On behalf of the European Commission's DG SANTE and HaDEA, we are pleased to invite you to take part in the second consultation cycle for the project “Support Centre for the European Electronic Health Record Exchange Format (EEHRxF) and for the Interoperability and Security of Electronic Health Record Systems”. This contract is carried out by EY in partnership with FORTH and aims to provide implementation support for the adoption and interoperability of EHR systems across Europe, in line with the European Health Data Space (EHDS) Regulation.
As national authorities play a central role in the implementation of the EHDS at the Member State level, your perspective is essential to ensuring that the Format reflects national realities, priorities and existing infrastructures. As part of this second consultation cycle, dedicated to semantic interoperability and data harmonisation, we are seeking input from stakeholders across the ecosystem through a dedicated survey. We would be grateful for your support in participating in and sharing the survey with your wider network. The insights collected will directly inform the upcoming thematic workshop, the follow-up work on requirements and specifications and the development of the digital toolkit for the Format.

Dear Sir, Dear Madam,
The Health and Digital Executive Agency (HaDEA) of the European Commission has
launched the project titled “Support centre for the European electronic health record
exchange Format (EEHRxF) and for the interoperability and security of electronic
health record systems”.
The contract is led by Ernst & Young Consulting and will run from August 2025, for a
duration of 36 months.
The objective of this initiative is to set up and operate a support centre for stakeholders to
advance in the adoption of the Format and in key aspects such as the interoperability and
security of EHR systems towards the implementation of the European Health Data Space
(EHDS)1. The Support Centre will facilitate the adoption of the Format by providing
services to relevant stakeholders such as implementers of the Format and of EHR systems,
and EHR systems manufacturers, health institutions and authorities and healthcare
providers intending to ensure compatibility of their systems with the EHDS requirements.
This action will support preparedness of the relevant stakeholders for data exchange in the
context of the EHDS.
As part of its tasks, the contractor will establish, manage, and support a Community of
Practice for the Exchange Format (COPEF) focused on the implementation and use of the
Format and will oversee the rollout of electronic health records in compliance with the
EHDS regulation, ensuring the appropriate involvement of the users of the Format and
experts in patient information exchange.
To ensure the effective implementation of the project’s objectives and to foster
collaboration, knowledge‑sharing, and stakeholder engagement, the contractor will reach
out to relevant organisations and experts to gather their feedback, input, and participation
in the planned activities, with a focus on EHDS-related industry stakeholders. These
actions will be carried out through the service framework of the Support Centre which will
bring together a range of initiatives such as the COPEF, thematic workshops, interviews,
surveys, training modules (via the EU Academy) or collaboration and knowledge exchange
platforms.
