inform you that the European Valued Partnership Program, organized by the
International Cooperation and Developrnent Fund (TaiwanICDF), will take place from
30 August to 8 September 2026. 1 cordially invite your esteemed ministry to nominate
a qualified official to participate in this prestigious initiative.
The program features high-level policy dialogues with senior officials of the Taiwan
government, as well as exclusive site visits to the Hsinchu Science Park and world
leading semiconductor industry clusters. Participants will gain first-hand insight into
advanced semiconductor manufacturing, cutting-edge research and development, and
giobal supply chain integration. In addition, the program provides an invaluable
platform to exchange perspectives on evolving global semiconductor trends and explore
strategic opportunities for future technological cooperation and industrial partnerships.
TaiwanICDF will fully cover the costs of the selected participant, including round-trip
econorny-class airfare, accornrnodation, and meals throughout the program. Please find
the enclosed program introduction for your kind reference.

technoLogicaL autonomy, this program invites European government
officia[s to Taiwan to exchange policy perspectives and exp[ore potentiat
niches and cooperation opportunities within the gLoba[ semiconductor
suppty chain, whi[e strengthening technotogica( security, industria(
resiUence, and Taiwan-Europe strategic partnerships.

Content O PoIicy Dialogue: Engage in discussions with Taiwanese government
bodies (such as the Legislative Yuan, Ministry of Economic Affairs,
and Ministry of Education) to exchange views on semiconductor
deveLopment po[icies, suppty chain resi[ience strategies, and tatent
cu[tivation.
O Semiconductor Manufacturing and Supply Chain Visits: Conduct
on-site visits to the Hsinchu Science Park and semiconductor industry
clusters to observe chip manufacturing, R&D innovation, and suppEy
chain integration.
O TaLent and Innovation: Visit institutions such as the Taiwan
Semiconductor Research Center, TSMC Training Center, Wistron
Zhubei Al Smart Park, and technicat and vocationa[ education ta[ent
training bases to exchange experiences on technicaL workforce
development and R&D innovation, strengthening techno[ogica[
autonomy and industria[ competitiveness.
O Cooperation Exploration: Exchange perspectives on the gLobat
semiconductor supp[y chain and exp[ore opportunities for future
