30 July 2026 Ref: [2026-07/DD30] Mr. Rait Kuuse Deputy Secretary General on Prisons Estonian Prison Service Estonian Ministry of Justice. Via Email: [email protected] Dear Mr. Kuuse, On behalf of the International Corrections and Prisons Association (ICPA), it is my great pleasure to congratulate you on your appointment as President of EuroPris. I have no doubt that your leadership will continue to strengthen the organisation's important contribution to professional correctional practice throughout Europe. It was a pleasure to attend the recent EuroPris Annual General Meeting in my capacity as Acting President of ICPA. I found the meeting to be a valuable opportunity to engage with colleagues from across Europe, gain insight into the important work of EuroPris, and strengthen relationships across our organisations. ICPA greatly values the longstanding and positive relationship between our two organisations, and I was pleased to have formalised our relationship via an MoU earlier this year. I look forward to continuing this strong partnership during your presidency and exploring further opportunities for collaboration that benefit our members and the broader international corrections community. Please find enclosed an invitation to attend the ICPA Annual Conference and Heads of Service Forum. We would be delighted to welcome you to these events and continue the important conversations between our organisations. Should you have any questions regarding these events or wish to discuss opportunities for collaboration, please do not hesitate to contact Ms Natalie Boal, Executive Director of ICPA, who would be pleased to assist. Once again, congratulations on your appointment. I wish you every success in your new role and look forward to working with you in the years ahead. Yours sincerely,
David Brown A/President International Corrections and Prisons Association
