The World Health Organization (WHO) presents its compliments to Member States and has the honour to inform them that it is convening the Fifth Fair Pricing Forum. The forum will be held virtually from 3 to 19 November 2026, with a total of 17 sessions of 1.5 hours each, to optimize participation across time zones.

In 2019, the World Health Assembly resolution WHA72.8 requested the Director-General, inter alia, to continue WHO’s efforts to biennially convene the Fair Pricing Forum with Member States and all relevant stakeholders to discuss the affordability and transparency of prices and costs relating to health products. This fifth edition of the Fair Pricing Forum is particularly significant as countries work to safeguard and enhance affordable access to essential medicines and health products amid rapidly evolving global pharmaceutical policy and trade environments. In this context, the Forum aims to achieve three goals:

(1) Strengthen Member States’ and stakeholders’ understanding of existing approaches and emerging policies to address challenges related to market transparency and the affordability of essential medicines and health products.

(2) Enable Member States and stakeholders to identify current and emerging health system challenges, and to propose measures to mitigate risks that could undermine access to affordable health products and progress toward Universal Health Coverage.

(3) Support the WHO Secretariat in preparing a meeting report that summarizes the Forum’s discussions and outcomes, and highlights priority topics for future exploration and policy consideration.

Member States are requested to nominate up to three representatives from the Ministry of Health or other relevant national authorities, with the following backgrounds:

(a) policy-makers involved in the development and implementation of medicines and health product pricing policies;

(b) staff from authorities responsible for health technology assessment, price negotiation, procurement, or reimbursement, for medicines and health products.

世界卫生组织（世卫组织）向各会员国致意并荣幸地告知，世卫组织将组织召开第

五届公平定价论坛。为使各时区能充分参会，该论坛将于 2026 年 11 月 3 日至 19 日以虚

拟方式举行，共设 17 场会议，每场一个半小时。

2019 年，世界卫生大会 WHA72.8 号决议，除其他外，要求总干事“继续世卫组织的

努力，与会员国和所有相关利益攸关方每两年召开一次公平定价论坛，讨论与卫生产品

相关的价格和成本的可负担性和透明度”。本次第五届公平定价论坛尤其具有重要意

义，因为各国正努力在快速变化的全球医药政策和贸易环境中，保障并加强基本药物和

卫生产品的可负担性。在此背景下，本届论坛旨在实现三项目标：

(1) 加深会员国和利益攸关方对现有方法和新兴政策的理解，以应对与市场透明度

和基本药物及卫生产品可负担性相关的挑战。

(2) 使会员国和利益攸关方能够识别当前和新出现的卫生系统挑战，并提出措施，

以减轻可能损害可负担卫生产品的获取及全民健康覆盖进展的风险。

(3) 支持世卫组织秘书处编写会议报告，总结论坛的讨论情况和成果，并突出可供

未来探讨和政策考虑的优先议题。

请会员国从卫生部或其他相关国家主管部门提名最多三名代表，其背景要求如下：

équitable. Le Forum se tiendra par visioconférence du 3 au 19 novembre 2026, avec un total de

essentiels.

2) Permettre aux États Membres et aux parties prenantes de repérer les défis actuels et

émergents du système de santé, et de proposer des mesures pour atténuer les risques

susceptibles de compromettre l’accès à des produits de santé abordables et les progrès vers

la couverture sanitaire universelle.

3) Aider le Secrétariat de l’OMS à élaborer un rapport de réunion qui résume les

discussions et résultats du Forum, et met en lumière les sujets prioritaires en vue d’une

analyse plus approfondie et de considérations de politique.

Les États Membres sont invités à désigner jusqu’à trois responsables du ministère de la

santé ou d’autres autorités nationales compétentes, ayant le profil ci-après :

a) les responsables politiques qui participent à l’élaboration et à la mise en œuvre des

politiques de tarification des médicaments et des produits de santé ;

b) les personnels des autorités chargées de l’évaluation des technologies de santé, de la

négociation des prix, des achats ou du remboursement des médicaments et des produits de

santé.

Всемирная организация здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и имеет честь проинформировать их о созыве пятого Форума по вопросам справедливого ценообразования. Мероприятие будет проведено 3–19 ноября 2026 г. в виртуальном формате и для оптимального учета разницы между часовыми поясами участников будет состоять в общей сложности из 17 заседаний продолжительностью полтора часа каждое.

В 2019 г. Всемирная ассамблея здравоохранения приняла резолюцию (WHA72.8), в которой она поручила Генеральному директору, помимо прочего, продолжать совместно с государствами-членами и всеми соответствующими заинтересованными сторонами деятельность ВОЗ по созыву каждые два года Форума по вопросам справедливого ценообразования для обсуждения вопросов ценовой доступности, прозрачности цен и издержек, связанных с изделиями медицинского назначения. Предстоящий пятый Форум по вопросам справедливого ценообразования имеет особенно важное значение на фоне быстро меняющихся подходов к фармацевтической политике и торговле, когда страны стремятся сохранить и повысить ценовую доступность основных лекарственных средств и другой медицинской продукции. В этой связи перед Форумом поставлены три задачи:

(1) углубить понимание государствами-членами и заинтересованными сторонами существующих подходов и формирующихся направлений политики, направленных на решение актуальных проблем, ограничивающих транспарентность рынка основных лекарственных средств и медицинской продукции и их ценовую доступность;

(2) помочь государствам-членам и заинтересованным сторонам определить существующие и новые проблемы в работе систем здравоохранения и предложить меры по уменьшению рисков, которые могут препятствовать обеспечению доступа к приемлемой по стоимости медицинской продукции, а также достижению всеобщего охвата услугами здравоохранения;

(3) содействовать Секретариату ВОЗ в подготовке доклада о работе совещания, в котором будут обобщены ход и результаты обсуждений на Форуме и освещены приоритетные темы, требующие дальнейшего изучения и рассмотрения при разработке политики.

Государствам-членам предлагается назначить для участия в Форуме не более трех представителей министерства здравоохранения или других соответствующих государственных органов из числа:

(a) лиц, отвечающих за принятие решений в ходе разработки и реализации национальной политики в сфере ценообразования на лекарственные препараты и изделия медицинского назначения;

(b) сотрудников государственных органов, отвечающих за оценку медицинских технологий, согласование цен на лекарственные средства и изделия медицинского назначения, их закупку или возмещение расходов на их приобретение.

La Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Miembros y tiene el honor de comunicarles que organizará el quinto Foro por un Precio Justo. Esta edición se celebrará en modalidad virtual del 3 al 19 de noviembre de 2026y constará de 17 sesiones de hora y media cada una, distribuidas de manera que se facilite la participación desde distintos husos horarios.

En 2019, la Asamblea Mundial de la Salud adoptó la resolución WHA72.8, en la que se pidió al Director General que, entre otras cosas, prosiguiera los esfuerzos de la OMS para celebrar, con periodicidad bienal, el Foro por un Precio Justo junto con los Estados Miembros y todas las partes interesadas pertinentes a fin de debatir sobre la asequibilidad de los productos sanitarios y la transparencia de los precios y los costos relacionados con ellos. Esta quinta edición del Foro reviste especial importancia en un momento en que los países tratan de proteger y ampliar el acceso asequible a los medicamentos esenciales y los productos de salud, en un panorama mundial de políticas farmacéuticas y comerciales en rápida evolución. En este contexto, el Foro tiene tres objetivos:

1) ayudar a los Estados Miembros y a las partes interesadas a comprender mejor los enfoques existentes y las nuevas políticas para afrontar los problemas relacionados con la transparencia del mercado y la asequibilidad de los medicamentos esenciales y los productos de salud;

2) facilitar que los Estados Miembros y las partes interesadas detecten los problemas actuales y nuevos de los sistemas de salud, y que propongan medidas para reducir los riesgos que puedan menoscabar el acceso a productos de salud asequibles y los avances hacia la cobertura universal de salud; y

3) prestar apoyo a la Secretaría de la OMS para preparar un informe de la reunión que resuma los debates y resultados del Foro y señale los temas prioritarios que convendría seguir estudiando y tener en cuenta en la formulación de políticas.

Se pide a los Estados Miembros que designen a un máximo de tres representantes de sus respectivos ministerios de salud o de otras autoridades nacionales, los cuales han de tener los siguientes perfiles:
