Support for considering large-scale infrastructrue (Lot 2) for AI Gigafactory option Dear Minister Puisto, I would like to express my appreciation for the constructive cooperation between our countries in shaping the future of AI infrastructure in the Nordic-Baltic region. As Estonia has confirmed its participation in the AI Gigafactory (AIGF) tender as well as offtake from the multi-site multi-country AIGF with a main site planned for Finland, we would like to reiterate our support for considering a Lot 2 option in the tender. Given the distributed architecture currently envisaged, and the combined scale of available resources and commitments by Estonia, Latvia, Sweden, Denmark and Finland itself for a potential AIGF main site located in Finland, we believe the consortium is well positioned to meet the ambition and requirements of a larger-scale AIGF (Lot 2). Aiming for the large-scale AIGF would create greater opportunities to attract and anchor European demand in our region, including through the matching offtake mechanisms foreseen by the European Commission. The Nordic-Baltic region offers a particularly strong environment for such an undertaking, combining advanced digital societies, trusted public institutions, resilient infrastructure, favourable operating conditions, and a proven ability to cooperate across borders. Together, these strengths position our region to become an important contributor to Europe's long-term AI competitiveness and digital sovereignty. As reflected in our commitment letter submitted to the EuroHPC Joint Undertaking, Estonia left the final lot selection for Finland to determine. Nevertheless, we wished to share our assessment that the consortium possesses many of the characteristics that make a Lot 2 proposal both credible and strategically attractive. We would therefore very much welcome Finland’s consideration of moving forward with the Lot 2 option, should the circumstances allow.
