Subject: HT.100453 – Evaluation of the Broadcasting Communication
Dear Sir/Madam,
I would like to thank you for the information provided to our request for information dated
24 October 2025 in the above case. The Commission is carefully assessing the information
received.
In the present letter we invite your Authorities to provide additional information about the
costs and benefits related to application and implementation of the Broadcasting
Communication. This information would allow us to understand better the specificities of
your country and the experience your Authorities had in the application of the Broadcasting
Communication.
1. Based on your experience, to what extent has the Broadcasting Communication
helped to reduce the administrative burden for your Authorities? Please
illustrate your answer with examples (e.g. guidance provided by the
Communication increased legal certainty and this in turn reduced the need for
notifications / consultations with the Commission; in case of diversification of the
public service broadcasting activities, Member States carry out the ex ante test,
without the need to systematically consult the Commission on the changes; etc.).
2. In your Authorities’ experience, did the Broadcasting Communication increase
administrative burden? Please provide examples of such increased burden, if
applicable. You are invited to clearly indicate what these increased administrative
burdens consist of. Please explain also if these burdens stem from the
requirements of the Broadcasting Communication or if they are related to national
specificities.

3. Please quantify the costs related to the application of the Broadcasting
Communication (where no quantification is possible, please provide ranges or
explain the reasons why no quantification is possible or provide qualitative data):
3.1 Direct costs (e.g. administrative costs)
3.2 Enforcement costs (e.g. cost related to the implementation, such as monitoring,
litigation costs)
3.3 Indirect costs (e.g. indirect compliance costs)
3.4 Other costs (please specify in your answer the type of such other costs)

was a recurring cost.
