EARLY NOTIFICATION TO PARTIES OF THE 2027 MEETINGS OF THE CONFERENCES
OF THE PARTIES TO THE BASEL, ROTTERDAM AND STOCKHOLM CONVENTIONS
As previously communicated, the eighteenth meeting of the Conference of the Parties to the Basel Convention, the
thirteenth meeting of the Conference of the Parties to the Rotterdam Convention and the thirteenth meeting of the
Conference of the Parties to the Stockholm Convention will be held back to back in Panama City, Panama, from 19
to 30 April 2027, with preparatory meetings to take place on 18 April 2027. The meetings will not include a high-
level segment.
The purpose of this communication is to notify Parties well in advance of the meetings with preliminary information
on organizational matters that delegates may wish to take into account in their preparation for the meetings.
The bureaux of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions will agree on a
tentative schedule of work for the meetings at their joint meeting, to be held on 23 and 24 November 2026, in Geneva.
For further information, delegates will be invited to consult the tentative schedule of work for the meetings of the
conferences of the Parties which will be posted on the conventions’ websites shortly after the joint meeting of the
bureaux.1
In order to allow for sufficient time for delegates to apply for visa for Panama, the send-out of invitation letters and
the registration deadline for participants will be advanced. To that effect, official invitation letters will be sent by
email to the Ministers of Foreign Affairs, Permanent Missions to the United Nations Office at Geneva, Basel
Convention Focal Points, Rotterdam Convention Official Contact Points and Stockholm Convention Official Contact
Points in September 2026, with a copy to other contact points under the three conventions and Permanent
Representatives to the Food Agriculture Organization of the United Nations in Rome. The registration deadline will
be Wednesday, 11 November 2026. Delegates requiring a visa to enter Panama and/or requesting financial support
are highly encouraged to register by this deadline.

Depending on the availability of funds, financial assistance to help defray the cost of attending the meetings will be
made available to developing country Parties and Parties with economies in transition for one representative per
State per Convention to which the State is a Party, to a maximum of three representatives per State, for up to the
full two-week duration of the meetings. Eligible Parties requesting financial assistance will be invited to inform the
Secretariat of their representatives, through their Ministry of Foreign Affairs or their Permanent Mission to the
United Nations Office at Geneva with an official nomination letter or a note verbale from the Permanent
Mission in Geneva, no later than 11 November 2026.
Parties are encouraged to consider their official nominations to the meetings as early as possible. In particular,
requests for financial assistance must be processed by the Secretariat with sufficient time in advance of the meetings
to ensure the timely issuance of air tickets and to allow time for representatives to apply for visas. For this reason, it
will not be possible for the Secretariat to consider requests for financial assistance or replacements of designated
representatives after the 11 November 2026 deadline.
Invitation letters will contain the provisional agendas of the meetings and detailed information on the requirements
and procedures to apply for a visa for Panama, as well as information on credentials and registration. Further
information on the meetings will also be made available on the conventions’ websites.
