Report once a week in English, Arabic, Spanish, French, Russian, Chinese, and Malay. The
next Situation Report will be issued on 15 Jun 2026.
DAY 241 SINCE THE CEASEFIRE DEAL: ISRAEL HAS KILLED 961 PALESTINIANS IN GAZA,
BRINGING THE TOTAL TO 72,971 PALESTINIANS KILLED SINCE THE GENOCIDE BEGAN
Israeli occupation forces (IOF) are expanding their military control to up to 70 per cent of the Gaza
Strip, driving further forced displacement, restricting humanitarian access, and deepening an
already catastrophic humanitarian situation, with shortages of essential supplies continue to
threaten health and water services, according to UNRWA. Over the past two weeks, Israeli attacks
have persisted across Gaza, inflicting additional civilian casualties and widespread destruction.
UN monitors in occupied Palestine report that approximately 26 Palestinians were martyred
during Eid al-Adha amid ongoing Israeli attacks throughout Gaza. In al-Mawasi, an area
previously designated by the Israeli occupation as so-called “safe zones,” an Israeli strike targeted
tents sheltering displaced Palestinians, killing one and injuring at least sixteen others. Another
strike hit yet an additional tent displacement tent, killing one Palestinian and injuring several
others. In al-Shati refugee camp, an Israeli drone strike targeted another displacement tent,
injuring at least ten Palestinians, including one critically. Near al-Quds Hospital west of Gaza City,
another Israeli attack wounded seven Palestinians, one of whom remained in critical condition. In
the Al-Tuffah neighborhood, an Israeli strike killed Muhanad Farawna in his tent, while separate
attacks injured a Palestinian child. In al-Jalaa neighborhood, an Israeli attack on the Ataya family
home killed nine Palestinians, leaving their bodies burned beyond recognition and causing
extensive destruction. Meanwhile, after more than two and a half years of systematic destruction
targeting Gaza’s water, sanitation, and civilian infrastructure, access to clean and safe water has
become severely limited. The UN rebuked Israel over its plan to expand control in Gaza to 70%,
insisting that the entirety of the Palestinian territory must be for Palestinians under Palestinian
sovereignty. The UN also warned that severe funding shortfalls are forcing aid organizations in
Gaza to reduce or suspend essential services, including water distribution and food aid.
ISRAELI FORCED DISPLACEMENT OF PALESTINIANS PERSISTS AMID ONGOING IOF
AND SETTLER ATTACKS
IOF and colonial settlers continued to carry out widespread attacks against Palestinians across
the occupied West Bank throughout May 2026, in continuation of the systematic terrorism
practiced by the occupying Power against the Palestinian people, their land, and their property,
further accelerating forced displacement and territorial fragmentation. According to the Colonization and Wall Resistance Commission, a total of 1,659 attacks were documented during
the month, including military incursions, land seizures, demolitions, destruction of property,
restrictions on access to agricultural land, and settler terror attacks. The attacks resulted in

Palestinian casualties, injuries, extensive property damage, and the destruction of thousands of
trees, including large numbers of olive trees. During the same period, Israeli occupation
authorities issued military seizure orders targeting hundreds of dunams of Palestinian land,
approved and advanced settlement-related planning schemes, and demolished residential,
agricultural, and commercial structures across multiple governorates. UN experts have expressed
serious concern over the escalation of settler terror and forced displacement of Palestinian
citizens, particularly in the Jordan Valley and the South Hebron Hills. They cited attacks on
civilians, restrictions on land and service access, demolition measures, and the expansion of
Israeli colonial installations (outposts). Additionally, Israeli occupation authorities advanced
‘legislative’ measures to restrict Muslim religious freedom, requiring prior permits for the use of
mosque loudspeakers. These measures also enable Israeli occupation authorities to impose fines
of up to 50,000 NIS (~17,000 USD) and to confiscate equipment in cases of the alleged “non-
compliance”.
UN REPORT ON CONFLICT-RELATED SEXUAL VIOLENCE HIGHLIGHTS SYSTEMATIC
ABUSE AGAINST PALESTINIANS
The United Nations Secretary-General’s 2026 report on conflict-related sexual violence
documented a sharp rise in verified cases worldwide and highlighted sexual violence against
Palestinians as part of a broader pattern of abuse. The report records a significant increase in
verified cases of conflict-related sexual violence globally during 2025, describing acts marked by
“extreme brutality” that overwhelmingly targeted women and girls. Particularly concerning are the
findings related to the occupied Palestine, where the United Nations verified multiple cases of
conflict-related sexual violence against Palestinians from the Gaza Strip and the West Bank,
including men, women, and children. According to the report, the United Nations verified 31 cases
involving Palestinians, occurring primarily in detention settings, as well as at checkpoints and
during military operations. The documented violations include rape, gang rape, attempted rape,
physical violence targeting the genitals, forced nudity, degrading strip and cavity searches without
apparent security justification, threats of rape, and other forms of sexual violence and abuse.
DETERIORATING CONDITIONS OF PALESTINIAN PRISONERS BEHIND ISRAELI BARS
According to the Palestinian Prisoner’s Society (PPS), Palestinian detainees in Israeli occupation
prisons continue to face severe detention conditions, including medical neglect, malnutrition,
overcrowding, and the spread of diseases such as scabies. PPS also reported an increase in the
number of female prisoners to 89, including minors, university students, pregnant women, and
women with serious illnesses, all subjected to starvation, inadequate healthcare, solitary
confinement, and other forms of ill-treatment. The organization has called for urgent international
action to address the ongoing violations against Palestinian prisoners.
ISRAEL'S CONTINUED AGGRESSION AGAINST THE NORTHERN WEST BANK
The occupation's aggression has persisted for 504 days against Jenin and its refugee camp, 498
days against Tulkarem and its refugee camp, and 478 days against Nour Shams refugee camp.

The Israeli occupation authorities' launch of a new electronic "Land Registry and Rights Settlement" system in the occupied Palestinian territory marks a significant escalation in efforts to consolidate control over Palestinian land through administrative and ‘legal’ mechanisms. According to the Colonization and Wall Resistance Commission (CWRC), the step represents a shift from traditional methods of territorial control towards what it describes as a form of "digital and administrative colonial engineering" designed to create permanent fait-accompli in occupied Palestine. The new system forms part of a broader process that began with an Israeli Security Cabinet decision in May 2025 to advance a comprehensive land settlement project across the West Bank. Responsibility for implementing the project was subsequently transferred to the ‘’Israeli Ministry of Justice’ and the Israeli Survey Authority in February 2026, accompanied by dedicated government funding. The Commission stated that these measures are intended to integrate land administration in the occupied territory into the Israeli ‘legal’ framework and further entrench Israeli control over Palestinian land, particularly in the Oslo-defined "Area C", which constitutes more than 60 per cent of the West Bank. The system represents a central tool for reshaping property ownership in the West Bank according to the Israeli colonial vision, further entrenching the seizure of vast areas of Palestinian citizens' lands. CWRC further said that Israeli occupation authorities approved a large-scale structural plan for the expansion of the "Masua" Settlement in the al-Far'a Valley area of the Jericho Governorate. According to the report, the plan includes the construction of 517 new housing units on approximately 1,692 dunums of land, along with public facilities, service areas, infrastructure networks, roads, open spaces, and operational facilities designed to support future expansion. Separately, CWRC said that the Higher Planning Council of the Israeli Civil Administration scheduled discussions on a package of settlement plans that would include at least 2,721 additional settlement units across the West Bank.
Minister of Finance and Planning Dr. Estephan Salameh stated that the Palestinian Government is facing
an unprecedented fiscal crisis as a result of Israel’s continued withholding of Palestinian clearance revenues
for nearly a year and a half. These revenues constitute approximately 68% of the Ministry of Finance’s total
income, with the cumulative amount withheld estimated at around $5.7 billion, threatening and placing vital
sectors—particularly healthcare, education, and essential public services—under severe and growing
strain. Speaking to Palestine TV, Salameh explained that the Government is managing the crisis with
resources that at times cover no more than 10% of its actual needs, amid incurred economic losses
estimated at between NIS 1 billion and NIS 1.5 billion per month due to Israeli measures and the ongoing
financial strangulation. He stressed that the situation facing Palestine has surpassed the bounds of a
conventional fiscal crisis and is approaching the level of a ‘catastrophe’ requiring an exceptional and urgent
response. Salameh noted that the Government has adopted a package of austerity and extraordinary
measures to confront the worsening fiscal reality. These include increasing emergency allocations to more
than NIS 500 million, freezing public-sector recruitment for the first time in three decades, suspending new
development projects throughout 2026, postponing non-essential tenders, and reducing public expenditure.
He further indicated that approximately 70% of the 2026 budget has been allocated to the health, education,
social protection, and essential services sectors, while calling on the international community to exert
meaningful pressure on Israel to release the withheld Palestinian revenues without delay. He also warned
that several Israeli officials, most notably the Israeli Finance Minister, have publicly expressed their intention
to undermine and dismantle the Palestinian National Authority.
