Dear Anastassia,
Thank you for sharing the draft Memorandum of Understanding and for considering our ministry and organisaton as a potential partners in this initiative.
We appreciate the objectives of the project and welcome opportunities to cooperate in matters concerning young people in NEET situations or at risk of becoming NEET. This is an important target group, and we value the discussions that have taken place during the project.
However, after consulting internally, we are unfortunately not in a position to conclude and sign the proposed Memorandum of Understanding within the current timeframe. As the ministry and Social Insurance Board has not been involved in the project development process from its earlier stages, the proposed commitment would require a more thorough internal review and coordination process than can reasonably be completed within the remaining project period. Such agreements typically involve consultation with relevant departments and stakeholders and therefore require considerably more preparation time.
In addition, some of the topics addressed in the memorandum, particularly those related to youth participation and engagement, primarily fall within the remit of the Ministry of Education and Research.
While we are unable to proceed with signing the MoU at this stage, we remain open to future cooperation and would be pleased to be involved in relevant discussions and initiatives concerning young people in NEET situations or at risk of becoming NEET at an earlier stage of planning and development.

As the project is running to its end and official closure is on August 31st unfortunately it will be too late to make any amendments from our side given these stakeholders feedback and expertise. However, we will definitely discuss this topic with them both into depth during the final event.

We are pleased to invite you to participate in a Transfer Workshop organized within the framework of the Erasmus+ KA220 project EGov4Youth. This workshop represents a key dissemination and engagement activity aimed at promoting the EGov4Youth Platform (PR4) and fostering sustainable cooperation between young people and public administrations through digital governance tools.
The workshop will bring together representatives from local public authorities, youth organizations, youth workers, NGOs, educational institutions, civil society actors, and other relevant stakeholders. Key Focus Areas
Expected Outcome
The primary outcome of the session is a set of bottom-up proposals jointly developed by mixed groups of young people and public authority representatives. These proposals will provide practical recommendations for strengthening youth participation, improving communication and cooperation between stakeholders, and fostering more inclusive, participatory, and responsive governance processes at the local and regional levels.
The workshop aims to create a stronger bridge between young people and public authorities by fostering meaningful dialogue, mutual understanding, and collaborative problem-solving.
