Subject: Invitation to the second cycle of ECDC's assessment of prevention preparedness and response planning (PHEPA) under Article 8 of the Regulation (EU) 2022/2371 of the European Parliament and of the Council of 23 November 2022 on serious cross-border threats to health.

With thi s letter, we would like to in vite you to the second Publi c Health Emergency Preparedness Assessment (PHE PA) in Estonia, fo ll owing Att ic le 8 of the Regulati on (EU) 2022/23 7 l of the European Parli ament and of the Counc il of 23 November 2022 on seri ous cross-border threats to health I and the Commission Delegated Regulati on (EU) 2024/ 1232 as regards assessments of the state of implementation of nationa l prevention, preparedness and response plans and the ir relati on with the Union preventi on, preparedness and response plan2
.
Accordin g to Regulation (EU) 2022/23 71 , the ECDC sha ll assess the status of preventi on, preparedness and response planning of EU/EEA countries every 3 years in cooperation w ith re levant Uni on agenc ies and bodi es. The ECDC will conduct the second cyc le of PHEPAs fo llowing a standard procedure fo r these assessments between 2027 and 2029 in a ll 30 EU/EEA co untries. The procedure has been adapted from the one used in the first PHEPA cyc le and places emphas is on the advances made by each country when implementing the action plan deve loped based on the findings from the first cyc le as well as capac iti es not assessed in depth in the fir st cycle.
The assessment team will use Engli sh as a working language. In case translati on is necessary, the most appropriate so lution will be sought together with your country to ensure good communication during the assessment. All the 16 capacities, as defined by the Regulati ons, will be assessed during thi s process.

The assessment will consist of a fo ur-phase approach:
Phase l : a desk rev iew (inc luding the acti on plan deve loped fo llowing the prev ious PHEPA), Phase 2 : a country visit ( 4 days), Phase 3: preparation of the assessment report with recommendati ons, and Phase 4: if applicable, th e deve lopment or update of an action plan by the assessed country. If yo ur country dec ides not to fo llow a recommendati on, it will be requested to prov ide the reasons, in accordance with Regulation 2022/23 71.
Additional deta il s concerning the planning process and key e lements of the assessment will be provided in subsequent meetings organi sed by ECDC in coordinati on with your team. Meanwhile, we would like to emphasise that comprehensive representation from various re levant stakeholders during the assessment miss ion, inc luding di ffe rent sectors, regions and other admini strative levels within the country is necessary to ensure effi c ient and meaningful di scussions.
For the purpose of initiating the planning process, within three weeks of the receipt of thi s letter, we kindly ask you to write to [email protected] with [email protected] in copy to:
l ) Confinn the date of th e assessment country visit is 07 to 10 September 2027.
2) Appoint a country focal point (one or multipl e contact persons) to coordinate the assessment process fo r yo ur country.
