Scope and Purpose

Background

The 11th Revision of the International Classification of Diseases (ICD-11) is a digital-first,

multilingual, and interoperable international standard designed to support modern health

information systems. Its implementation represents a critical step towards improving the quality,

comparability, and usability of mortality and morbidity data.

In the European context, countries are increasingly required to ensure that health data can be

exchanged, linked, and reused across systems and borders. Interoperability is therefore a

foundational requirement for effective mortality and morbidity reporting. This reinforces the

need for common semantic standards, high-quality coded data, and consistent implementation of

international classifications such as ICD-11 to enable meaningful exchange, linkage, and reuse

of health data.

This training is organized in the scope of EU-supported actions under the EU4Health

Programme, implemented by the World Health Organization Regional Office for Europe, which

aim to strengthen health information systems, health data governance, data quality, and

interoperability across the WHO European Region.

This training builds on World Health Organization guidance on digital health and

interoperability, and positions ICD-11 not only as a statistical classification, but as a core

semantic component within interoperable digital health ecosystems. The programme recognizes

that successful ICD-11 implementation must be aligned with national digital health architectures,

interoperability frameworks, and European data governance priorities.

Scope of the training

The scope of the training is to build national capacity for implementing ICD-11 for mortality and

morbidity reporting within interoperable digital health systems.

Purpose

The purpose of this training is to strengthen national capacity for the implementation of ICD-11

for mortality and morbidity reporting, with a specific emphasis on interoperability. The training

aims to equip participants with the conceptual understanding and practical skills needed to

integrate ICD-11 into interoperable health information systems that support high-quality

reporting, data exchange, and secondary use of health data.

Objectives

The main objectives of the training are to:

• Strengthen understanding of ICD-11 implementation for mortality and morbidity

reporting in the context of digital health systems.

• Enhance interoperability readiness by demonstrating how WHO Family of International

Classifications (WHO FIC), particularly ICD-11, supports semantic interoperability across

information systems and data flows.

• Provide hands-on experience with ICD-11 tools, coding scenarios, mapping considerations,

and implementation planning.

• Support sustainable transition planning from ICD-10 to ICD-11 at national level, taking

into account governance, capacity, and system readiness.

Target Audience

The training is intended for senior-level professionals involved in the production, management,

standardization, and use of mortality and morbidity data, including:

• National ICD country focal points from Western and Northern European countries.

• Health information system and interoperability leads

• Mortality and morbidity statistics specialists

• Digital health and data standards experts

• Ministry of Health officials with responsibility or authority for disease classification,

reporting, or digital health governance

Participants are expected to have sufficient technical background and institutional roles that

enable them to contribute to, or influence, national ICD-11 implementation and interoperability

efforts.

The Eleventh Revision of the International Classification of Diseases (ICD-11) is a digital-first, multilingual, and interoperable international standard essential for improving the national health information systems including data quality, comparability, and reuse of mortality and morbidity data.

To support coordinated implementation of ICD-11 and other WHO Family of International Classifications (WHO-FIC), the WHO Regional Office for Europe established the WHO-FIC European Network in 2021. The Network brings together national focal points and experts to support experience exchange, capacity building, and harmonized use of international classifications across the Region.

In this context, the WHO Regional Office for Europe, with support from the European Union, is organizing an in-person training entitled “ICD-11 for Interoperable Mortality and Morbidity Reporting”, to be held in Copenhagen, Denmark, from 9 to 13 November 2026. The training will strengthen national capacity for ICD-11 implementation within interoperable digital health information systems and support alignment with the regulatory aspects. It will combine ICD-11 technical content with sessions on semantic interoperability, digital integration of WHO-FIC classifications, governance, and secondary use of health data. Additional information about the training is provided in the attached scope and purpose document and provisional program.

In this context, we kindly invite you to nominate two national focal points for ICD-11 to join the WHO-FIC European Network and attend the above-mentioned training. The nominated participants should have responsibility or decision-making authority related to ICD-11, mortality and morbidity reporting, semantic interoperability, or health data governance.

Given the technical nature of the workshop and in view of strategic discussion regarding ICD-11 implementation planning we would kindly suggest that your nominations include your ICD country

focal point, or that you identify within the MoH participants at a senior level with ICD competency, responsibility and authority. WHO will cover the travel and accommodation costs for two nominated participants, in accordance with WHO rules.

We are also working closely with Health Information Network members to raise awareness of ICD-11 and have recently asked them to support completion of the WHO-FIC Implementation and Information Tracker (iMINT) survey, with a focus on ICD-11. Where possible, we strongly recommend that one of the nominated participants be the person coordinating the iMINT survey in the country.
