We are pleased to extend you a letter of invitation to nominate a representative or expert from your country for participation in the HUDERIA Academy for Health. This event is organised by the Council of Europe, in co-operation with the OECD and with the support of the Alan Turing Institute.
The letter provides comprehensive information on the event’s objectives, nomination criteria, practical arrangements, and details regarding reimbursement for travel and subsistence expenses. The Academy will be held at the Council of Europe Office in Paris, commencing in the afternoon of 21 September 2026 and concluding in the morning of 23 September 2026.
We kindly ask that nominations be submitted no later than 15 July 2026.

The Council of Europe is organising the HUDERIA Academy for Health, in co-operation with
the Organisation for Economic Co-operation and Development, and with the support of the
Alan Turing Institute.
The event will take place on 21 (afternoon) - 23 (morning) September 2026, at the Council of
Europe’s Office in Paris (55, avenue Kléber, 75116).
The event will explore the development, deployment and oversight of AI in healthcare, notably
the risks and impact of a chronic disease management AI chatbot on human rights,
democracy and the rule of law.
We have the pleasure of inviting one representative or expert from your country to
participate in the event. You are kindly asked to consider the criteria for selection in
Appendix I of this letter. The names and contact details of the nominated
representatives/experts should be sent to the Secretariat (below) by 15 July 2026.
Participants’ travel and subsistence expenses will be borne by the Council of Europe on the
terms specified in the enclosed Rules. Please note that the rate of daily allowance has been
set at € 199 for 2026. The organisers will provide the participants with prepaid tickets.
The claim form and supporting documents for the subsistence allowance reimbursement must
be returned by e-mail as soon as possible, ideally before the meeting, and at the latest within
30 days after the end of the meeting. Reimbursement will be made by bank transfer after the
meeting.
An insurance policy taken out by the Council of Europe with the insurers AIG EUROPE (Policy
number 9.502.001) covers risks related to official journeys such as medical expenses for
illness, accident and medical repatriation for persons up to their 80th birthday. The following

Before your departure we advise you to check the French Ministry of Foreign Affairs website
for any update concerning travel restrictions. We also recommend that you take note of the
practical arrangements and safety instructions in force on the Council of Europe premises.
You are responsible for obtaining any visas necessary for your journey and may use this
invitation letter to do so. Visa applications should be submitted to consular offices at least one
month before the above-mentioned event. If you require visa support from Council of
Europe Protocol, please notify the Department immediately and in any case no later
than 30 July 2026.
Visa expenses will be reimbursed upon the presentation of a supporting document as proof
of payment such as the receipt or by preference at the moment its digital version, and a copy
of the passport page showing the visa in it.

APPENDIX I
CRITERIA FOR SELECTION OF PARTICIPANTS
In selecting participants, we kindly ask you to consider the following criteria:
- An individual who has direct professional experience in fields such as health data or
AI regulatory authorities, digital health or AI governance within relevant ministries,
health technology assessment, or medical device regulation as it relates to artificial
intelligence. Importantly, the primary consideration is the individual’s proximity
to actual regulatory or oversight decisions regarding health AI systems, rather
than seniority or protocol status.

- An individual with direct, hands-on involvement in patient-facing healthcare, ideally in
settings using AI-assisted clinical decision support, chronic disease management,
patient navigation, or patient rights advocacy. This includes professionals in primary
or secondary clinical practice, nursing, community health, or those representing
groups disproportionately affected by chronic conditions. The essential qualifier is
direct engagement with patients or patient interests as it relates to the
application of AI within a healthcare or advocacy context.
We trust that these criteria will help ensure the presence of participants best placed to
contribute effectively to the objectives of the Academy event.
