Subject: Elections during the eighteenth meeting of the Conference of the Parties to the Basel Convention, the thirteenth meeting of the Conference of the Parties to the Rotterdam Convention, and the thirteenth meeting of the Conference of the Parties to the Stockholm Convention (Panama City, Panama, from 19 to 30 April 2027): invitation for nominations by 1 December 2026 Dear Sir, dear Madam,

Reference is made to the elections that are expected to take place during the forthcoming eighteenth meeting of the Conference of the Parties to the Basel Convention, thirteenth meeting of the Conference of the Parties to the Rotterdam Convention, and thirteenth meeting of the Conference of the Parties to the Stockholm Convention which will take place in Panama City, Panama, from 19 to 30 April 2027.

During their 2025 meetings, the conferences of the Parties to the three conventions agreed to entrust their respective Bureau, with the support of the Secretariat, with facilitating during the intersessional period preceding the 2027 meetings of the Conferences of the Parties the process for nominating candidates for election.

During their respective meetings held in May, June and July 2026, the bureaux of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions received an information package from the Secretariat on the elections to take place during the 2027 meetings of the conferences of the Parties as well as a proposal on the steps that could be taken by each Bureau, with the support of the Secretariat, to facilitate the process for nominating candidates for election. Following the consideration of this matter, each Bureau agreed for the Secretariat to send an invitation to Parties on behalf of the bureaux to submit nominations by 1 December 2026, so that Parties could consult in their regions on these nominations in advance of and during the regional preparatory meetings with a view to facilitating decision making on elections during the 2027 meetings of the conferences of the Parties.1

Accordingly, the Secretariat is pleased to attach to the present letter four annexes setting out information on the elections to take place during the 2027 meetings of the conferences of the Parties:

(a) Annex I sets out an overview of all elections to take place during the meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions;

(b) Annex II sets out information on the elections to take place during the eighteenth meeting of the Conference of the Parties to the Basel Convention (BC COP-18), including information on past officers and members as well as information on Parties’ arrears as at 30 June 2026;

(c) Annex III sets out information on the elections to take place during the thirteenth meeting of the Conference of the Parties to the Rotterdam Convention (RC COP-13), including information on past officers and members as well as information on Parties’ arrears as at 30 June 2026;

(d) Annex IV sets out information on the elections to take place during the thirteenth meeting of the Conference of the Parties to the Stockholm Convention (SC COP-13), including information on past officers and members as well as information on Parties’ arrears as at 30 June 2026.

We take this opportunity to remind you that, pursuant to the relevant financial rules and decisions of the conferences of the Parties, arrears have a bearing on the eligibility of representatives of Parties to be elected:

(a) In accordance with rule 5.3 (e) of the financial rules of the Basel Convention, no representative of any Party whose contributions are in arrears for two or more years shall be eligible to become a member of the Bureau of the Conference of the Parties or its subsidiary bodies, provided, however, that this shall not apply to Parties that are least developed countries or small island developing States or to any Party that has agreed on and is respecting a schedule of payments;

(b) In accordance with rule 5.3 (e) of the financial rules of the Rotterdam Convention, and as decided by the Conference of the Parties in decision RC-12/15, no representative of any Party whose contributions are in arrears for two or more years shall be eligible to become a member of the Bureau of the Conference of the Parties or a member of any subsidiary body of the Conference of the Parties, provided, however, that this shall not apply to Parties that are least developed countries or small island developing States or to any Party that has agreed on and is respecting a schedule of payments in accordance with the financial rules;

(c) In accordance with rule 5.3 (e) of the financial rules of the Stockholm Convention, and as decided by the Conference of the Parties in decision SC-12/29, no representative of any Party whose contributions are in arrears for two or more years shall be eligible to become a member of the Bureau of the Conference of the Parties or a member of any subsidiary body of the Conference of the Parties, provided, however, that this shall not apply to Parties that are least developed countries or small island developing States or to any Party that has agreed on and is respecting a schedule of payments in accordance with the financial rules.

Pursuant to decisions BC-13/20, RC-8/13 and SC-8/23 on mainstreaming gender, the conferences of the Parties, among other things, recognized that, notwithstanding the efforts of Parties and the Secretariat to promote gender equality, efforts are still needed to ensure that women and men from all Parties are equally involved in the implementation of the three conventions and are represented in their bodies and processes and thus inform and participate in decision-making on gender-responsive hazardous chemicals and wastes policies.

During their respective meetings mentioned above, the bureaux members from the Africa, Asia-Pacific, Latin America and Caribbean, and Western Europe and other States regions also agreed to identify regional election focal points that would be entrusted, with the support of the Secretariat, with facilitating the process for nominating candidates for election during the 2027 meetings of the conferences of the Parties.

Please note that the regional election focal points identified by the regions until further notice are:

(a) Leonard Leswam Tampushi (Kenya) for the Africa region;

(b) Sameera Al-Dosri (Qatar) for the Asia and Pacific region;

(c) The GRULAC Coordinator for environmental matters in Geneva: Permanent Mission of the Dominican Republic to the United Nations Office in Geneva until 31 December 2026, and Permanent Mission of Paraguay to the United Nations Office in Geneva from 1 January 2027 until 30 June 2027, for the Latin America and Caribbean region;

(d) Guy Jones-Message (Australia) and Ann De Jonghe (Belgium) for the Western Europe and Other States region.

With regards to the Eastern Europe region, as no decision was taken by the 2025 meetings of the conferences

of the Parties regarding the election of representatives from that region, the bureaux further agreed to entrust the Secretariat with facilitating the process for nominating candidates from that region for election during the 2027 meetings of the conferences of the Parties.

On behalf of the Bureaux of the respective conferences of the Parties, we hereby invite you to consider

identifying candidates for, as appropriate, election, selection and appointment, taking into account when relevant the working language of the body and the qualifications required, as set out in the four annexes to the present letter. We also invite you to consider submitting to the Secretariat (Juliette Kohler, email: [email protected]; and Jackline Wanjiru, email: [email protected]) by 1 December 2026 the names of candidates along with, when relevant, the required documentation supporting the nominated candidates, namely, in the case of the Persistent Organic Pollutants Review Committee and the Chemical Review Committee, a curriculum vitae and the completed form for the declaration of conflicts of interest attached for ease of reference as annexes V and VI, and available at, respectively, https://www.pic.int/tabid/2897 and https://www.pops.int/tabid/2808. Kindly note that self-nominations will not be accepted. All nominations received will be transmitted to the respective regional election focal points, and, for nominations transmitted by Parties from the Eastern Europe region, to the Parties from that region.
