Thank you for waiting so patiently for our response.
We went trough “metadata” descriptions with Heidi and we agree with all of them.
A distinctive feature of the YGSS service is that young people enter the service through and work closely with a dedicated specialist and the support period may last up to 6+6 months. This means that even when a young person receives additional support through other measures or services during this period (e.g. returning to education, employment support or other support services), they remain under the supervision and guidance of their YGSS specialist. Therefore, the six-month period should not be interpreted as a time during which the young person receives no other support. YGSS continues to provide counselling and case management functions throughout the process. For example, a young person enters the YGSS service while unemployed. Within four weeks of entering YGSS, they are referred to and begin receiving services from the Unemployment Insurance Fund. From the YGSS perspective, this does not mean that the young person has exited the service. Instead, they remain simultaneously engaged with both the Unemployment Insurance Fund and YGSS, with the YGSS specialist continuing to provide counselling, guidance, and case management support. In YGSS monitoring, the young person would only be considered to have exited the service once they have achieved the agreed outcome, such as obtaining employment.
When assessing outcomes and effectiveness, it is important to distinguish between the impact of the service and the role of the specialist, as well as to analyse in which cases YGSS support alone was sufficient and in which cases additional services or measures needed to be involved.
Data collection for analysing the effectiveness and outcomes of YGSS is currently underway. In the future, we aim to develop a more automated data collection system, enabling more comprehensive and reliable monitoring, analysis, and evaluation of the service's impact.
We also intend to ensure that future data collection captures information on repeat entries into the service, allowing for a better understanding of young people's longer-term pathways and support needs.

In an attempt to align as much as possible the data provided for YGSS, for the statistics to be aggregated with the PES data, we have transferred the provided figures in the YG standard template and produced estimates for stock figures.
Please see attached for your reference. The tab “metadata” has description of any deviations from the common methodology and any considerations. I would be grateful if you could confirm you are in agreement of the text added, so we can proceed with preparing the data for subsequent analysis.

We do have some information on participants' outcomes after leaving the service. For 2025, 1,046 participants exited the service, of whom 192 are recorded as having moved into education and 12 into employment. However, the dataset does not currently provide a comprehensive breakdown of the situation of all participants at the point of exit. Therefore, I am not certain that the data can be directly used for ESF+ exit-status reporting without further validation of the definitions and coverage.
At this stage, it is difficult to provide a reliable assessment about entrants information. We have currently ongoing data collection received only from 6 out of 21 regions, so the information available is not yet sufficiently complete to draw conclusions about the overall share of YGSS participants who may also be registered with the PES. We expect to be able to provide a more robust assessment once data collection has been completed.

This is very helpful.
A follow-up question, if I may – do you collect any information on situation of participants when they exit that can be utilised for the breakdowns? For ESF+ we are aware the indicators usually monitor employment and education/training, which would be useful to populate. @[email protected] we are mindful that otherwise the data will affect the YG indicators.
Regarding entrants data, we will make a note that information will be available for the next round of data collection. It would be useful to interpret the data though, if you already have an indication (maybe from project providers) on whether the share of participants in the YGSS that are possibly also in the PES data is likely to be small or substantial.

As of December 31, 2024, there were 1,569 young people in the program.
I had mistakenly included information stating that the total for 2025 was 691 + 1,571; the actual number was 691 + 1,569. Therefore, a total of 2,262 young people participated in the program in 2025.
I can provide monthly data in the second half of July, if necessary, once the program director returns from vacation.
I received a letter from the Ministry of Education and Research. As usual, a separate YG monitoring letter was also sent there. There is a new contact person: Liisa Lints ([email protected]). New YG measures have been introduced, and in the future, it will be important that their results are also reflected from Estonia’s perspective. Could you please add her to the relevant contact list?

Through this initiative, we aim to reach 5,000 vulnerable young people during the 2024–2027 period; currently, the number stands at approximately 3,200.
The data submitted is correct. We will receive the results for the 2024–2027 period all at once, once they are released by the implementing agency responsible for the call for proposals. Hopefully, we will be able to use this data as early as 2027 for the year 2026.

Thank you for providing the YG data for 2024.
Re the YG Support System data, we don't see any reason to exclude them. However, please clarify in the metadata:
whether there is any risk of double-counting with PES data
Answer: Since the young people in the target group may receive support from several measures at the same time, there may be some overlap.
any deviations from the methodological manual
Answer: Methodologically, it is correct.
whether there is information on the destination of exits. (i.e. are all participants reported as exits to unknown destination?
Answer: Within the framework of our support system, the majority of young people successfully move on. For some, this results in finding a job (information about which we receive with a delay once the open calls round ends); for others, it means, for example, continuing their education or escaping a disadvantaged situation. In addition, some are referred to other services. The target for the open application round is that 25% must enter the labor market. We work extensively with young people who are not fulfilling their educational obligations. As I mentioned earlier, we receive information about employment from the implementing agency responsible for the application round with a delay.

Answer: This year, we will conduct a more thorough analysis and gather information on where young people have “exit.” At the moment, our own specialists do not have access to this database. We plan to conduct this analysis annually going forward, and an IT system is currently being developed to better facilitate this.

I am sending the PES YG monitoring information.
I am including separate information stating that, to implement the Youth Guarantee, a support service called the Youth Guarantee Support System is also offered (implemented by local governments and supported by our ministry). I am including statistical data here separately (focused on young people in vulnerable situations).
If you provide a more specific recommendation, I can also add this to our table. At the moment, the table you sent contains only PES information, so it needs to be supplemented.
This is the Youth Guarantee Support System, which is funded through an open call for proposals under the European Social Fund+. Therefore, we have information on participation, and we will receive information on results once the activities have been completed. The implementing agency (the State Support Services Center) will then receive data on how many of them have entered the labor market. Since the project action plans span three to four years, we will receive the first results in 2027.
