Subject: Invitation to contribute to the PROTECCT research project on housing and climate-related risks

Dear Sir or Madam,

I am writing to invite you to contribute to the PROTECCT research project (Protection against Climate-Related Social Risks in Europe: A Comparative Perspective), funded by the French National Research Agency (ANR) and primarily based at Sciences Po.

The project examines how European countries protect populations against the social risks associated with climate-related hazards, including heatwaves, floods, storms, droughts, and wildfires. Within this framework, we focus in particular on housing policies and the mechanisms put in place to protect housing and its occupants from these risks.

We are currently collecting information through an expert questionnaire focusing on:

• legal frameworks and public policies related to the protection of housing against climate-related hazards;

• financial support mechanisms for reconstruction, renovation, and adaptation of buildings;

• emergency and exceptional measures implemented in response to climate-related events.

The questionnaire focuses on measures currently in force, even if they were adopted some time ago, as well as temporary or exceptional measures implemented between 2020 and 2025.

Your expertise would be extremely valuable for our comparative analysis. The questionnaire is available in four languages (English, French, Spanish, and Italian) and can be accessed here:
