We would be able to process it in English, but as the application form clearly states that the form MUST be sent in one of the official languages of a Member State, I would suggest doing so. Just to make sure we don’t run into bureaucratic formality problems later in the process.

We are ready to submit our application for NZIA Strategic Project status of NPM Narva OU. 

According to the written request form guidelines under the Net Zero Industry Act, the request form must be completed in one of the official languages of the Member State where the project is located. In this case, the relevant Member State's official language is Estonian. 

Would you be able to accept our application in English too? It's really your Ministry's choice, as you are the decision-making authority.
