Your Excellency,
I wish to express my sincere appreciation for the opportunity to meet with you during our recent
engagement. It was a great pleasure to exchange views on the longstanding and fruitful cooperation
between the Republic of Estonia and the Republic of Costa Rica, and to discuss new avenues to further
strengthen our strategic partnership in digital transformation.
Our meeting provided an excellent opportunity to review the progress achieved under the two existing
Memoranda of Understanding between the Ministry of Science, Innovation, Technology and
Telecommunications (MICITT) of Costa Rica and our Estonian counterparts, particularly in the areas of
digital identity, X-Road interoperability, cybersecurity, and digital public services. I greatly appreciated
your willingness to explore the modernization of these cooperation instruments to incorporate emerging
areas such as artificial intelligence and next-generation digital transformation.
I also welcome the discussions regarding the possibility of establishing a new cooperation framework
with the Ministry of Justice and Digital Affairs of Estonia, reflecting our shared commitment to deepening
collaboration on innovative digital governance initiatives.
I was particularly interested in learning about the Aruait initiative, which introduces a novel approach to
AI governance by shifting governance from systems to intelligent agents through trusted identity,
authorization, and traceability of delegated actions, while preserving the principle that such agents do
not possess independent legal personality. This innovative vision offers valuable insights for the future
of trustworthy and accountable AI governance.
In this regard, I am pleased to reiterate Costa Rica's interest in exploring a bilateral pilot initiative to test
cross-border agent credentials within a controlled public service environment. Such a collaboration
would provide an opportunity for our countries to jointly advance practical governance models for AI
agents while positioning Costa Rica and Estonia as partners in developing adaptable agent governance
architectures capable of serving both digitally advanced nations and countries pursuing their digital
transformation journeys.
