TWENTY-SECOND MEETING OF THE PERSISTENT ORGANIC POLLUTANTS
REVIEW COMMITTEE (POPRC-22) ROME, ITALY; 21–25 SEPTEMBER 2026
Reference is made to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants. The twenty-second meeting of the Rotterdam Convention Chemical Review Committee (CRC-22) and the twenty- second meeting of the Stockholm Convention Persistent Organic Pollutants Review Committee (POPRC-22) will be held back-to-back from 15 to 18 September 2026 and from 21 September to 25 September 2026, respectively, at the headquarters of the Food and Agriculture Organization of the United Nations (FAO), Viale delle Terme di Caracalla, 00153 Rome, Italy. The CRC-22 meeting will open at 9:30 a.m. on Tuesday, 15 September 2026. Pre-meetings of intersessional task groups will take place onsite on Monday, 14 September 2026, and will be open to all Committee members as well as to observers. Registered participants will receive information on the task groups and their pre-meetings in due course. The POPRC-22 meeting will open at 9.30 a.m. on Monday, 21 September 2026. A pre-meeting for POPRC-22 is scheduled to take place online on Wednesday, 9 September 2026, from 1:00 p.m. to 4:00 p.m. (UTC+2). The pre- meeting will be open to all Committee members and observers registered to the meeting, who will receive information on the connection arrangements in due course. The provisional agendas for the meetings (UNEP/FAO/RC/CRC.22/1 and UNEP/POPS/POPRC.22/1) are enclosed. Further meeting documents and information on arrangements for the meetings, including the tentative schedules will be available on the respective websites: http://www.pic.int/crc22 and http://www.pops.ing/poprc22. The meetings of the two committees are open to: (a) Parties to the respective conventions, which shall be treated as observers in accordance with the rules of procedure of the respective Conference of the Parties for the purpose of their participation in the Committee; and (b) Observers, in accordance with the rules of procedure of the respective Conference of the Parties.

Representatives of Parties to the conventions, the United Nations, its specialized agencies, and the International Atomic Energy Agency, States not Party to the conventions, as well as bodies or agencies that have already been admitted as observers to the meetings of the Conference of the Parties to the respective Convention, are invited to register before Friday, 14 August 2026, using the FAO online event registration system available at the links below. Representatives of the entity operating the mechanism referred to in paragraph 6 of Article 13 of the Stockholm Convention are likewise invited to register for participation in the POPRC-22 meeting.

Please note that registration is required separately for each meeting using the specific link provided above. Observers wishing to participate in both meetings must therefore register twice. In addition, a nomination letter from the Party, respectively organization, is required in order to register as an observer for participation in the meetings. This nomination letter needs to be an official communication from the Party, respectively organization, e.g. using the official letterhead, stating that you are entitled to represent the Party, body or entity at the meeting, and signed by a duly authorized representative. If you are nominated to attend both meetings, a joint letter for both meetings can be issued. Registrations will only be processed by the Secretariat if they are accompanied by a valid nomination letter. Please send your nomination letter(s) by email ([email protected] for CRC-22 and [email protected] for POPRC-22) at the latest at the same time as submitting your online registration. Bodies or agencies that have not previously been admitted as observers to meetings of the conferences of the Parties to the respective Convention need to complete the procedure for admission as an observer no later than Friday, 7 August 2026, before registering for the meetings. In addition, taking into account the legal autonomy of each Convention, observers need to have been admitted to the relevant meeting (either through previous participation as an observer or by completing the admission procedure). Admission to the meetings of one Convention’s bodies does not automatically entitle an observer to participate in the meetings of the other Convention’s bodies. Representatives of Stockholm Convention regional centres are reminded that, for meetings of bodies of Rotterdam Convention bodies, including the Chemical Review Committee, it is necessary to complete the observer admission procedure for the Rotterdam Convention. Further information on the criteria and procedures relevant to admission of observers is available on the conventions’ websites: https://chm.pops.int/tabid/3676/ and https://www.pic.int/tabid/4299/. Registrations and applications for admission as observers, as applicable, are highly encouraged to be submitted by the above-mentioned deadlines. Due to the need to ensure appropriate arrangements for the meetings, the Secretariat may not be in a position to accommodate late requests for participation. The Secretariat would also like to recall that financial assistance will not be provided for participation as an observer in the meetings. Observers are responsible for making their own arrangements for participation, including visa and hotel arrangements. The United Nations does not cover life or medical insurance for participants. Therefore, it is the responsibility of each participant, or of their Government or organization, to ensure that adequate insurance coverage is in place prior to travel to Italy. Finally, the Secretariat would like to recognize and sincerely appreciate the importance of balanced participation of observers in the above-mentioned meetings, which contributes to and enriches the work and outcomes of the meetings.
