The Director-General of the World Health Organization (WHO) presents his compliments to States Parties to the International Health Regulations (2005) (“IHR”) and has the honour to refer to the amendments to the IHR adopted by the Seventy-seventh World Health Assembly through resolution WHA77.17 (2024), which requested the Director-General to facilitate the convening of the first meeting of the States Parties Committee for the Implementation of the International Health Regulations (2005), in accordance with Article 54 bis of the amended IHR, no later than one year after entry into force of the amended IHR. Further to that resolution, the first meeting of the States Parties Committee for the Implementation of the International Health Regulations (2005) will be held in hybrid format from Monday 31 August to Wednesday 2 September 2026, from 12:00 to 14:30 (CEST) on each day.
Registration for participation can be initiated as of 28 July 2026 by going to the following link: https://events.who.int/IHR1 and should be completed by 24 August 2026. A credential will be required during registration in CVENT. It will not be possible to register after the deadline.
States Parties are strongly encouraged to ensure that their National IHR Authorities, responsible for the coordination of the implementation of the IHR in the jurisdiction of their respective State Party pursuant to Article 4 of the IHR, are included in their delegation. With reference to Circular Letter C.L.34.2025 (14 November 2025), the Director-General takes this opportunity to reiterate the invitation to States Parties, who have not yet done so, to establish or designate their National IHR Authority and to communicate its contact details by emailing the WHO Secretariat at [email protected]. In addition to National IHR Authorities, States Parties are encouraged to include in their delegation a representative of the National IHR Focal Point, responsible for event-related communication pursuant to Article 4 of the IHR.

生条例》”）缔约国致意，并谨提及第七十七届世界卫生大会在WHA77.17号决议（2024
年）中通过的《国际卫生条例》修正案。该决议要求总干事根据经修正的《国际卫生条
例》第五十四条之二，在经修正的《国际卫生条例》生效后一年内，促进召集实施《国
际卫生条例（2005）》缔约国委员会第一次会议。为落实该项决议，将于2026年8月31日
（星期一）至9月2日（星期三）以混合形式举行实施《国际卫生条例（2005）》缔约国
委员会第一次会议，会议时间为每日12:00至14:30（中欧夏季时）。

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments
aux États Parties au Règlement sanitaire international (2005) (« RSI ») et a l’honneur de se référer
aux amendements au RSI adoptés par la Soixante-Dix-Septième Assemblée mondiale de la Santé
dans la résolution WHA77.17 (2024), dans laquelle le Directeur général était prié de faciliter la
convocation, conformément à l’article 54 bis du Règlement sanitaire international (2005) amendé, de
la première réunion du Comité des États Parties pour l’application du Règlement sanitaire
international (2005), au plus tard une année après l’entrée en vigueur du RSI (2005) amendé.
Conformément à cette résolution, la première réunion du Comité des États Parties pour l’application
du Règlement sanitaire international (2005) aura lieu selon des modalités hybrides du lundi
31 août au mercredi 2 septembre 2026, de 12 h à 14 h 30 (HNEC) chaque jour.
Il sera possible de s’inscrire pour participer du 28 juillet au 24 août 2026, à l’adresse
https://events.who.int/IHR1. Un justificatif sera demandé lors de l’inscription sur CVENT.
L’inscription ne sera pas possible après la date limite.
Les États Parties sont vivement encouragés à veiller à ce que leurs autorités nationales
compétentes en matière de RSI, responsables de la coordination de la mise en œuvre du RSI dans la
juridiction de leur État Partie respectif en vertu de l’article 4 du RSI, fassent partie de leur délégation.
En référence à la Lettre circulaire C.L.34.2025 (14 novembre 2025), le Directeur général saisit cette
occasion pour réitérer son invitation aux États Parties, qui ne l’ont pas encore fait, à établir ou
désigner une autorité nationale compétente en matière de RSI et à communiquer ses coordonnées en

(«ММСП») и имеет честь сослаться на поправки к ММСП, принятые семьдесят седьмой сессией Всемирной ассамблеи здравоохранения в резолюции WHA77.17 (2024 г.), в которой она в соответствии со статьей 54 bis ММСП с внесенными поправками поручила Генеральному директору содействовать созыву не позднее одного года с даты вступления в силу ММСП с внесенными поправками первого совещания Комитета государств-участников по вопросам осуществления Международных медико-санитарных правил (2005 г.). Во исполнение данной резолюции первое совещание Комитета государств-участников по вопросам осуществления Международных медико-санитарных правил (2005 г.) будет проведено в гибридном формате с понедельника, 31 августа, по среду, 2 сентября 2026 г., ежедневно с 12:00 до 14:30 (по центральноевропейскому летнему времени).
Зарегистрироваться для участия в совещании можно начиная с 28 июля 2026 г. и не позднее 24 августа 2026 г. по адресу https://events.who.int/IHR1. При регистрации в системе CVENT необходимо представить документ с подтверждением полномочий. По истечении указанного конечного срока регистрация будет невозможна.
Государствам-участникам настоятельно рекомендуется включить в состав своих делегаций представителей национальных органов по ММСП, отвечающих в соответствии со статьей 4 ММСП за координацию осуществления ММСП в пределах юрисдикции соответствующего государства-участника. Генеральный директор, ссылаясь на циркулярное письмо C.L.34.2025 (от 14 ноября 2025 г.), пользуется настоящей возможностью, чтобы вновь предложить государствам-участникам, которые еще этого не сделали, создать или назначить национальный орган по ММСП и направить его контактную информацию в Секретариат ВОЗ по адресу электронной почты [email protected]. Помимо национальных органов по ММСП государствам- участникам рекомендуется включить в состав своих делегаций представителя Национального контактного центра по ММСП, отвечающего в соответствии со статьей 4 ММСП за обмен информацией о событиях.
