Dear Team,
I am contacting you on behalf of THECUBE, a Greek technology company with an internal EU projects team. We are currently developing a proposal under the CERV-2026-DAPHNE-CHILDREN call and are looking for a public authority to join the consortium as a key implementation partner.
Our proposal addresses a specific and under-recognised challenge faced by child protection systems across Europe: supporting frontline professionals when boys aged 6–12 may have experienced sexual abuse but are unable or unwilling to clearly disclose what has happened.
Research consistently shows that boys are less likely to disclose sexual abuse than girls and often do so later, indirectly or not at all. Instead of a clear disclosure, professionals may be confronted only with fragmented statements, behavioural changes or subtle warning signs. In these situations, public services are required to make timely safeguarding decisions despite limited information, while ensuring that children are protected without causing further distress or compromising subsequent investigations.
Although safeguarding frameworks and referral mechanisms already exist, ensuring a consistent, coordinated and child-centred response across education, healthcare and child protection services remains a common challenge in many Member States.
The project aims to support public child protection systems by developing and piloting an innovative professional learning approach that strengthens safeguarding practice, improves multidisciplinary cooperation and promotes timely, evidence-based responses within existing national procedures.
We believe that the active involvement of public authorities is essential to ensure that the project's methodology reflects real operational needs, aligns with national safeguarding frameworks and can be effectively integrated into everyday professional practice.
The concept is already well developed, including the needs analysis, intervention logic and preliminary implementation structure. We are now bringing together a consortium of specialised organisations with complementary expertise in child protection, child sexual abuse, safeguarding and professional training.
THECUBE will participate exclusively as the technology partner, responsible for developing the project's digital learning environment. The safeguarding methodology and professional content will be led and validated by the specialist child protection organisations within the consortium.
We believe your organisation's institutional experience would make a valuable contribution to the project, particularly in validating the proposed approach, supporting the pilot implementation within public services and ensuring its relevance and potential for long-term adoption.
