The World Health Organization (WHO) presents its compliments to Member States and
Associate Members and has the pleasure of announcing that the 49th Expert Committee on Drug
Dependence (ECDD) will meet from 19 to 22 October 2026 in Geneva, Switzerland. Given that
WHO Expert Committee meetings are of a closed nature, this letter serves to notify Member
... States of the Agenda of the 49th ECDD, which is in the Annex I file, attached for reference.
WHO is mandated by the 1961 and 1971 International Drug Control Conventions to make
recommendations to the UN Secretary-General on the need for and level of international control
of psychoactive substances based on the advice of its independent scientific advisory body, the
ECDD. To assess whether or not a psychoactive substance should be placed under international
control, the ECDD convenes annually to review the potential of that substance to cause
dependence, abuse and harm to health, as well as any therapeutic applications. In order to
perform this review and make evidence-based decisions, the ECDD conducts medical, scientific,
and public health evaluations of the selected psychoactive substances using the best available
information.
Although the meetings are of a closed nature, Member States and Associate Members are
invited to contribute to the ECDD review process by joining the 49th ECDD Information Session
on 19 October 2026. The Information Session will be held virtually and allow interested parties
to learn about present and future activities of the ECDD Secretariat, and to present information
concerning substances under review to the 49th Expert Committee for consideration in its
deliberations. Registration information will be made available on the ECDD website in due
course: Expert Committee on Drug Dependence.
As in the past and in line with the publication “Guidance on the WHO review of
psychoactive substances for international control” (EB126/2010/REC1, Annex 6),1 Member
States and Associate Members can also contribute to the ECDD review process by providing up
to date and accurate information concerning the substances under review in advance of the
meeting. For this purpose, and as per previous practice, a questionnaire will be sent to Member
States and Associate Members to gather country information on the legitimate use, harmful use,
status of national control and potential impact of international control for each substance under
evaluation.

... Annex II to this Circular Letter contains a list of national focal points officially designated
by Member States and Associate Members in previous years who provide country information to
the ECDD through the Member States questionnaire referred to above. If the focal point
information requires changes or amendments, Member States and Associate Members are invited
to inform the WHO ECDD Secretariat by email to [email protected] by 31 July 2026
with the subject “49ECDD Focal Point: (Country Name)”.
If the individual on the list is still the official focal point for completing the ECDD
Member State questionnaire this year and if no additions or amendments to focal point details are
made by 31 July 2026, the focal point from the list will be given further instructions and direct
access to online questionnaires by the WHO Secretariat. Results of the questionnaires will be
prepared as a report as part of the 49th ECDD substance review process.
In addition to the questionnaire, Member States and Associate Members are also
encouraged to provide any additional relevant information (unpublished or published) on
substances to be reviewed by the 49th ECDD by emailing [email protected] with the
subject “Ref: C.L.31.2026”.
All recommendations made by the 48th ECDD, held in October 2025, were accepted by
the 69th UN Commission on Narcotic Drugs and all technical reports and recommendations
made by the ECDD will be available online through the recently launched ECDD Information
Repository (https://ecddrepository.org/en).
The World Health Organization takes this opportunity to renew to Member States and
Associate Members the assurance of its highest consideration.

世界卫生组织（世卫组织）谨向各会员国和准会员致意，并宣布药物依赖问题专家
委员会第四十九次会议将于 2026 年 10 月 19 日至 22 日在瑞士日内瓦举行。鉴于世卫组织
专家委员会会议属于非公开会议，本函旨在向会员国通报这次会议的议程（载于附件
一，供参考）。
1961 年和 1971 年《国际药物管制公约》授权世卫组织根据其独立科学咨询机构，即
药物依赖问题专家委员会的建议，就精神活性物质国际管制的必要性和程度向联合国秘
书长提出建议。为评估某种精神活性物质是否应受国际管制，药物依赖问题专家委员会
每年召开会议，审查有关物质导致依赖、滥用和健康危害的可能性，以及任何治疗用
途。为了进行审查并做出循证决策，药物依赖问题专家委员会利用现有最佳信息对选定
的精神活性物质进行医学、科学和公共卫生评估。
虽然这些会议属于非公开性质，但仍邀请会员国和准会员参加 2026 年 10 月 19 日举
行的药物依赖问题专家委员会第四十九次会议的信息通报会议，为药物依赖问题专家委
员会的审查进程做出贡献。此次信息通报会议将以虚拟方式举行，旨在让有关各方了解
药物依赖问题专家委员会秘书处当前和未来的活动，并向专家委员会第四十九次会议提
交受审查物质的相关信息，供其审议。注册信息将适时公布在药物依赖问题专家委员会
网站上：药物依赖问题专家委员会。
同过去一样，并根据《世卫组织审查受国际管制的精神活性物质指导方针》（EB126 /2010/REC1，附件 6）1这一出版物的要求，各会员国和准会员也可以通过在会议之前提
供有关受审查物质的最新准确信息，为药物依赖问题专家委员会的审查进程做出贡献。
为此，并按照以往惯例，将向会员国和准会员发送一份调查问卷，收集各国有关每种被
评价物质的合法使用、有害使用、国家管制状况和国际管制的可能影响的信息。

要修改或修正，请会员国和准会员在 2026 年 7 月 31 日之前通过电子邮件（ecddsecretariat @who.int ）告知世卫组织药物依赖问题专家委员会秘书处，并在邮件主题栏注明“49ECD D Focal Point: (Country Name)”。
如果名单上的人员仍然是今年填写药物依赖问题专家委员会会员国调查问卷的正式
联络人，且在 2026 年 7 月 31 日之前没有收到对联络人详情进行补充或修正的意见，世卫
组织秘书处将向清单中的联络人发送更多指导，并直接向其提供在线问卷。这次问卷结
果将作为药物依赖问题专家委员会第四十九次会议物质审查进程的一部分编制成报告。
除调查问卷外，还鼓励各会员国和准会员向 [email protected] 发送主题为“Ref: C.L.31.26”的电子邮件，提供与药物依赖问题专家委员会第四十九次会议将审查的物质有
关的任何其他补充信息（未公布或已公布）。
2025年 10月举行的药物依赖问题专家委员会第四十八次会议所提全部建议均已被联合
国麻醉药品委员会第六十九届会议接受，药物依赖问题专家委员会编写的所有技术报告和
提出的所有建议将可通过最近启动的药物依赖问题专家委员会信息库(https://ecddrepository. org/en)在线查阅。
世界卫生组织借此机会重申对各会员国和准会员的最崇高敬意。

The World Health Organization (WHO) presents its compliments to Member States and
Associate Members and has the pleasure of announcing that the 49th Expert Committee on Drug
Dependence (ECDD) will meet from 19 to 22 October 2026 in Geneva, Switzerland. Given that
WHO Expert Committee meetings are of a closed nature, this letter serves to notify Member
... States of the Agenda of the 49th ECDD, which is in the Annex I file, attached for reference.
WHO is mandated by the 1961 and 1971 International Drug Control Conventions to make
recommendations to the UN Secretary-General on the need for and level of international control
of psychoactive substances based on the advice of its independent scientific advisory body, the
ECDD. To assess whether or not a psychoactive substance should be placed under international
control, the ECDD convenes annually to review the potential of that substance to cause
dependence, abuse and harm to health, as well as any therapeutic applications. In order to
perform this review and make evidence-based decisions, the ECDD conducts medical, scientific,
and public health evaluations of the selected psychoactive substances using the best available
information.
Although the meetings are of a closed nature, Member States and Associate Members are
invited to contribute to the ECDD review process by joining the 49th ECDD Information Session
on 19 October 2026. The Information Session will be held virtually and allow interested parties
to learn about present and future activities of the ECDD Secretariat, and to present information
concerning substances under review to the 49th Expert Committee for consideration in its
deliberations. Registration information will be made available on the ECDD website in due
course: Expert Committee on Drug Dependence.
As in the past and in line with the publication “Guidance on the WHO review of
psychoactive substances for international control” (EB126/2010/REC1, Annex 6),1 Member
States and Associate Members can also contribute to the ECDD review process by providing up
to date and accurate information concerning the substances under review in advance of the
meeting. For this purpose, and as per previous practice, a questionnaire will be sent to Member
States and Associate Members to gather country information on the legitimate use, harmful use,
status of national control and potential impact of international control for each substance under
evaluation.

... Annex II to this Circular Letter contains a list of national focal points officially designated
by Member States and Associate Members in previous years who provide country information to
the ECDD through the Member States questionnaire referred to above. If the focal point
information requires changes or amendments, Member States and Associate Members are invited
to inform the WHO ECDD Secretariat by email to [email protected] by 31 July 2026
with the subject “49ECDD Focal Point: (Country Name)”.
If the individual on the list is still the official focal point for completing the ECDD
Member State questionnaire this year and if no additions or amendments to focal point details are
made by 31 July 2026, the focal point from the list will be given further instructions and direct
access to online questionnaires by the WHO Secretariat. Results of the questionnaires will be
prepared as a report as part of the 49th ECDD substance review process.
In addition to the questionnaire, Member States and Associate Members are also
encouraged to provide any additional relevant information (unpublished or published) on
substances to be reviewed by the 49th ECDD by emailing [email protected] with the
subject “Ref: C.L.31.2026”.
All recommendations made by the 48th ECDD, held in October 2025, were accepted by
the 69th UN Commission on Narcotic Drugs and all technical reports and recommendations
made by the ECDD will be available online through the recently launched ECDD Information
Repository (https://ecddrepository.org/en).
The World Health Organization takes this opportunity to renew to Member States and
Associate Members the assurance of its highest consideration.

L’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres
et aux Membres associés et a le plaisir d’annoncer que la quarante-neuvième réunion du Comité
d’experts de la pharmacodépendance (ECDD) se tiendra du 19 au 22 octobre 2026 à Genève
(Suisse). Étant donné que les réunions du Comité d’experts se tiennent à huis clos, la présente
lettre circulaire vise à informer les États Membres de l’ordre du jour de la quarante-neuvième
… réunion du Comité d’experts des substances psychoactives, qui figure à l’annexe I ci-jointe.
L’OMS est mandatée par les conventions internationales relatives au contrôle des drogues
de 1961 et de 1971 pour formuler des recommandations à l’intention du Secrétaire général de
l’Organisation des Nations Unies sur la nécessité d’un contrôle international des substances
psychoactives et sur le niveau de celui-ci, suivant l’avis de son organe scientifique consultatif
indépendant, le Comité d’experts de la pharmacodépendance. Pour déterminer si une substance
psychoactive doit faire l’objet d’un contrôle international, le Comité d’experts de la pharmaco-
dépendance se réunit chaque année pour examiner, d’une part, la capacité d’une substance à
entraîner une dépendance et des dommages pour la santé publique et, d’autre part, ses applications
thérapeutiques. Afin de procéder à cet examen et de prendre des décisions fondées sur des bases
factuelles, le Comité d’experts évalue les substances psychoactives sélectionnées du point de vue
médical, scientifique et de la santé publique en se fondant sur les informations les plus fiables.
Bien que les réunions se tiennent à huis clos, les États Membres et les Membres associés,
sont invités à prendre part au processus d’examen en participant à une réunion d’information, qui
aura lieu le 19 octobre 2026. Cette réunion d’information, qui se tiendra en ligne, permettra aux
parties intéressées de connaître les activités actuelles et futures du secrétariat du Comité d’experts
et de présenter des informations sur les substances à étudier afin que le Comité d’experts les
examine à sa quarante-neuvième réunion. Les informations relatives aux inscriptions seront
disponibles en temps utile sur le site Web du Comité d’experts de la pharmacodépendance.
Les États Membres et les Membres associés peuvent aussi contribuer au processus d’examen
en fournissant des données actualisées et précises concernant les substances examinées par le
Comité d’experts avant la réunion, comme par le passé et conformément aux dispositions de la
publication « Directives pour l’examen par l’OMS des substances psychoactives aux fins d’un
contrôle international » (EB126/2010/REC/1, annexe 6).1 À cette fin, et conformément à la pratique
établie, un questionnaire sera envoyé aux États Membres et aux Membres associés pour réunir des
informations sur l’utilisation légitime, l’usage nocif, le contrôle exercé au niveau national et
l’impact que pourrait avoir le contrôle international pour chacune des substances à évaluer.

… L’annexe II de la présente lettre circulaire comporte une liste des points focaux nationaux
officiellement désignés par les États Membres et les Membres associés les années précédentes
pour fournir au Comité d’experts des informations propres à leur pays, à l’aide du questionnaire
susmentionné. Si les informations relatives aux points focaux doivent être modifiées ou
complétées, les États Membres et les Membres associés sont invités à en informer le secrétariat
du Comité d’experts par courriel à l’adresse [email protected] d’ici au 31 juillet 2026,
en indiquant en objet de leur message : « Point focal 49ECDD : (nom du pays) ».
Si la/les personne(s) figurant sur la liste est/sont toujours le(s) point(s) focal/aux chargé(s)
de compléter le questionnaire transmis aux États Membres par le Comité d’experts cette année et
si aucun ajout ni modification n’est apporté aux coordonnées des points focaux figurant sur la
liste d’ici au 31 juillet 2026, ceux-ci recevront d’autres instructions du Secrétariat de l’OMS et
pourront accéder directement aux questionnaires en ligne. Les réponses aux questionnaires
complétés seront synthétisées dans un rapport dans le cadre du processus d’examen des
substances psychoactives par le Comité d’experts à sa quarante-neuvième réunion.
Outre le questionnaire, les États Membres et les Membres associés sont également invités
à envoyer toute information supplémentaire utile (publiée ou non) dont ils disposent concernant
les substances qui seront examinées à la quarante-neuvième réunion du Comité d’experts à
l’adresse [email protected], en indiquant en objet de leur message : « Réf. : C.L.31.2026 ».
Toutes les recommandations formulées par le Comité d’experts de la pharmacodépendance
(ECDD) à sa quarante-huitième réunion, qui s’est tenue en octobre 2025, ont été acceptées par la
Commission des stupéfiants des Nations Unies à sa soixante-neuvième session et l’ensemble des
rapports techniques et recommandations du Comité d’experts sont disponibles dans son

Всемирная организация здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и ассоциированным членам и имеет честь сообщить, что 19–22 октября 2026 г. в Женеве, Швейцария, состоится 49-е совещание Комитета экспертов по лекарственной зависимости (КЭЛЗ). Поскольку совещания комитетов экспертов ВОЗ носят закрытый характер, настоящее письмо служит уведомлением государств-членов о повестке дня 49-го совещания КЭЛЗ,
… которая для справки приводится в файле приложения I к настоящему письму.
В соответствии с конвенциями о международном контроле над наркотиками 1961 г. и 1971 г. ВОЗ поручено на основе заключений ее независимого научно-консультативного органа – КЭЛЗ – представлять Генеральному секретарю ООН рекомендации в отношении необходимости и уровня международного контроля над психоактивными веществами. Для оценки целесообразности введения международного контроля над теми или иными психоактивными веществами КЭЛЗ проводит ежегодные совещания для рассмотрения способности таких веществ вызывать зависимость, провоцировать злоупотребление и причинять вред здоровью, а также способов их применения в терапевтических целях. В целях проведения такого анализа и принятия научно обоснованных решений КЭЛЗ проводит оценку отобранных психоактивных веществ с точки зрения медицины, науки и принципов общественного здравоохранения, используя наиболее точную имеющуюся информацию.
Хотя совещания КЭЛЗ носят закрытый характер, государствам-членам и ассоциированным членам предлагается внести свой вклад в аналитическую работу КЭЛЗ, приняв участие в информационном заседании 49-го совещания КЭЛЗ, которое состоится 19 октября 2026 г. В ходе информационного заседания, которое пройдет в виртуальном формате, заинтересованные стороны смогут узнать о прошлой и текущей деятельности Секретариата КЭЛЗ и представить на рассмотрение Комитета информацию о веществах, которые будут объектом анализа на его 49-м совещании. Информация о регистрации участников будет в установленном порядке размещена на веб-сайте Комитета экспертов по лекарственной зависимости.

В соответствии со сложившейся практикой и положениями Руководства по выполнению ВОЗ оценки психоактивных веществ на предмет введения международного контроля (EB126/2010/REC1, приложение 6)1 государства-члены и ассоциированные члены могут также внести вклад в аналитическую работу КЭЛЗ, заблаговременно предоставив совещанию актуальную и точную информацию о рассматриваемых веществах. С этой целью государствам-членам и ассоциированным членам будет, как и раньше, направлена анкета для сбора информации о правомерном использовании, вредном использовании, статусе национального контроля и возможных последствиях введения международного контроля в отношении каждого из рассматриваемых веществ.

В приложении II к настоящему циркулярному письму содержится список национальных координаторов, которые были официально назначены государствами-членами и ассоциированными членами в предыдущие годы и предоставляют КЭЛЗ информацию от своих стран путем заполнения вышеуказанной анкеты для государств-членов и ассоциированных членов. В случае необходимости внесения изменений или дополнений в информацию о координаторах государствам-членам предлагается не позднее 31 июля 2026 г. сообщить об этом в секретариат КЭЛЗ при ВОЗ по электронной почте на адрес [email protected], указав в теме сообщения “49ECDD Focal Point: (название страны на английском языке)”.
Если указанное в списке лицо остается официальным координатором государства-члена по заполнению анкеты КЭЛЗ в этом году и если до 31 июля 2026 г. в его контактную информацию не будет внесено никаких изменений или дополнений, Секретариат ВОЗ направит указанному в списке координатору дополнительные инструкции и предоставит непосредственный доступ к анкете в режиме онлайн. По итогам обработки анкет будет подготовлен доклад, который будет учитываться 49-м совещанием КЭЛЗ при рассмотрении соответствующих веществ.
Помимо анкеты государствам-членам и ассоциированным членам предлагается также направить любую значимую дополнительную информацию (опубликованную или неопубликованную) по рассматриваемым на 49-м совещании КЭЛЗ веществам на адрес электронной почты [email protected], указав в теме сообщения “Ref: C.L.31.2026”.
Комиссия ООН по наркотическим веществам на своем 69-м заседании приняла все рекомендации, вынесенные по итогам 48-го совещания КЭЛЗ, состоявшегося в октябре 2025 г., а все технические доклады и рекомендации КЭЛЗ будут размещены онлайн на веб-сайте нового Центра документации КЭЛЗ (https://ecddrepository.org/en).

La Organización Mundial de la Salud (OMS) presenta sus respetos a los Estados Miembros y los Miembros Asociados y se complace en anunciar que el Comité de Expertos en Farmacodependencia (en adelante, «el Comité de Expertos») celebrará su 49.ª reunión del 19 al 22 de octubre de 2026 en Ginebra (Suiza). Dado que las reuniones del Comité de Expertos de la OMS son a puerta cerrada, la presente carta sirve para notificar a los Estados
… Miembros el orden del día de su 49.ª reunión, que figura en el anexo I, adjunto a título de referencia.
En virtud de los tratados de fiscalización internacional de drogas de 1961 y 1971, la OMS tiene el mandato de formular recomendaciones al Secretario General de las Naciones Unidas sobre la necesidad y el nivel de fiscalización internacional de las sustancias psicoactivas, basándose en las orientaciones de su órgano de asesoramiento científico independiente, el Comité de Expertos en Farmacodependencia. Para evaluar si una determinada sustancia psicoactiva debe someterse a fiscalización internacional, el Comité de Expertos se reúne anualmente con el fin de examinar el potencial de dicha sustancia para causar dependencia, abuso y efectos nocivos para la salud, así como sus posibles aplicaciones terapéuticas. A fin de realizar este examen y tomar decisiones basadas en la evidencia, el Comité de Expertos realiza evaluaciones médicas, científicas y de salud pública de las sustancias psicoactivas seleccionadas utilizando la mejor información disponible.
Aunque las reuniones son a puerta cerrada, se invita a los Estados Miembros y los Miembros Asociados a que contribuyan al proceso de examen del Comité de Expertos participando en la sesión de información de la 49.ª reunión del Comité, el l9 de octubre de 2026. La sesión de información, que se celebrará virtualmente, permitirá a las partes interesadas conocer las actividades presentes y futuras de la secretaría del Comité de Expertos, así como presentar información relativa a las sustancias que se someten a examen en las deliberaciones del Comité de Expertos en su 49.ª reunión. La información sobre la inscripción se publicará a su debido tiempo en el sitio web del Comité de Expertos: Comité de Expertos en Farmacodependencia.

Como en ocasiones anteriores y en consonancia con la publicación titulada «Orientaciones para el examen por la OMS de sustancias psicoactivas en el contexto de la fiscalización internacional» (EB126/2010/REC1, anexo 6),1 los Estados Miembros y los Miembros Asociados también pueden contribuir al proceso de examen del Comité de Expertos proporcionando información precisa y actualizada sobre las sustancias objeto de examen antes de la reunión. A tal fin, y siguiendo la práctica habitual, se enviará un cuestionario a los Estados Miembros y los Miembros Asociados para reunir información de los países sobre el uso legítimo, el uso nocivo, la situación relativa a la fiscalización nacional y los posibles efectos de la fiscalización internacional de cada sustancia objeto de examen.
… En el anexo II de la presente carta circular figura una lista de los puntos focales nacionales designados oficialmente por los Estados Miembros y los Miembros Asociados en años anteriores y que proporcionan información de los países al Comité de Expertos a través del cuestionario de Estados Miembros mencionado anteriormente. Si la información relativa a los puntos focales requiere modificaciones o enmiendas, se invita a los Estados Miembros y a los Miembros Asociados a que informen a la secretaría del Comité de Expertos de la OMS enviando un correo electrónico a la dirección [email protected] , a más tardar el 31 de julio de 2026, con el asunto «49ECDD Focal Point: (Nombre del país)».
Si la persona de la lista sigue siendo el punto focal oficial con el que habrá que contactar este año para que rellene el cuestionario de Estados Miembros para el Comité de Expertos y no se han añadido o modificado los datos relativos al punto focal a fecha de 31 de julio de 2026, la Secretaría de la OMS dará al punto focal de la lista más instrucciones y acceso directo a los cuestionarios en línea. Los resultados de los cuestionarios se prepararán a modo de informe como parte del proceso de examen de sustancias por el Comité de Expertos en su 49.ª reunión.
Además del cuestionario, se alienta también a los Estados Miembros y a los Miembros Asociados a que proporcionen toda información adicional pertinente (publicada o no) sobre las sustancias que se examinarán en la 49.ª reunión del Comité de Expertos, enviando un mensaje de correo electrónico a la dirección [email protected] con el asunto «Ref: C.L.31.2026».
Todas las recomendaciones formuladas por la 48.ª reunión del Comité, que se celebró en octubre de 2025, fueron aceptadas por la Comisión de Estupefacientes de las Naciones Unidas en su 69.º periodo de sesiones y todos los informes técnicos y recomendaciones formuladas por el Comité de Expertos podrán consultarse en línea en el Repositorio de Información del Comité de Expertos (https://ecddrepository.org/en), puesto en marcha recientemente.
