I am honoured to invite you and your experts to the high-level conference on mental health, “Resilient Europe: Mental Health as a Strategic Asset for Europe’s Strength and Competitiveness”, which will take place in University College Cork (UCC) on 15 October 2026, as part of Ireland's Presidency of the Council of the EU.
The conference will bring together ministers, senior officials and experts from a range of fields to discuss the latest research findings and share experience and expertise in mental health policy. Introduction
The Irish Presidency of the Council of the European Union is pleased to welcome
delegates to the conference “Resilient Europe: Mental Health as a Strategic Asset
for Europe's Strength and Competitiveness", which will take place at University
College Cork (UCC) on 15 October 2026. The conference will bring together
Ministers, senior officials, researchers, policymakers, practitioners, civil society
organisations and international experts to discuss mental health policy, resilience
and preparedness across Europe.
Following the conference in Cork, delegates, speakers and senior policymakers will
travel to Waterford on 16 October 2026 for “Voices in Recovery: Celebrating Lived
Experience”, a Presidency event hosted by Mary Butler, Minister of State for Mental
Health and Government Chief Whip. This event will explore how lived and living
experience can strengthen mental health policy, service design and delivery, and will
provide an opportunity to examine the implementation of the World Health
Organization Roadmap for Integrating Lived and Living Experience into Mental
Health Policy and Systems.
The programme will bring together policymakers, practitioners, researchers and
people with lived experience to exchange perspectives on building more responsive,
person-centred and resilient mental health systems across Europe.

be provided directly to registered participants in advance of the event.

Evening Reception in Cork
The Irish Presidency of the Council of the European Union is pleased to invite
delegates to an official reception on the evening of 14 October 2026 in the historic
Aula Maxima at University College Cork.
The reception will provide an opportunity for Ministers, Heads of Delegation,
policymakers, researchers, practitioners and invited guests to meet informally ahead
of the conference programme. The event will facilitate networking and the exchange
of perspectives on the role of mental health in strengthening resilience,
preparedness and competitiveness across Europe.
Located at the heart of the UCC campus, the Aula Maxima is one of Ireland’s most
distinguished academic and ceremonial venues and has served as the symbolic
centre of the University since its opening in 1849.

Voices in Recovery: Celebrating Lived Experience will take place in the Park Hotel,

Delegation
Delegation Size and Format
Delegations will be limited to the 1 + 2 format (Head of Delegation plus 2
accompanying delegates) for Cork. This does not include speakers and panellists
from your organisation (where appropriate), who will be accredited separately.
Delegations will be limited to the 1 + 1 format for Waterford. This format is fixed
and no exceptions can be made.
As numbers for the Waterford event are limited and given that the focus of this event
is on lived experience in mental health, we would be grateful if consideration be
given to delegates with expertise in, or direct lived experience of mental health
difficulties.
Registration and Accreditation
For security reasons, each delegate must be registered and accredited in order to
gain access to the meeting venue and the official reception.
A Delegation Accreditation Officer (DAO) must be appointed by each invited
delegation.
Please send the DAO’s full name, phone number and email address to
[email protected] by no later than 18 August to receive log-
in details. The DAO must register all members of the delegation on the
Accreditation Platform, in line with the instructions below.
Please note that in compliance with data security requirements, the Accreditation
Platform requires Two-Factor Authentication. You will require access to an
authenticator application such as Microsoft Authenticator or Google Authenticator in
order to access the Accreditation Platform.
To facilitate the smooth running of the programme, please ensure that all delegates
have registered and that all requested information has been provided, including
transport and accommodation details if applicable, and dietary and accessibility
requirements of delegates, by the registration deadline of 08 September. Please
ensure that all details are completed correctly before submitting the registration
request, as certain information (for example, the delegate’s name) will be printed on
their/your accreditation badge.

Accreditation badges can be collected on campus at University College Cork (UCC)
College Road Cork T12 K8AF, at the following times:
• The Aula Maxima building from 16.00 – 20.00 on Wednesday 14 October
• Devere Hall from 08.00 on Thursday 15 October.
Delegates will be requested to provide a photo ID. document when collecting their
badge. Delegate badges are strictly personal and non-transferable and must be
visible at all times within the meeting venue and at all events within the meeting
programme.

Entering Ireland
Please note that Ireland is not part of the Schengen Area. Therefore, EU citizens
must present a valid passport or national identity card to enter Ireland. Full

Citizens of other countries must present a valid passport or recognised travel
document to enter Ireland and may also need a visa. You can find out if you need a

Transport Options
Cork Airport is the nearest airport to the conference. Information on public transport
and taxi options to and from Cork Airport are available here. Delegates are invited
to make their own travel arrangements for transfer to and from the airport.

Transport from Cork to The Park Hotel, Waterford will be provided for those
attending the conference in Waterford on Thursday 16 October.
Transport from Waterford to airports in Cork and Dublin will be provided after
the conference in Waterford has ended at 14.30.
In line with the Irish EU Presidency’s sustainability policy, delegates are encouraged
to arrive at the meeting venue and other programme elements on foot or by public
transport. Information about public transport options can be found at the Links of
Interest section below. Transport will be provided from Cork to Waterford and from
Waterford to those travelling to airports in Cork and Dublin after the conference in
Waterford has ended.
Accommodation
The Irish EU Presidency has reserved a limited number of rooms for delegates, for
the nights of 14 and 15 October 2026, in the hotels indicated below.
The cost of the room must be paid by the delegate in advance, using the link
provided on the Accreditation Platform. Rooms are only secured when payment is
made in advance, it will not be possible to pay for rooms on arrival at the hotel.
The DAO can make payment on behalf of all of the delegates, or can send an
invitation link to each applicable delegate to invite him/her to make the
payment for his/her room directly.
If a delegate wishes to arrive earlier or extend their stay, they must make the
necessary reservations directly with the hotel of their choice.
Accommodation will be provided and paid for speakers and panellists attending
events in Cork.
Hotels
Delegates are requested to indicate during the accreditation process whether they
require accommodation. Allocation of rooms will be subject to availability. Further
information regarding reservations, check-in arrangements and cancellation policies
will be communicated directly to delegates following accreditation.

Internet/WiFi
Wireless internet access is available throughout the meeting venue. The network
name and password will be available on signage in the venue.
Electricity
The standard electricity supply in Ireland is 230V at a frequency of
50Hz (the same as in other EU Member States). Three-pin power
plugs and sockets of Type G are used. Delegates travelling from
EU Member States will require a power plug adaptor in order to use
electronic devices safely in Ireland.
Accessibility
At the time of accreditation, the platform will ask for relevant information on allergies,
dietary restrictions and dietary preferences, and invite sharing of any meeting-related
accessibility requirements. It is important that this information is provided so that
delegates may receive all appropriate supports.
Lost and Found
If you have lost or found an item in the meeting venue, please bring it to the attention
of your meeting host. Please note that the Irish EU Presidency is not liable for

Delegation
Delegation Size and Format
Delegations will be limited to the 1 + 2 format (Head of Delegation plus 2
accompanying delegates) for Cork. This does not include speakers and panellists
from your organisation (where appropriate), who will be accredited separately.
Delegations will be limited to the 1 + 1 format for Waterford. This format is fixed
and no exceptions can be made.
As numbers for the Waterford event are limited and given that the focus of this event
is on lived experience in mental health, we would be grateful if consideration be
given to delegates with expertise in, or direct lived experience of mental health
difficulties.
Registration and Accreditation
For security reasons, each delegate must be registered and accredited in order to
gain access to the meeting venue and the official reception.
A Delegation Accreditation Officer (DAO) must be appointed by each invited
delegation.
Please send the DAO’s full name, phone number and email address to
[email protected] by no later than 18 August to receive log-
in details. The DAO must register all members of the delegation on the
Accreditation Platform, in line with the instructions below.
Please note that in compliance with data security requirements, the Accreditation
Platform requires Two-Factor Authentication. You will require access to an
authenticator application such as Microsoft Authenticator or Google Authenticator in
order to access the Accreditation Platform.
To facilitate the smooth running of the programme, please ensure that all delegates
have registered and that all requested information has been provided, including
transport and accommodation details if applicable, and dietary and accessibility
requirements of delegates, by the registration deadline of 08 September. Please
ensure that all details are completed correctly before submitting the registration
request, as certain information (for example, the delegate’s name) will be printed on
their/your accreditation badge.

Accreditation badges can be collected on campus at University College Cork (UCC)
College Road Cork T12 K8AF, at the following times:
• The Aula Maxima building from 16.00 – 20.00 on Wednesday 14 October
• Devere Hall from 08.00 on Thursday 15 October.
Delegates will be requested to provide a photo ID. document when collecting their
badge. Delegate badges are strictly personal and non-transferable and must be
visible at all times within the meeting venue and at all events within the meeting
programme.

Entering Ireland
Please note that Ireland is not part of the Schengen Area. Therefore, EU citizens
must present a valid passport or national identity card to enter Ireland. Full

Citizens of other countries must present a valid passport or recognised travel
document to enter Ireland and may also need a visa. You can find out if you need a

Transport Options
Cork Airport is the nearest airport to the conference. Information on public transport
and taxi options to and from Cork Airport are available here. Delegates are invited
to make their own travel arrangements for transfer to and from the airport.

Transport from Cork to The Park Hotel, Waterford will be provided for those
attending the conference in Waterford on Thursday 16 October.
Transport from Waterford to airports in Cork and Dublin will be provided after
the conference in Waterford has ended at 14.30.
In line with the Irish EU Presidency’s sustainability policy, delegates are encouraged
to arrive at the meeting venue and other programme elements on foot or by public
transport. Information about public transport options can be found at the Links of
Interest section below. Transport will be provided from Cork to Waterford and from
Waterford to those travelling to airports in Cork and Dublin after the conference in
Waterford has ended.
Accommodation
The Irish EU Presidency has reserved a limited number of rooms for delegates, for
the nights of 14 and 15 October 2026, in the hotels indicated below.
The cost of the room must be paid by the delegate in advance, using the link
provided on the Accreditation Platform. Rooms are only secured when payment is
made in advance, it will not be possible to pay for rooms on arrival at the hotel.
The DAO can make payment on behalf of all of the delegates, or can send an
invitation link to each applicable delegate to invite him/her to make the
payment for his/her room directly.
If a delegate wishes to arrive earlier or extend their stay, they must make the
necessary reservations directly with the hotel of their choice.
Accommodation will be provided and paid for speakers and panellists attending
events in Cork.
Hotels
Delegates are requested to indicate during the accreditation process whether they
require accommodation. Allocation of rooms will be subject to availability. Further
information regarding reservations, check-in arrangements and cancellation policies
will be communicated directly to delegates following accreditation.

both the conference venue in Devere Hall and the Presidency Reception in

Cork city centre and provides convenient access to University College Cork

The Irish Presidency will ensure security during the meeting in close cooperation

Wireless internet access is available throughout the meeting venue. The network
name and password will be available on signage in the venue.
Electricity
The standard electricity supply in Ireland is 230V at a frequency of
50Hz (the same as in other EU Member States). Three-pin power
plugs and sockets of Type G are used. Delegates travelling from
EU Member States will require a power plug adaptor in order to use
electronic devices safely in Ireland.
Accessibility
At the time of accreditation, the platform will ask for relevant information on allergies,
dietary restrictions and dietary preferences, and invite sharing of any meeting-related
accessibility requirements. It is important that this information is provided so that
delegates may receive all appropriate supports.
Lost and Found
If you have lost or found an item in the meeting venue, please bring it to the attention
of your meeting host. Please note that the Irish EU Presidency is not liable for
