Veeseaduse § 245 lõike 1 ja kliimaministri 24.08.2023 käskkirja nr 1-2/23/352 punktide 1.4 ja 1.5

alusel ning kooskõlas ÜRO mereõiguse konventsiooni artikli 246 lõigetega 1−3 annab

Kliimaministeerium loa teaduslike mereuuringute läbiviimiseks Eesti Vabariigi jurisdiktsiooni all oleval merealal vastavalt Soome Keskkonnainstituudi (SYKE) 01.06.2026 esitatud taotlusele

järgmiselt:

Mereuuringu nimetus, reisi nr Ajelehtiminen2026

Mereuuringu eesmärk Pinnakihi triivihoovuste teaduslik uuring Soome lahel.

Kuus triivpoid paigaldatakse Soome majandusvööndisse ja/või territoriaalmerre ning olenevalt ilmastikutingimustest võib nende

väljavõtmine toimuda Eesti majandusvööndis ja/või territoriaalmeres. Triivikatsete käigus luuakse

vertikaalseid CTD-profiile (soolsus, temperatuur, hapnik), et uurida Soome lahe veesamba struktuuri, osa neist jaamadest asub Eesti majandusvööndis.

Veesamba hoovusi mõõdetakse laeval paikneva akustilise hoovusmõõturiga (ADCP). Uuring hõlmab

ka aerosooliproovide kogumist nii veest kui õhust, et selgitada Läänemere osatähtsust aerosooliosakeste allikana. Lisaks on kavas mitme CTD-anduri

kalibreerimine ning ankurdatud mõõteseadmete (seirejaamade) hooldus.

Mereuuringuloa lisatingimused ja uuringuloa omaja kohustused:

1. uuringud peavad toimuma kooskõlas rahvusvaheliste ja Eesti Vabariigi õigusaktidega ega tohi

segada laevaliiklust;

2. laev peab teavitama Eesti Mereväge (kutsung „Merevalvekeskus“) laeva sisenemisest Eesti

Vabariigi territoriaalmerre (koht ja aeg) e-postile [email protected] (eelistatud),

VHF sagedusel 156.475 MHz (kanal 69) või telefonil +372 717 7493;

3. korraldaja peab kooskõlastama uurimistegevuste täpse aja, kestuse, ala ja ohutsooni

Transpordiametiga e-posti teel aadressil [email protected] vähemalt üks nädal enne

tegeliku uurimistegevuse alustamist;

4. uurimislaeva laevajuht peab pidama raadiovahti GOFREP või VTS töökanalil (61, 60 või 13,

sõltuvalt piirkonnast) ja kanalil 16;

5. triivivate poide kasutamisel tuleb tagada nende pidev asukoha jälgimine. VTS-i tuleb

teavitada poide võimalikust sisenemisest Eesti vetesse ning need sealt eemaldada esimesel

võimalusel;

6. tegevuste täpne aeg ja asukoht ning kõik muud olulised meresõiduohutust tagavad tingimused

tuleb õigeaegselt kooskõlastada VTS/GOFREP operaatoriga vastaval VHF töökanalil;

7. ankurdamine on keelatud lähemal kui 0,5 M veealustest kaablitest ja torujuhtmetest;

8. uuringukohad SLLO4N ja 19 on planeeritud sõjaväe harjutusaladesse. Palume täiendavalt

teavitada Transpordiametit e-posti teel [email protected] täpsest ajavahemikust ,

millal mainitud punktis uuringuid teostatakse. Planeeritavad uuringukohad ja sõjaväe

harjutusalad on kujutatud lisas;

9. kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes

toimub muudatusi, tuleb nendest viivitamatult teavitada Transpordiametit e-posti teel

aadressil [email protected];

10. Kliimaministeeriumit kui mereuuringuloa andjat tuleb viivitamata teavitada uuringuprojekti

olulistest muudatustest e-postile [email protected];

11. ülevaade tehtud uuringust koos tulemustega (uuringu aruanne ja andmed) tuleb esitada

Kliimaministeeriumile (e-post [email protected]) kolme kuu jooksul pärast tööde

läbiviimist.

Mereuuringuloa andmise peale võib 30 päeva jooksul haldusakti teatavakstegemisest arvates

esitada halduskohtule kaebuse halduskohtumenetluse seadustikus sätestatud korras.

Purpose of the research cruise Scientific study of the surface drift currents in the Gulf of Finland. Six drifter buoys are deployed in Finnish

EEZ and/or territorial sea and, depending on weather conditions, their retrieval could take place within Estonian EEZ and/or territorial sea. During the drifting

experiments vertical CTD profiles (salinity, temperature, oxygen) will be made to study the water

column structure in the Gulf of Finland: some of these stations are situated also in Estonian EEZ. The currents in the water column will be measured

continuously with a ship-borne acoustic current meter ADCP. The study will also include the collection of

aerosol samples from both water and air to determine the Baltic Sea's contribution as a source of aerosol particles. In addition, calibration of several CTD

sensors and maintenance of moored measuring instruments (monitoring stations) are planned.

Additional conditions and obligations of the permit owner:

1. the research cruise must be carried out in accordance with international and Estonian

legislation, and must not interfere with vessel traffic;

2. information on the place and time of entering and leaving the Estonian territorial sea must be

reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign:

„Estonian Coast Guard“) either by e-mail [email protected] (preferred), on the

VHF frequency 156.475 MHz (channel 69) or by phone +372 717 7493;

3. the organizer must coordinate the exact time, duration, area, and safety zone concerning the

research activities with the Estonian Transport Administration via email at

[email protected] at least one week before commencing the actual research

activities;

4. the navigator of the research vessel must keep a radio watch on the GOFREP or VTS working

channel (61, 60, or 13 depending on the area) and channel 16;

5. when using drifting buoys, their positions must be monitored continuously. VTS must be

notified when buoys are likely to enter Estonian waters, and they must be removed from

Estonian waters at the earliest opportunity;

6. the exact time and location of the activities, as well as any other relevant information needed

to ensure maritime safety, must be coordinated with the VTS/GOFREP operator on the

relevant VHF working channel in a timely manner;

7. anchoring and trawling is prohibited closer than 0,5 NM to underwater cables and pipelines;

8. the stations SLLO4N and 19 are planned within designated military practice areas. We request

that the Estonian Transport Administration be additionally informed via e-mail at

[email protected] about the exact time period when the research activities will take

place near the mentioned area. Stations and the military training areas are depicted in the

appendix;

9. if there are changes in the research schedule, location, or any other circumstances that concern

maritime safety, the Estonian Transport Administration must be notified immediately via

email at [email protected];

10. the Ministry of Climate, as an issuer of the marine research permit, must be informed

immediately of any substantial changes in the research project by e-mail

[email protected];

11. a study report containing an overview of the study and its results (incl. data) must be submitted

to the Ministry of Climate ([email protected]) within three months of completing

the work.

In accordance with the Administrative Procedure Act, issuing of this Marine Research Permit may

be filed in Administrative Court within 30 days after the issuance of the Permit.
