RESOLUTION
On the upcoming NATO Summit in Ankara
In connection with the upcoming NATO Summit in Ankara on 7–8 July 2026, the Saeima of the
Republic of Latvia
emphasises that NATO’s political unity and collective defence are the cornerstone of Latvia’s
security;
draws attention to the fact that NATO’s eastern border regions are daily confronted with an
unprecedented reality shaped by Russia’s continuous hybrid attacks—the instrumentalisation of
migration, violations of airspace, drone incidents, electronic warfare, disinformation,
cyberattacks, and threats to critical infrastructure—which directly affect the security, daily lives,
and economic situation of the population living in the border regions;
reiterates that the security of the Alliance’s eastern border is integral to the security of all Allies,
and therefore requires increased engagement by Allies in strengthening this common security,
including support in the form of technical capabilities for NATO’s Enhanced Vigilance Activity
Eastern Sentry in Latvia;
notes that Russia, as an aggressor state, remains the principal long-term threat to NATO and
Euro‑Atlantic security; therefore, the decisions and measures for capability development of the
Alliance must be consistently aimed at containing Russia and effectively deterring both military
and hybrid threats, as well as strengthening Allied presence on NATO’s eastern flank and in the
Baltic Sea region;
affirms that Latvia is implementing the decisions adopted at the 2025 Hague Summit and
considers that the future strategic development of the Alliance should be based on the
commitments agreed at The Hague with regard to enhancing collective defence and
strengthening defence-industrial capacity;
notes that all Allies must demonstrate concrete and measurable progress at the Summit in
increasing defence expenditure and investing in military capabilities. Latvia is already allocating
4.9% of its GDP to defence this year, and national legislation provides for at least 5% from 2027
onwards. The Saeima calls on other NATO Member States to reach this level as soon as possible;
emphasises that NATO’s strength is rooted in strong transatlantic ties, fair burden-sharing in
defence, and equal responsibility of all Allies for the overall capabilities of the Alliance;
calls on NATO to respond with greater resolve to Russia’s provocative actions and emphasises
that the Alliance must ensure a timely and unified response to hybrid attacks;
calls on Allies to improve political and military mechanisms for responding to Russia’s hybrid
actions, including through effective coordination of financial, technological, and other non-
military countermeasures;
calls on Allies to substantially increase investment in modern and innovative defence
capabilities, leveraging Ukraine’s battlefield experience, and developing modern integrated air
and missile defence systems, including effective counter‑drone capabilities;
calls on Allies at the Ankara NATO Summit to adopt decisions that strengthen the Alliance’s
operational effectiveness, defence-industrial capacity, resilience of supply chains, and the rapid
deployment of technological innovation;
calls on reaffirming long-term and predictable military support for Ukraine at the Summit; notes
that Latvia has been allocating 0.25% of its GDP for this purpose annually since 2024, and calls
on all Allies to establish this as the minimum annual amount of assistance to Ukraine;
emphasises that a united, strong, and combat-capable NATO is the principal deterrent and the
foundation for security across the entire Euro‑Atlantic area.
