latest available yearly Union-wide average Eurostat data is 20 %
or lower(2).
Eurostat in its capacity of the statistical office of the European Union publishes such
Union-wide average data on a yearly basis(3). In addition, in order to support the work of
the Member States for the implementation of the asylum border procedure, Eurostat has
also published a specific list of third countries with a recognition rate of 20% or lower.
You can find that list under the following link:
Countries of citizenship with an asylum recognition rate for international protection of
20% or lower.
Please note that as of 2026, such list of low recognition rate countries (≤ 20% recognition
rate) will be published on a yearly basis on Eurostat’s website, following verification and
consolidation of the data for the previous calendar year submitted by 26 Member States,
so all EU Member States but excluding Denmark. The list will be based on source data
available to Eurostat on the date of its publication. This list will not be republished once
