Jina KIM Vice Minister of Foreign Affairs
Dr. Jina Kim is the Second Vice Minister of Foreign Affairs of the Republic of Korea. She is currently on leave from her position as a faculty member in the Division of Language and Diplomacy at Hankuk University of Foreign Studies, where she has served since 2021. From 2012 to 2021, she worked at the Korea Institute for Defense Analyses (KIDA), where she served as Chief of the North Korean Military Research Division during her tenure.
Dr. Kim has also served on the United Nations Advisory Board on Disarmament Matters and held numerous advisory roles, including with the National Security Office of the Blue House, the ROK-U.S. Combined Forces Command, the Ministry of Unification, the Ministry of National Defense, the Joint Chiefs of Staff, and the Republic of Korea Air Force.
She holds a Ph.D. in International Relations from the Fletcher School of Law and Diplomacy at Tufts University.
II. Opening Remarks
Youngbin YOON Administrator of Korea AeroSpace Administration
Dr. Youngbin Yoon holds a Ph.D. in Aerospace Engineering from the University of Michigan, USA, and both a Master’s and Bachelor’s degree in Aerospace Engineering from Seoul National University, Korea.
Dr. Yoon has played a central role in Korea’s national space programs through his work on major committees and project bodies. He contributed to launch vehicle development as a Member of the Korea Space Launch Vehicle Development Project Committee in 2015 and supported Korea’s space exploration plans through the Lunar Explorer Development Project Committee in 2016. He also helped shape Korea’s long- term space R&D strategy by serving on the Space Development Promotion Committee in 2013 and the Space Technology Development Project Committee in 2018.
In addition, Dr. Yoon strengthened Korea’s aerospace capabilities through leadership roles such as President of the Institute for Liquid Atomization and Spray Systems (Asia in 2019, Korea in 2020) and President of the Korean Society of Combustion in 2016. His contributions to the space sector were recognized in 2021 with his appointment to the National Academy of Engineering of Korea.
In 2024, Dr. Yoon was appointed as the first Administrator of the Korea AeroSpace Administration (KASA), where he now leads Korea’s national space strategy, development projects, and international cooperation in the aerospace sector.

Maged ISMAIL Chief Executive Officer of the Egyptian Space Agency
Dr. Maged Ismail Mohamed Ismail was Born in Cairo, Egypt, in 1970, He has extensive experience in the field of space technology. Throughout his career, he has held several key leadership and supervisory positions, contributing significantly to institutional development and the enhancement of national capabilities in space technology centers.
Career Positions and Leadership Roles: - Head of AIT Sector at Space Technology Center 2014 -2021 - Deputy Director at Space Technology Center 2021-2022 - Director of Space Technology Center 2022-2024 - Head of the Space Technology Transfer Program Management Committee 2024 - Former Member of the Board of Directors, Egyptian Space Agency 2022 -2024 Currently, He is the Chief Executive Officer of the Egyptian Space Agency upon the presidential decree No. 439/2025 since 19/8/2025.
Dr. Maged holds both a Master’s and a Ph.D. in Electrical Engineering. He has extensive experience in leading and managing strategic programs and projects in the fields of space technology and satellite systems. Since 2008, he has played an active role in the National Space Technology Transfer Program.
Dr. Maged has contributed to the training and qualification of technical and engineering personnel in disciplines related to space and satellite technology, supporting the development of national expertise in this field.

Jaehyung LEE Director-General of Korea AeroSpace Administration (KASA)
As a career diplomat with over 25 years’ experience, she has been involved in many economic, environmental, science and technology negotiations both at the bilateral and multilateral levels. She was the Chair and lead negotiator for APEC AI Initiative adopted at APEC 2025 Gyeongju and Seoul Declaration adopted at the AI Seoul Summit in May 2024. She was the head of Second Committee and ECOSOC Team of the Korean Permanent Mission to the UN from 2018 to 2021. As Director of Multilateral Economic Organizations Division of MOFA, she participated in G20 in Hamburg, Germany (2017) and OECD Ministerial Conference (2017). As Director of Economic Legal Affairs Division of MOFA, she led the Korean delegation to numerous negotiations on bilateral economic agreements including BIT, Air service agreement and social security agreements. She also participated in many climate change negotiations including the UNFCCC COP16 (2010), COP17 (2011), COP26 (2021) and COP27 in Dubai in 2022.
She holds BA and MA both from Seoul National University, and a Ph.D. in political science from Yale University.
Mr. Jaehyung Lee earned his Bachelor’s and Master’s degrees in Computer Science from KAIST (Korea Advanced Institute of Science and Technology) and completed an MBA at the University of British Columbia, Canada.
Mr. Lee served as the Director of the Korea Space Weather Center in 2011. In 2021, he further advanced his career as the Director of the Artificial Intelligence Policy Division at the Ministry of Science and ICT.
In 2023, Mr. Lee was appointed as the Head of the Task Force for the establishment of KASA, leading efforts for the agency’s founding. Since KASA’s establishment in 2024, he has served as the Director-General of KASA, where he currently oversees Korea’s national budget, legal affairs, and international cooperation in the aerospace sector.

Jason J. Hyon has served as Chief Technologist for the Earth Science and Technology Directorate (ESTD) since 2003 at NASA’s Jet Propulsion Laboratory in Pasadena, California, and currently also serves as Director of the Quantum Space Innovation Center. In these roles, he has led strategic technology planning, guided investment in emerging capabilities, and organized major NASA technical workshops, while advancing cutting-edge technologies for NASA Earth science missions. Previously, he managed the development of ground data systems for NASA Earth science missions. His technical interests include microwave remote sensing; lidar and quantum technologies; real-time systems; data systems and large-scale archival architectures; and AI/ML-based digital twins. He has authored numerous technical publications and is the recipient of the NASA Outstanding Leadership Medal, the NASA Exceptional Achievement Medal, and multiple JPL Magellan Awards.
Zhannur Myngyshpanova is the Deputy Director of the Business Development Department at JSC NC Kazakhstan Gharysh Sapary, where she coordinates key areas related to the commercialization of satellite technologies, the development of international cooperation, and the global promotion of the company’s space capabilities. A graduate of KIMEP University with a degree in Finance, she received a full university grant after winning a national mathematics Olympiad—an achievement that followed her studies at the prestigious Republican Physics and Mathematics School, renowned for preparing gifted students in STEM.
Zhannur began her career in the oil and gas sector at Tengizchevroil, progressing from Accountant to Senior Internal Auditor over four years and earning three promotions. This experience provided her with a deep understanding of methane emissions, operational risks, and compliance processes within the energy industry—knowledge that later became foundational in her transition to the space sector.
In 2021, she founded and successfully developed the international jewelry brand Miss Silver, leading its digital transformation, establishing production, and managing a team of eight.
In 2025, she assumed the position of Chief Commercial Manager at Ghalam LLP, where she was responsible for developing international partnerships, representing the company’s projects abroad, preparing RFIs and business plans, organizing the international Space Days Kazakhstan event, and overseeing digital initiatives. It was in this role that Zhannur began an in-depth study of the satellite industry, particularly greenhouse gas monitoring technologies, and immersed herself in analyzing the technological and commercial aspects of the new space economy.
She also organized a major international roundtable on greenhouse gases, bringing together nine expert speakers from various countries, including South Korea, thereby strengthening Kazakhstan’s international dialogue on climate innovation. Her leadership and achievements led to her appointment as Deputy Director for Business Development at KGS.
In her current role, she focuses on expanding the distribution of satellite technologies, attracting international partners, and developing new markets for satellite manufacturing and space services. Zhannur continues to advance the development of Kazakhstan’s space industry by integrating technological innovation, climate priorities, and international cooperation.

In 2025, three years after founding UNASTELLA, Jae Park achieved the first private rocket launch in South Korea with UNA EXPRESS-I. He previously developed European engines at DLR, earned an M.S. from TU Berlin. And gained experience in rocket industry at Vitzro Nextech and Perigee Aerospace.
Win Marshal J. Bronzewall is chief global business officer of INNOSPACE joined in 2019. In this role, he is responsible for global sales, launch operations across its global launch sites, global expansion, and also managing INNOSPACE’s subsidiaries. Based in South Korea, he leads all commercial and customer relationship activities executing strategic initiatives for securing global launch sites. He brings to this tole 12 years of global business management experience in the manufacturing sector with a background in Electrical & Electronics Engineering before joining INNOSPACE, he had multi-cultural, inter-disciplinary experience working for Indian, American, and Korean companies. Win holds an MBA from Jack Welch Management Institute, Strayer University.

Rogério Luiz Veríssimo CRUZ Director of Governance for the Space Sector of Brazilian Space Agency
He is a retired General Officer of the Brazilian Air Force, holding a bachelor’s degree in Aeronautical Sciences from the Air Force Academy (1982), a master’s degree in Aerospace Sciences from the Air Force University (2005), and a master’s degree in Mechanical Engineering from the University of Brasília (2023). In military aviation, he accumulated more than 4,800 flight hours in various types of aircraft and is a Flight Group Leader in the Fighter Aviation. In the space sector, he served as Director of the Alcântara Launch Center (CLA), headed the Space Activities Division of the Ministry of Defense, led the Space Activities Section of the Air Force General Staff, and held the position of Director of Space Transportation and Licensing at the Brazilian Space Agency (AEB). He is currently Director of the Space Sector Governance Directorate at AEB.

Sean WILSON Founder and CEO of the Mirai Group
Sean Wilson is the Founder and CEO of the Mirai Group (TMG), which provides strategic advice and support to clients interested in international partnerships in the aerospace and emerging technologies sectors.
Prior to founding TMG, Sean had an extensive career in the U.S. government, including serving as former Director of International Space Policy for the U.S. National Space Council. He also worked at the U.S. Department of State in the Office of the Under Secretary for Arms Control and International Security, the Office of Emerging Security Challenges, the Office of Missile Defense and Space Policy, and the Office of Korean Affairs. He also completed rotations in the Department of Defense during his time as a Presidential Management Fellow and in the Japanese government during his time as a Mansfield Fellow.
In addition to leading TMG, Sean serves as a Vice President at League Advisors, an independent investment bank providing advisory services to middle-market companies and investors in the United States and globally. He is also a Senior Associate (Non-Resident) at the Center for Strategic and International Studies (CSIS).
He earned a M.A. in International Affairs at the George Washington University and a B.S. in International Affairs at Georgia Tech.
Moderator Aysha ALHARAM Chief of Satellite Design and Development of Bahrain Space Agency
Eng. Aysha Khalid Alharam is the Chief of Satellite Design and Development at the Bahrain Space Agency (BSA) and one of the region’s leading figures in satellite engineering, lunar exploration, and advanced space technologies. She is the first Bahraini Space Engineer and the first Arab woman to command a satellite launch mission.
Eng. Alharam leads national satellite and space exploration projects such as the AlMunther Satellite, advanced AI-enabled payloads, the LunaSENSE lunar initiative, and major international collaborations with global space agencies and research institutions. Her leadership extends to systems engineering, mission design, satellite operations, ground-segment development, and payload-to-launch readiness.
A committed researcher and innovator, Eng. Alharam has authored and co-authored over 60 peer-reviewed scientific papers in satellite systems, artificial intelligence, cybersecurity, and remote sensing, many presented at major international platforms, including the International Astronautical Congress (IAC). She has also delivered more than 80 national and international workshops, contributing significantly to national talent development, public awareness, and positioning Bahrain as an emerging space nation.
Her work has earned her prestigious recognition, including two Royal Awards from His Majesty the King: the National Action First Class Medal and the Competence Medal First Class. She is also the first Arab woman to receive the IAF Young Space Leader Award and was selected among the Top 20 Under 35 Global Space Professionals by SSPI.
Eng. Alharam represents Bahrain in international working groups, high-level delegations, and specialized committees. She plays a vital role in shaping Bahrain’s future in satellite autonomy, deep-space exploration, and AI-driven space systems while mentoring the next generation of engineers and innovators.
She holds Master’s degrees in Electrical and Computer Engineering (Space Systems Technology) and Information Technology (Cybersecurity). Her vision is to elevate Bahrain as a regional hub for satellite innovation and future space leadership.

Ahmed FARRAG General Manager of Micro Satellite Program of Egyptian Space Agency
Dr. Ahmad Farrag is a senior space engineering professional with more than two decades of experience in satellite attitude and orbit control systems (AOCS), flight dynamics, and spacecraft mission development. He currently serves as the General Manager of the Microsatellite Program at the Egyptian Space Agency (EgSA), where he leads national efforts in designing, building, and operating next-generation Earth- observation microsatellites.
Dr. Farrag holds a Ph.D. in Electrical Engineering, with research focused on advanced control algorithms for satellite swarms. His academic background also includes an M.Sc. in attitude magnetic control for remote-sensing satellites and a B.Sc. in electrical engineering with specialization in automatic control.
Dr. Farrag has played key technical and leadership roles across multiple flagship national space missions. He previously led the Attitude and Orbit Control department at EgSA, serving as AOCS team leader for NexSat-1, the NarssCubeSat1/2 missions.
He has authored and co-authored several peer-reviewed publications on satellite control systems, CubeSat mission design, space-debris techniques, and Earth-observation satellite swarms.

Jae-Pil PARK CEO of Nara Space
Jae-Pil Park is the Chief Executive Officer and co-founder of Nara Space Technology, a South Korean startup providing end-to-end smallsat manufacturing (<50 kg) and data analytics services for finance, natural disaster monitoring, environmental management, and smart city applications.
Founded in 2015, Nara Space Technologies has grown today into a team of 80+experts, having contributed to more than 20 domestic and international space technology projects along the way.
At Nara, Jae-Pil leads the company strategy and operations, establishing the company as a key player for comprehensive cubesat solutions in South Korea. Under his leadership Nara Space, saw the successful launch of the company’s first 16U Earth Observation satellite, Observer-1A in November 2023 marking an important milestone as South Korea’s first commercial cubesat mission.
He holds degrees in systems engineering from Yonsei University and is a passionate science and space communicator, contributing regularly to his Alma mater campus events or playing host for NaraSpace’s Youtube channel.

Dr. SangHoon Oh got his PhD in Astronomy at Seoul National University. Before joining SPACEBEAM, he served as a lead of the gravitational wave research team in National Institute for Mathematical Sciences. He jointly won the 2016 Special Breakthrough Prize in Fundamental Physics as a member of LSC.

SungMoon LEE CEO of UZURO Tech
Sungmoon Lee is the Founder and CEO of UZURO Tech, leading the company since 2018. He is in charge of the COSMIC CubeSat mission, launched as a secondary payload on the Nuri (KSLV-II) 4th mission. He also participated as a Working Group Member for the 2nd National Space Risk Preparedness Basic Plan under the Ministry of Science and ICT from 2023 to 2024.

Khumoyun RAKHMONOV Chief Specialist of Department of Science, Innovation and Technology Transfer of Uzcosmos
My name is Khumoyun Rakhmonov, and I currently lead the Department for Strategic Development of Science and Space Education at the Uzcosmos Agency. My work focuses on expanding space education in Uzbekistan, building scientific and educational programs, and developing international partnerships that connect our country to the global aerospace community.
I began my professional journey in the oil and gas sector as a directional drilling engineer, which gave me a strong technical background and hands-on experience with complex engineering systems. As my interests evolved, I shifted toward management and innovation. I completed my MBA at the Graduate School of Business and Entrepreneurship under the Cabinet of Ministers of Uzbekistan, where my research explored ways to enhance business management efficiency in the context of digital transformation. Several of my findings were later published in academic journals.
At Uzcosmos, I work on initiatives that help cultivate the next generation of engineers, researchers, and STEM leaders. I coordinate international internship programs, national STEM competitions such as CanSat and SpaceCamp, geospatial education projects, and research-based learning activities, including near-space missions and satellite design training.
A major part of my work is laying the foundation for a national R&D ecosystem in the space sector. This includes contributing to the development of an analog space station, modern laboratories, and an emerging satellite engineering infrastructure in Uzbekistan.
My long-term mission is to help position Uzbekistan as an active and capable participant in the global space economy, while creating opportunities for young people to study, innovate, and carry out meaningful research at an international level.

Victor brings diverse experience across business management, strategy consulting, and corporate development.
Before joining Telepix, he led INFINITT Healthcare’s overseas business, managing nine subsidiaries and corporate development projects. Previously, he advised private equity portfolio companies on strategic and operational initiatives in Korea. Earlier, he handled financial management for IT products at Samsung Electronics.
He holds a B.A. in Applied Math & Statistics and Economics from Johns Hopkins University, and an MBA from INSEAD.

Since 2011, I have been working at the Korea Aerospace Research Institute (KARI), specializing in Aerospace AI/Big data Research. My primary focus is on the utilization of diverse payloads, including SAR, RF, and IR recent research area As an expert in utilizing SAR, RF, and IR, as well as high-temporal resolution small satellite constellations. Since 2022, I have served as the Project Manager for KSIS Application System project, leading the development of utilization technologies and systems specifically for maritime security.
Moderator Fariz OUTAMAZIRT Senior Advisor of Geospatial Service of Ministry of National Defense of Algeria
Dr. Fariz OUTAMAZIRT is a distinguished expert in Electrical Engineering, Space Science, and Geospatial Data Analysis, with a strong focus on both national capability development and international space governance.
Education and Expertise His extensive academic background began with an Engineer degree in Electrical Engineering from the Polytechnic Military School, Algeria (2002). He specialized in Satellite Communications, earning an M.S. in Space Science and Technology from the Regional Center for Space Science and Technology (CRASTE-LF) in Morocco (2004). He completed his academic journey by receiving a Ph.D. in Automation Science and Electrical Engineering from Beihang University, Beijing, China, in 2016.
His current research is focused on multi-sensor fusion data analysis, a field in which he has authored several scientific publications in reputable journals.
International and National Contributions
He plays a key role in global space diplomacy and policy. Since 2018, he has participated as an expert representative for Algeria within the Scientific and Technical Subcommittee of the UN Committee on the Peaceful Uses of Outer Space (COPUOS). In alignment with Algeria’s permanent membership in COPUOS, he was appointed to a five-year mandate as the Algerian Focal Point for the Long-Term Sustainability Working Group 2.0 (LTS WG 2.0). This crucial role aims to ensure the continuity and development of the national space program within the international framework.
Nationally, his work is centered on developing Algeria’s satellite communication capacities in collaboration with the Algerian Space Agency. A core part of this responsibility involves enhancing the accessibility and use of national geospatial data to facilitate analysis, decision-making, and data-driven insights.
Specialized Training and Data Center Role
His technical expertise is underpinned by specialized training in Linux, Databases (Oracle), Remote Sensing, GPS, GIS, and Image Analysis, acquired through extensive courses in India (2006).
Furthermore, he contributes to global security initiatives, having joined the technical staff of the Algerian National Data Centre (CND-DZ) in 2021. He actively participates in the work of the CTBTO Preparatory Commission, having attended relevant working group sessions and training courses on accessing and analyzing Waveform IMS Data and IDC Products, with a recommendation to be nominated as a Principal User for data analysis evaluation.

Bong Won SOHN Head of the SKA and ALMA Center of Korea Astronomy and Space Science Institute
Dr. Bong Won Sohn is a Principal Researcher at the Korea Astronomy and Space Science Institute (KASI) and serves as the Head of the SKA and ALMA Center, spearheading Korea’s strategic participation in the world’s premier radio astronomy infrastructures. He received his Ph.D. in Radio Astronomy from the University of Bonn, Germany, and further honed his expertise in global scientific collaboration as a postdoctoral researcher at the Max Planck Institute for Radio Astronomy.
A renowned expert in Active Galactic Nuclei (AGN) and Very Long Baseline Interferometry (VLBI), Dr. Sohn played a pivotal role in the Korean participation of the Event Horizon Telescope (EHT) collaboration, contributing to the historic first imaging of a supermassive black hole—a milestone achievement recognized with the 2020 Breakthrough Prize in Fundamental Physics. His leadership extends to the operation and stabilization of the Korean VLBI Network (KVN) and the expansion of regional cooperation through the East Asian VLBI Network (EAVN).
Currently, he bridges the gap between fundamental astrophysical research and national space policy, overseeing Korea’s engagement with the Atacama Large Millimeter/submillimeter Array (ALMA) and the Square Kilometre Array (SKA) Observatory. As a scientific diplomat connecting academia, industry, and government, Dr. Sohn is dedicated to advancing space exploration through robust international partnerships. At this forum, he moderates the session on expanding space exploration, facilitating high-level dialogue between global space agencies and the commercial space sector.

Inie Nør Madsen is Science & Innovation Attaché at the Danish Embassy in Korea, where she is part of the management of Innovation Centre Denmark Seoul - one of seven global centres located at innovative hotspots around the world.
Inie Nør Madsen has been posted in Korea since January 2022, and as a representative of the Danish Ministry of Higher Education and Science, she supports Danish- Korean Science and Innovation collaboration, including Government-to-Government agreements, delegation programs, researcher networks and talent initiatives.
Inie Nør Madsen works across different technology fields, but with a strong emphasis on topics closely related to Danish national research priorities such as quantum science, space technology, renewable energy and robotics & AI.

Abdulla ALSHEHHI Head of Strategic Research of Space Policy Department of UAE Space Agency
Abdulla Ahmad Alshehhi is a prominent leader in the United Arab Emirates’ space sector, serving as Head of Strategic Research at the UAE Space Agency since October 2021. In this capacity, he guides the nation’s strategic research agenda, directing policy development, scientific roadmapping, and long-term planning efforts that support the UAE’s ambitions in global space exploration. His work ensures the integration of advanced research, national priorities, and international partnerships into the UAE’s evolving space ecosystem.
Alshehhi joined the UAE Space Agency in 2016 and has held several key roles, including Thermal Subsystem Engineer and Acting Head of the Space Science and Technology Section. His technical expertise was instrumental to the Emirates Mars Mission, developed in collaboration with the Mohammed Bin Rashid Space Centre. He contributed significantly to the thermal subsystem of the Hope Probe, supporting its successful arrival at Mars in 2021—a landmark achievement for the Arab world.
In addition to his national responsibilities, Alshehhi plays a growing role on the international stage through his contributions to the United Nations Office for Outer Space Affairs. His involvement includes supporting global dialogue on space sustainability, participating in expert discussions on capacity-building for emerging space nations, and contributing to working groups focused on responsible space exploration and the peaceful use of outer space. Through this work, he helps align the UAE’s national strategies with international best practices while strengthening the country’s position as a constructive voice in multilateral space cooperation.
Alshehhi has also led initiatives that integrate Fourth Industrial Revolution technologies—such as virtual reality, nanotechnology, and advanced materials—into space-sector applications. His leadership in crafting the National Space Science and Technology Policy has been fundamental in defining the UAE’s long-term priorities for research and innovation. He holds a Bachelor of Engineering in Mechanical Engineering from RMIT University and a Master of Science in Mechanical Engineering jointly awarded by the Massachusetts Institute of Technology and Masdar Institute of Science and Technology. His research spans renewable energy forecasting, feasibility assessments for regional rocket launches, and innovative Mars exploration vehicle concepts.
A strong advocate for leveraging space technologies to address global challenges, Alshehhi emphasizes satellite-based environmental monitoring and climate resilience. Through both national leadership and international engagement, he continues to advance the UAE’s position as a global pioneer in space exploration, sustainability, and scientific development.

Dr. Jaeho Lee, Vice President of UEL, holds a Ph.D. in Space Construction from Hanyang University. He previously worked as a Senior Researcher at the Hanyang University International Space Exploration Ins titute and as a Researcher at KICT. He also participated in NASA’s Lunabotics Competition and achieved top results in the NASA 3D-Printed Habitat Challenge.
Dr. Nikolay Vedenkin, CTO of KAIROSPACE, holds a Ph.D. in Space Physics from Moscow State University (MSU). He has extensive experience in the development of spacecraft for Earth-orbit missions and deep-space exploration. At KAIROSPACE, he leads technology strategy and advanced system design across optical payloads, CubeSat platforms, and next-generation space systems.

Main Purpose
As the global space landscape continues to evolve, the international community increasingly recognizes the pivotal role of the private sector in space activities. In light of this, close collaboration between government and space industry has become more critical than ever.
Korean space companies with strong manufacturing capabilities, technological expertise, and an innovative spirit are expanding their business across various space value chains and seeking opportunities to work with global partners. To help facilitate such partnerships between Korean space companies and international space agencies, the Ministry of Foreign Affairs of the Republic of Korea will convene the Global-ROK New Space Forum and explore concrete opportunities for cooperation and foster mutually beneficial partnerships among all participants.

* Alternatively, a procurement or international cooperation official from any ministry relevant to the space industry would also be welcome.
(Support) The ROK Ministry of Foreign Affairs will provide round-trip airfare and two nights’ accommodation for the two delegates from each country. We are planning to arrange a one-on-one meeting session with Korean companies in the afternoon of Day 1 at the request of the invitees.
* We will circulate the details of participating Korean space companies in due course, from which you will be asked to provide a list of preferred counterparts (4-5) for one-on-one meetings.
Roles of Invitees
• Space Development Policy Officials may participate in multinational panel discussions alongside Korean space entities, and provide a brief overview of their country’s national space development policy with a focus on commercial engagement.
* Two panel sessions will be prepared and each panel will include three delegates from different countries and two representatives from Korean entities. For your reference we will share guiding questions in advance.
• Procurement / International Cooperation Officials are expected to participate in one-on-one meetings with up to 5 Korean space companies to explore potential partnership.

Greetings from the Embassy of the Republic of Korea in Estonia.
I am writing regarding the 2nd Global-ROK New Space Forum, which is scheduled to take place in Seoul on 16–17 November 2026, hosted by the Ministry of Foreign Affairs of the Republic of Korea.
The Forum will bring together senior officials and experts responsible for space policy, policy development, international cooperation and procurement from 16 countries, including Estonia. Its primary objective is to promote international cooperation in the space sector and create practical opportunities for Korean private space companies to engage with potential international partners.
For Estonia, we would be particularly pleased to invite the following two officials to participate in the Forum:

Given their respective responsibilities and expertise in Estonia’s space policy, international cooperation and space industry development, we believe their participation would provide an excellent opportunity to further explore practical cooperation between the Korean and Estonian space sectors.
The main programme is expected to include keynote speeches, an overview of Korea’s space policy, panel discussions, networking among participating delegates, and one-on-one meetings between invited delegates and Korean space companies. Further details of this year’s programme and participating Korean companies will be provided in due course.
For reference, we are attaching the Concept Note and programme from last year’s Global-ROK New Space Forum. While the dates and detailed arrangements in these materials relate to last year’s Forum, we hope they will provide a useful reference regarding the overall purpose and format of the event.

Jina KIM Vice Minister of Foreign Affairs
Dr. Jina Kim is the Second Vice Minister of Foreign Affairs of the Republic of Korea. She is currently on leave from her position as a faculty member in the Division of Language and Diplomacy at Hankuk University of Foreign Studies, where she has served since 2021. From 2012 to 2021, she worked at the Korea Institute for Defense Analyses (KIDA), where she served as Chief of the North Korean Military Research Division during her tenure.
Dr. Kim has also served on the United Nations Advisory Board on Disarmament Matters and held numerous advisory roles, including with the National Security Office of the Blue House, the ROK-U.S. Combined Forces Command, the Ministry of Unification, the Ministry of National Defense, the Joint Chiefs of Staff, and the Republic of Korea Air Force.
She holds a Ph.D. in International Relations from the Fletcher School of Law and Diplomacy at Tufts University.
II. Opening Remarks
Youngbin YOON Administrator of Korea AeroSpace Administration
Dr. Youngbin Yoon holds a Ph.D. in Aerospace Engineering from the University of Michigan, USA, and both a Master’s and Bachelor’s degree in Aerospace Engineering from Seoul National University, Korea.
Dr. Yoon has played a central role in Korea’s national space programs through his work on major committees and project bodies. He contributed to launch vehicle development as a Member of the Korea Space Launch Vehicle Development Project Committee in 2015 and supported Korea’s space exploration plans through the Lunar Explorer Development Project Committee in 2016. He also helped shape Korea’s long- term space R&D strategy by serving on the Space Development Promotion Committee in 2013 and the Space Technology Development Project Committee in 2018.
In addition, Dr. Yoon strengthened Korea’s aerospace capabilities through leadership roles such as President of the Institute for Liquid Atomization and Spray Systems (Asia in 2019, Korea in 2020) and President of the Korean Society of Combustion in 2016. His contributions to the space sector were recognized in 2021 with his appointment to the National Academy of Engineering of Korea.
In 2024, Dr. Yoon was appointed as the first Administrator of the Korea AeroSpace Administration (KASA), where he now leads Korea’s national space strategy, development projects, and international cooperation in the aerospace sector.

Maged ISMAIL Chief Executive Officer of the Egyptian Space Agency
Dr. Maged Ismail Mohamed Ismail was Born in Cairo, Egypt, in 1970, He has extensive experience in the field of space technology. Throughout his career, he has held several key leadership and supervisory positions, contributing significantly to institutional development and the enhancement of national capabilities in space technology centers.
Career Positions and Leadership Roles: - Head of AIT Sector at Space Technology Center 2014 -2021 - Deputy Director at Space Technology Center 2021-2022 - Director of Space Technology Center 2022-2024 - Head of the Space Technology Transfer Program Management Committee 2024 - Former Member of the Board of Directors, Egyptian Space Agency 2022 -2024 Currently, He is the Chief Executive Officer of the Egyptian Space Agency upon the presidential decree No. 439/2025 since 19/8/2025.
Dr. Maged holds both a Master’s and a Ph.D. in Electrical Engineering. He has extensive experience in leading and managing strategic programs and projects in the fields of space technology and satellite systems. Since 2008, he has played an active role in the National Space Technology Transfer Program.
Dr. Maged has contributed to the training and qualification of technical and engineering personnel in disciplines related to space and satellite technology, supporting the development of national expertise in this field.
Keynote Speech Minyoung HAN Director-General for Climate, Environment, and Scientific Affairs Bureau of Ministry of Foreign Affairs
Jaehyung LEE Director-General of Korea AeroSpace Administration (KASA)
As a career diplomat with over 25 years’ experience, she has been involved in many economic, environmental, science and technology negotiations both at the bilateral and multilateral levels. She was the Chair and lead negotiator for APEC AI Initiative adopted at APEC 2025 Gyeongju and Seoul Declaration adopted at the AI Seoul Summit in May 2024. She was the head of Second Committee and ECOSOC Team of the Korean Permanent Mission to the UN from 2018 to 2021. As Director of Multilateral Economic Organizations Division of MOFA, she participated in G20 in Hamburg, Germany (2017) and OECD Ministerial Conference (2017). As Director of Economic Legal Affairs Division of MOFA, she led the Korean delegation to numerous negotiations on bilateral economic agreements including BIT, Air service agreement and social security agreements. She also participated in many climate change negotiations including the UNFCCC COP16 (2010), COP17 (2011), COP26 (2021) and COP27 in Dubai in 2022.
She holds BA and MA both from Seoul National University, and a Ph.D. in political science from Yale University.
Mr. Jaehyung Lee earned his Bachelor’s and Master’s degrees in Computer Science from KAIST (Korea Advanced Institute of Science and Technology) and completed an MBA at the University of British Columbia, Canada.
Mr. Lee served as the Director of the Korea Space Weather Center in 2011. In 2021, he further advanced his career as the Director of the Artificial Intelligence Policy Division at the Ministry of Science and ICT.
In 2023, Mr. Lee was appointed as the Head of the Task Force for the establishment of KASA, leading efforts for the agency’s founding. Since KASA’s establishment in 2024, he has served as the Director-General of KASA, where he currently oversees Korea’s national budget, legal affairs, and international cooperation in the aerospace sector.

Jason J. Hyon has served as Chief Technologist for the Earth Science and Technology Directorate (ESTD) since 2003 at NASA’s Jet Propulsion Laboratory in Pasadena, California, and currently also serves as Director of the Quantum Space Innovation Center. In these roles, he has led strategic technology planning, guided investment in emerging capabilities, and organized major NASA technical workshops, while advancing cutting-edge technologies for NASA Earth science missions. Previously, he managed the development of ground data systems for NASA Earth science missions. His technical interests include microwave remote sensing; lidar and quantum technologies; real-time systems; data systems and large-scale archival architectures; and AI/ML-based digital twins. He has authored numerous technical publications and is the recipient of the NASA Outstanding Leadership Medal, the NASA Exceptional Achievement Medal, and multiple JPL Magellan Awards.
Zhannur Myngyshpanova is the Deputy Director of the Business Development Department at JSC NC Kazakhstan Gharysh Sapary, where she coordinates key areas related to the commercialization of satellite technologies, the development of international cooperation, and the global promotion of the company’s space capabilities. A graduate of KIMEP University with a degree in Finance, she received a full university grant after winning a national mathematics Olympiad—an achievement that followed her studies at the prestigious Republican Physics and Mathematics School, renowned for preparing gifted students in STEM.
Zhannur began her career in the oil and gas sector at Tengizchevroil, progressing from Accountant to Senior Internal Auditor over four years and earning three promotions. This experience provided her with a deep understanding of methane emissions, operational risks, and compliance processes within the energy industry—knowledge that later became foundational in her transition to the space sector.
In 2021, she founded and successfully developed the international jewelry brand Miss Silver, leading its digital transformation, establishing production, and managing a team of eight.
In 2025, she assumed the position of Chief Commercial Manager at Ghalam LLP, where she was responsible for developing international partnerships, representing the company’s projects abroad, preparing RFIs and business plans, organizing the international Space Days Kazakhstan event, and overseeing digital initiatives. It was in this role that Zhannur began an in-depth study of the satellite industry, particularly greenhouse gas monitoring technologies, and immersed herself in analyzing the technological and commercial aspects of the new space economy.
She also organized a major international roundtable on greenhouse gases, bringing together nine expert speakers from various countries, including South Korea, thereby strengthening Kazakhstan’s international dialogue on climate innovation. Her leadership and achievements led to her appointment as Deputy Director for Business Development at KGS.
In her current role, she focuses on expanding the distribution of satellite technologies, attracting international partners, and developing new markets for satellite manufacturing and space services. Zhannur continues to advance the development of Kazakhstan’s space industry by integrating technological innovation, climate priorities, and international cooperation.

Rogério Luiz Veríssimo CRUZ Director of Governance for the Space Sector of Brazilian Space Agency
He is a retired General Officer of the Brazilian Air Force, holding a bachelor’s degree in Aeronautical Sciences from the Air Force Academy (1982), a master’s degree in Aerospace Sciences from the Air Force University (2005), and a master’s degree in Mechanical Engineering from the University of Brasília (2023). In military aviation, he accumulated more than 4,800 flight hours in various types of aircraft and is a Flight Group Leader in the Fighter Aviation. In the space sector, he served as Director of the Alcântara Launch Center (CLA), headed the Space Activities Division of the Ministry of Defense, led the Space Activities Section of the Air Force General Staff, and held the position of Director of Space Transportation and Licensing at the Brazilian Space Agency (AEB). He is currently Director of the Space Sector Governance Directorate at AEB.

Sean WILSON Founder and CEO of the Mirai Group
Sean Wilson is the Founder and CEO of the Mirai Group (TMG), which provides strategic advice and support to clients interested in international partnerships in the aerospace and emerging technologies sectors.
Prior to founding TMG, Sean had an extensive career in the U.S. government, including serving as former Director of International Space Policy for the U.S. National Space Council. He also worked at the U.S. Department of State in the Office of the Under Secretary for Arms Control and International Security, the Office of Emerging Security Challenges, the Office of Missile Defense and Space Policy, and the Office of Korean Affairs. He also completed rotations in the Department of Defense during his time as a Presidential Management Fellow and in the Japanese government during his time as a Mansfield Fellow.
In addition to leading TMG, Sean serves as a Vice President at League Advisors, an independent investment bank providing advisory services to middle-market companies and investors in the United States and globally. He is also a Senior Associate (Non-Resident) at the Center for Strategic and International Studies (CSIS).
He earned a M.A. in International Affairs at the George Washington University and a B.S. in International Affairs at Georgia Tech.
Moderator Aysha ALHARAM Chief of Satellite Design and Development of Bahrain Space Agency
Eng. Aysha Khalid Alharam is the Chief of Satellite Design and Development at the Bahrain Space Agency (BSA) and one of the region’s leading figures in satellite engineering, lunar exploration, and advanced space technologies. She is the first Bahraini Space Engineer and the first Arab woman to command a satellite launch mission.
Eng. Alharam leads national satellite and space exploration projects such as the AlMunther Satellite, advanced AI-enabled payloads, the LunaSENSE lunar initiative, and major international collaborations with global space agencies and research institutions. Her leadership extends to systems engineering, mission design, satellite operations, ground-segment development, and payload-to-launch readiness.
A committed researcher and innovator, Eng. Alharam has authored and co-authored over 60 peer-reviewed scientific papers in satellite systems, artificial intelligence, cybersecurity, and remote sensing, many presented at major international platforms, including the International Astronautical Congress (IAC). She has also delivered more than 80 national and international workshops, contributing significantly to national talent development, public awareness, and positioning Bahrain as an emerging space nation.
Her work has earned her prestigious recognition, including two Royal Awards from His Majesty the King: the National Action First Class Medal and the Competence Medal First Class. She is also the first Arab woman to receive the IAF Young Space Leader Award and was selected among the Top 20 Under 35 Global Space Professionals by SSPI.
Eng. Alharam represents Bahrain in international working groups, high-level delegations, and specialized committees. She plays a vital role in shaping Bahrain’s future in satellite autonomy, deep-space exploration, and AI-driven space systems while mentoring the next generation of engineers and innovators.
She holds Master’s degrees in Electrical and Computer Engineering (Space Systems Technology) and Information Technology (Cybersecurity). Her vision is to elevate Bahrain as a regional hub for satellite innovation and future space leadership.

Ahmed FARRAG General Manager of Micro Satellite Program of Egyptian Space Agency
Dr. Ahmad Farrag is a senior space engineering professional with more than two decades of experience in satellite attitude and orbit control systems (AOCS), flight dynamics, and spacecraft mission development. He currently serves as the General Manager of the Microsatellite Program at the Egyptian Space Agency (EgSA), where he leads national efforts in designing, building, and operating next-generation Earth- observation microsatellites.
Dr. Farrag holds a Ph.D. in Electrical Engineering, with research focused on advanced control algorithms for satellite swarms. His academic background also includes an M.Sc. in attitude magnetic control for remote-sensing satellites and a B.Sc. in electrical engineering with specialization in automatic control.
Dr. Farrag has played key technical and leadership roles across multiple flagship national space missions. He previously led the Attitude and Orbit Control department at EgSA, serving as AOCS team leader for NexSat-1, the NarssCubeSat1/2 missions.
He has authored and co-authored several peer-reviewed publications on satellite control systems, CubeSat mission design, space-debris techniques, and Earth-observation satellite swarms.

Jae-Pil Park is the Chief Executive Officer and co-founder of Nara Space Technology, a South Korean startup providing end-to-end smallsat manufacturing (<50 kg) and data analytics services for finance, natural disaster monitoring, environmental management, and smart city applications.
Founded in 2015, Nara Space Technologies has grown today into a team of 80+experts, having contributed to more than 20 domestic and international space technology projects along the way.
At Nara, Jae-Pil leads the company strategy and operations, establishing the company as a key player for comprehensive cubesat solutions in South Korea. Under his leadership Nara Space, saw the successful launch of the company’s first 16U Earth Observation satellite, Observer-1A in November 2023 marking an important milestone as South Korea’s first commercial cubesat mission.
He holds degrees in systems engineering from Yonsei University and is a passionate science and space communicator, contributing regularly to his Alma mater campus events or playing host for NaraSpace’s Youtube channel.

Khumoyun RAKHMONOV Chief Specialist of Department of Science, Innovation and Technology Transfer of Uzcosmos
My name is Khumoyun Rakhmonov, and I currently lead the Department for Strategic Development of Science and Space Education at the Uzcosmos Agency. My work focuses on expanding space education in Uzbekistan, building scientific and educational programs, and developing international partnerships that connect our country to the global aerospace community.
I began my professional journey in the oil and gas sector as a directional drilling engineer, which gave me a strong technical background and hands-on experience with complex engineering systems. As my interests evolved, I shifted toward management and innovation. I completed my MBA at the Graduate School of Business and Entrepreneurship under the Cabinet of Ministers of Uzbekistan, where my research explored ways to enhance business management efficiency in the context of digital transformation. Several of my findings were later published in academic journals.
At Uzcosmos, I work on initiatives that help cultivate the next generation of engineers, researchers, and STEM leaders. I coordinate international internship programs, national STEM competitions such as CanSat and SpaceCamp, geospatial education projects, and research-based learning activities, including near-space missions and satellite design training.
A major part of my work is laying the foundation for a national R&D ecosystem in the space sector. This includes contributing to the development of an analog space station, modern laboratories, and an emerging satellite engineering infrastructure in Uzbekistan.
My long-term mission is to help position Uzbekistan as an active and capable participant in the global space economy, while creating opportunities for young people to study, innovate, and carry out meaningful research at an international level.

Since 2022, I have served as the Project Manager for KSIS Application System project, leading the development of utilization technologies and systems specifically for maritime security.

Dr. Fariz OUTAMAZIRT is a distinguished expert in Electrical Engineering, Space Science, and Geospatial Data Analysis, with a strong focus on both national capability development and international space governance.
Education and Expertise His extensive academic background began with an Engineer degree in Electrical Engineering from the Polytechnic Military School, Algeria (2002). He specialized in Satellite Communications, earning an M.S. in Space Science and Technology from the Regional Center for Space Science and Technology (CRASTE-LF) in Morocco (2004). He completed his academic journey by receiving a Ph.D. in Automation Science and Electrical Engineering from Beihang University, Beijing, China, in 2016.
His current research is focused on multi-sensor fusion data analysis, a field in which he has authored several scientific publications in reputable journals.
International and National Contributions
He plays a key role in global space diplomacy and policy. Since 2018, he has participated as an expert representative for Algeria within the Scientific and Technical Subcommittee of the UN Committee on the Peaceful Uses of Outer Space (COPUOS). In alignment with Algeria’s permanent membership in COPUOS, he was appointed to a five-year mandate as the Algerian Focal Point for the Long-Term Sustainability Working Group 2.0 (LTS WG 2.0). This crucial role aims to ensure the continuity and development of the national space program within the international framework.
Nationally, his work is centered on developing Algeria’s satellite communication capacities in collaboration with the Algerian Space Agency. A core part of this responsibility involves enhancing the accessibility and use of national geospatial data to facilitate analysis, decision-making, and data-driven insights.
Specialized Training and Data Center Role
His technical expertise is underpinned by specialized training in Linux, Databases (Oracle), Remote Sensing, GPS, GIS, and Image Analysis, acquired through extensive courses in India (2006).
Furthermore, he contributes to global security initiatives, having joined the technical staff of the Algerian National Data Centre (CND-DZ) in 2021. He actively participates in the work of the CTBTO Preparatory Commission, having attended relevant working group sessions and training courses on accessing and analyzing Waveform IMS Data and IDC Products, with a recommendation to be nominated as a Principal User for data analysis evaluation.

Dr. Bong Won Sohn is a Principal Researcher at the Korea Astronomy and Space Science Institute (KASI) and serves as the Head of the SKA and ALMA Center, spearheading Korea’s strategic participation in the world’s premier radio astronomy infrastructures. He received his Ph.D. in Radio Astronomy from the University of Bonn, Germany, and further honed his expertise in global scientific collaboration as a postdoctoral researcher at the Max Planck Institute for Radio Astronomy.
A renowned expert in Active Galactic Nuclei (AGN) and Very Long Baseline Interferometry (VLBI), Dr. Sohn played a pivotal role in the Korean participation of the Event Horizon Telescope (EHT) collaboration, contributing to the historic first imaging of a supermassive black hole—a milestone achievement recognized with the 2020 Breakthrough Prize in Fundamental Physics. His leadership extends to the operation and stabilization of the Korean VLBI Network (KVN) and the expansion of regional cooperation through the East Asian VLBI Network (EAVN).
Currently, he bridges the gap between fundamental astrophysical research and national space policy, overseeing Korea’s engagement with the Atacama Large Millimeter/submillimeter Array (ALMA) and the Square Kilometre Array (SKA) Observatory. As a scientific diplomat connecting academia, industry, and government, Dr. Sohn is dedicated to advancing space exploration through robust international partnerships. At this forum, he moderates the session on expanding space exploration, facilitating high-level dialogue between global space agencies and the commercial space sector.

Abdulla Ahmad Alshehhi is a prominent leader in the United Arab Emirates’ space sector, serving as Head of Strategic Research at the UAE Space Agency since October 2021. In this capacity, he guides the nation’s strategic research agenda, directing policy development, scientific roadmapping, and long-term planning efforts that support the UAE’s ambitions in global space exploration. His work ensures the integration of advanced research, national priorities, and international partnerships into the UAE’s evolving space ecosystem.
Alshehhi joined the UAE Space Agency in 2016 and has held several key roles, including Thermal Subsystem Engineer and Acting Head of the Space Science and Technology Section. His technical expertise was instrumental to the Emirates Mars Mission, developed in collaboration with the Mohammed Bin Rashid Space Centre. He contributed significantly to the thermal subsystem of the Hope Probe, supporting its successful arrival at Mars in 2021—a landmark achievement for the Arab world.
In addition to his national responsibilities, Alshehhi plays a growing role on the international stage through his contributions to the United Nations Office for Outer Space Affairs. His involvement includes supporting global dialogue on space sustainability, participating in expert discussions on capacity-building for emerging space nations, and contributing to working groups focused on responsible space exploration and the peaceful use of outer space. Through this work, he helps align the UAE’s national strategies with international best practices while strengthening the country’s position as a constructive voice in multilateral space cooperation.
Alshehhi has also led initiatives that integrate Fourth Industrial Revolution technologies—such as virtual reality, nanotechnology, and advanced materials—into space-sector applications. His leadership in crafting the National Space Science and Technology Policy has been fundamental in defining the UAE’s long-term priorities for research and innovation. He holds a Bachelor of Engineering in Mechanical Engineering from RMIT University and a Master of Science in Mechanical Engineering jointly awarded by the Massachusetts Institute of Technology and Masdar Institute of Science and Technology. His research spans renewable energy forecasting, feasibility assessments for regional rocket launches, and innovative Mars exploration vehicle concepts.
A strong advocate for leveraging space technologies to address global challenges, Alshehhi emphasizes satellite-based environmental monitoring and climate resilience. As the global space landscape continues to evolve, the international community increasingly recognizes the pivotal role of the private sector in space activities. In light of this, close collaboration between government and space industry has become more critical than ever.
Korean space companies with strong manufacturing capabilities, technological expertise, and an innovative spirit are expanding their business across various space value chains and seeking opportunities to work with global partners. To help facilitate such partnerships between Korean space companies and international space agencies, the Ministry of Foreign Affairs of the Republic of Korea will convene the Global-ROK New Space Forum and explore concrete opportunities for cooperation and foster mutually beneficial partnerships among all participants.
