Regarding the Environmental Impact Assessment of the Wind Farm "Lode" in Lode and

Ipiķi Parishes, Valmiera Municipality, and the Strategic Environmental Assessment of the

Local Plan for the Wind Farm "Lode"

The State Environmental Service of the Republic of Latvia (hereinafter – the Service) hereby would like to inform the Ministry of Climate of the Republic of Estonia regarding the

current situation related to the environmental impact assessment (hereinafter – the EIA) procedure for project “The wind farm “Lode” in the Municipalities of Lode and Ipiķi, Valmiera district

Municipality” (hereinafter – the Project) and the strategic environment impact assessment (hereinafter – the SEA) of the planning document “The Local plan of the Wind farm “Lode”” (hereinafter – the Local plan).

On 7 May 2025 by letter No 2.10/890/2025-N the Service informed the Ministry of Climate of the Republic of Estonia that on 29 April 2025 the competent authority issued Opinion

No. 10.7/2/2025 on the EIA report of the Project that also includes the conditions under which the Project is to be implemented1. The Opinion of the Service remains valid for three years.2

According to Article 22 of the Law “On Environmental Impact Assessment” the acceptance

of an intended activity is a decision to accept or not accept an intended activity (development consent) taken by a relevant State authority, local government, other authorities specified in law

or by the Cabinet on the permission to commence an intended activity. Where a decision to accept the intended activity has been adopted, the intended activity shall be implemented in accordance with the conditions laid down in the Opinion of the competent authority on the EIA Report.

Please be informed that on 23 December 2025 the Valmiera District Municipality Council issued Decision No. 834 to accept the Project3.

Regarding the SEA procedure of the Local plan, the Service provides the following information. On 26 February 2025 the competent authority issued opinion No. 10.3/1/2025 on the SEA Environmental Report4. On 24 April 2025, the Valmiera Municipality Council approved the

Local Plan by Decision No. 208 (Minutes No. 6, Section 3) On the Approval of the Local Plan Amending the Rūjiena Municipality Spatial Plan for 2012–2024 for the “Lode” Wind Farm in

Lode Parish, Valmiera Municipality (available on https://geolatvija.lv/geo/tapis?document=open#document_31804) and issued the corresponding Binding Regulations (available on https://www.vestnesis.lv/op/2025/84.17).

According to the Decision of the Ministry of Smart Administration and Regional Development of the Republic of Latvia the Local Plan became effective on 2 July 2025, taking

into account the information referred to in the EIA report and the competent authority`s opinion on the SEA Environmental Report.

In conclusion, the Service considers that both the EIA and SEA procedures, including the

transboundary consultation procedures, have been completed, as the Local Plan has been approved and the proposed activity has been accepted.

12.08.2026 nr 6-3/23/4047-45 Teabe edastamine seoses Läti „Lode“ tuulepargi projektiga Eesti osales piiriülese keskkonnamõju hindamise konventsiooni (Espoo konventsiooni) alusel Läti „Lode“ tuulepargi projekti keskkonnamõju hindamise (edaspidi KMH) ja keskkonnamõju strateegilise hindamise (edaspidi KSH) menetlustes1. 07.05.20252 saatis Läti Kliimaministeeriumile kirja, millega teavitas, et Läti pädev asutus on „Lode“ tuulepargi KMH aruandele andnud ametliku seisukoha, millega sätestatakse tingimused tuulepargi projekti elluviimiseks. 19.05.20253 andis Läti Kliimaministeeriumile täiendavalt teada, et Läti ametlik seisukoht on antud ka KSH aruandele. „Lode“ tuulepargi projekti kohaliku tasandi planeering võeti vastu 24.04.2025. Kliimaministeerium edastas selle teabe Teile 26.05.20254. Anname teada, et Läti teavitas Kliimaministeeriumit 05.08.2026 kirjaga (lisatud), et „Lode“ tuulepargi projekti kohaliku tasandi planeering on nüüdseks kehtestatud ning vastavalt Valmiera piirkonna omavalitsuse 23.12.2025 otsusele on antud luba alustada „Lode“ tuulepargi projektis planeeritud tegevustega. „Lode“ tuulepargi projekti piiriülesed konsultatsioonid on seega lõppenud.
