Excellency,
I have the honour to refer to my letter dated 28 May 2026 addressed to the Minister of Foreign Affairs of Republic of Estonia regarding the High-level Meeting on the Midterm Review of the New Urban Agenda which will take place on Thursday, 16 July 2026 and Friday, 17 July 2026 at United Nations Headquarters in New York, convened by the President of the UN General Assembly line with resolution 79/214. and to invite you to participate in the High- Level Meeting.
The high-level midterm review will offer a timely opportunity to assess progress and challenges from the last decade of implementation of the New Urban Agenda and to shape priorities for the decade ahead, towards 2036.
Adopted at the United Nations Conference on Housing and Sustainable Development (Habitat III) in October 2016, the New Urban Agenda is a unique global framework for sustainable urbanization. The first review of its implementation, held on 28 April 2022, underscored the role of sustainable urbanization in addressing the climate crisis, integrating displaced persons, and building peace and security.
This year, the midterm review of the New Urban Agenda marks a decisive milestone for cities and urban communities across the world, including in relation to access to adequate housing, land and basic services for all. Your country’s participation will be critical to the adoption of an action-oriented political declaration to renew commitment and accelerate implementation of the New Urban Agenda.
In this context, I am pleased to confirm that UN-Habitat featured the New Urban Agenda as a central theme of the 13th session of the World Urban Forum, including through the informal ministerial meeting held on 17 May 2026 in Baku, Azerbaijan. I am grateful for the active engagement of Member States in the ministerial meeting. A Chair´s summary of its proceedings may provide a valuable contribution to the midterm review of the New Urban Agenda.
