Dear Colleagues,
Greetings on behalf of the Technical Assistance Project Team "Improving and strengthening efficiency of national social protection regulatory mechanisms, policy implementation tools, quality assurance framework and strengthening capacities to participate in
ESF" co-financed by the European Union and the Republic of Serbia, with the Ministry of Labour, Employment, Veteran and Social Affairs of the Republic of Serbia as the Main Beneficiary Institution.
As a candidate country for EU membership, Serbia is currently undertaking significant efforts aimed at preparing its institutional and operational framework for future participation in the European Social Fund Plus (ESF+). Within the framework of our ongoing
project activities, a comparative analysis of good practices related to ESF+ management and implementation in EU Member States has been conducted. The analysis identified Estonia as an excellent example of good practice, particularly due to the relevance and
comparability of certain elements of your system with the Serbian context.
In this regard, we would kindly like to explore the possibility of organizing a study visit to Estonia at the beginning of July 2026, with an anticipated duration of four days. The delegation would consist of approximately 15 participants, including representatives
of the Ministry and other relevant institutions involved in the preparation for ESF+ implementation in Serbia.
The purpose of the visit would be to gain practical insight into the functioning of the ESF+ management and control system in Estonia, including meetings with representatives of the Managing Authority and other relevant bodies, as well as examples of successful
implementation practices. Additionally, it would be highly valuable for the delegation to meet with beneficiary institutions and civil society organizations that have implemented successful ESF-supported projects, particularly in the fields of social inclusion
and social services.
We would highly appreciate your consideration of this request and remain at your disposal for any additional information required. We sincerely hope there may be an opportunity for cooperation and exchange of experiences in this important area.
