It is our pleasure to invite you to the sixteenth meeting of the EHTF, which will take place at theGlenroyal Hotel, Straffan Road, Maynooth, Co. Kildare, W23 C2V1 from 09:00 on 25 November to 14:00 on 26 November 2026. The historic town of Maynooth town is easily accessible from Dublin Airport.
The meeting will bring together officially nominated environment and health focal points from WHO European Member States and representatives of stakeholder organizations. Further information, including the list of EHTF members, is available on theWHO public web site.
The meeting aims to:
- Review progress in implementing the Budapest Commitments and identify opportunities to accelerate action;
- Explore emerging environment and health priorities;
- Follow up on the work and future priorities of the EHP Partnerships;
- Strengthen communication to counter mis- and disinformation and build public trust; and
- Present and discuss the new WHO environmental health competency framework for WHO European Region.

The remaining working papers will be uploaded to the EHP SharePoint website (https://worldhealthorg.sharepoint.com/sites/ws-EEHP/default.aspx) in due course, as they become available.
The meeting will be held in English, with simultaneous translation into Russian.

The host country has generously made financial support available for travel and subsistence for focal points from a limited number of Member States. The Secretariat will follow up separately regarding possible financial support.

Цели совещания заключаются в следующем:
- проанализировать ход осуществления Будапештской декларации и выявить возможности для активизации усилий;
- обсудить новые приоритетные задачи в области охраны окружающей среды и здоровья;
- проанализировать работу и будущие приоритетные задачи Партнерств ЕПОСЗ;
- повысить эффективность информационной работы в целях борьбы с ложной информацией и дезинформацией и укрепления общественного доверия;
- представить и обсудить новую модель компетенций ВОЗ в области гигиены окружающей среды.

This ancient town is steeped in cultural and academic history and will provide an inspiring backdrop to the sessions. It is easily accessed from Dublin Airport and will provide a stimulating setting for keynote interventions and site visits of relevance to the environment, climate and health agenda.
We are grateful to the Government of Ireland and the Department of Health for kindly hosting the meeting and for their continued support to the European Environment and Health Process (EHP).

Scope and purpose
Background
The Budapest Declaration of the Seventh Ministerial Conference on Environment and Health and
its Roadmap to 2030 provide the strategic framework for implementing the commitments of the
European Environment and Health Process (EHP), aligned with the 2030 Agenda for Sustainable
Development. Three years after their adoption and at the midpoint of the Roadmap, the sixteenth
meeting of the European Environment and Health Task Force (EHTF) will review progress,
identify priorities for accelerating implementation and agree on the next steps. The meeting will
be hosted by the Government of Ireland in the context of Ireland’s Presidency of the Council of
the European Union.
Since the adoption of the Budapest Declaration, the environment and health landscape has
continued to evolve. Alongside persisting challenges such as climate change, environmental
pollution and biodiversity loss, the policy agenda is increasingly shaped by issues related to
resilience, environmental and human security, misinformation and disinformation, and rapid
technological developments, including digital transformation and artificial intelligence, with
implications for environment and health. These developments also underline the growing
importance of effective communication in making evidence accessible, supporting informed
decision-making and maintaining public trust.
Recent regional policy and technical developments, including WHO/Europe’s newly launched
Heat–Health Action Plans Guidance, the Call to Action of the Pan-European Commission on
Climate and Health and the forthcoming environmental health competency framework, provide
new opportunities to support implementation.
The meeting will combine plenary discussions with interactive formats to encourage active
participation and exchange.
Objectives
The meeting aims to:
• Discuss the most recent developments in science, policy and society that shape the
environment and health agenda, and identify emerging priorities requiring greater attention
and stronger cross-sectoral collaboration;
• Provide an opportunity for peer learning among Member States, stakeholders, academia
and youth through the exchange of experiences, good practices and innovative approaches,
including insights from Ireland, and identify opportunities for collaboration;

• Review progress in implementing the Budapest Declaration at national and regional levels,
drawing on country experiences and achievements, and identify remaining gaps and areas
where implementation needs to accelerate;
• Adopt the EHTF Programme of Work for 2026–2027;
• Strengthen practical communication skills in environment and health to support evidence-
informed policies, counter mis- and disinformation and build public trust;
• Present and discuss the new WHO environmental health competency framework and its
application in strengthening a future-ready and resilient environmental health workforce;
• Review the progress and future priorities of the EHP Partnerships, and promote broader
participation in their activities.
Expected outcomes
The meeting is expected to strengthen shared understanding of progress and challenges in
implementing the Budapest commitments at the midpoint of the Roadmap to 2030, and of the areas
requiring greater attention in the coming years.
It will provide an opportunity to consider recent strategic, policy and technical developments and
their relevance to national and regional action, discuss the contribution and future priorities of the
EHP Partnerships, and identify emerging environment and health issues that require greater
regional attention.
The meeting is also expected to result in agreement on the EHTF Programme of Work for 2026–
2027, including priority themes for Bonn Dialogues on Environment and Health. The discussions
will also help inform preparations for the next Ministerial Conference on Environment and Health.

Будапештская декларация, принятая на Седьмой министерской конференции по
окружающей среде и охране здоровья, и Дорожная карта ее осуществления на период до
2030 г. представляют собой стратегическую основу для выполнения обязательств
Европейского процесса «Окружающая среда и здоровье», согласованных с Повесткой дня
в области устойчивого развития на период до 2030 г. Шестнадцатое совещание ЦГОСЗ,
которое проходит спустя три года после принятия этих документов и приурочено к
завершению первого этапа Дорожной карты, будет посвящено обзору достигнутых успехов,
выявлению приоритетных направлений для активизации работы и согласованию
дальнейших действий. Мероприятие будет организовано правительством Ирландии,
которая в настоящее время занимает пост председателя в Совете Европейского союза.
За время, прошедшее с момента принятия Будапештской декларации, ситуация в сферах
здравоохранения и охраны окружающей среды продолжала меняться. Наряду с такими
долгосрочными проблемами, как изменение климата, загрязнение окружающей среды и
утрата биоразнообразия, стратегическая повестка дня все в большей степени зависит от
вопросов, связанных с жизнестойкостью, безопасностью человека и окружающей среды,
ложной информацией и дезинформацией, а также с стремительным развитием технологий,
включая цифровую трансформацию и искусственный интеллект, влияющие на здоровье и
окружающую среду. Эти изменения также подчеркивают растущую важность эффективной
коммуникации, которая обеспечивает доступ к научным данным, способствует принятию
обоснованных решений и позволяет заручиться доверием общества.
Появление новых региональных стратегических и технических документов, включая
обновленное руководство ВОЗ «Планы действий по защите здоровья населения от
воздействия аномальной жары», призыв к действию Общеевропейской комиссии по
проблемам климата и здоровья и модель компетенций в области гигиены окружающей
среды (готовится к публикации), открывают новые возможности, облегчающие
осуществление Декларации.
Программа совещания включает как пленарные обсуждения, так и работу в интерактивных
форматах, что будет способствовать активному участию делегатов и обмену опытом.

Цели совещания заключаются в следующем:
• обсудить последние научные, политические и общественные события, влияющие на
повестку дня в области охраны здоровья и окружающей среды; определить новые
приоритетные вопросы, требующие более пристального внимания и активного
межсекторального сотрудничества;
• создать условия для взаимного обучения государств-членов, заинтересованных
сторон, представителей научного сообщества и молодежи путем обмена опытом,
эффективными приемами и инновационными подходами (включая опыт Ирландии),
а также выявить возможности для сотрудничества;
• проанализировать ход осуществления Будапештской декларации на национальном и
региональном уровнях, используя примеры странового опыта и достижений;
выяснить, где еще сохраняются пробелы и области, требующие более интенсивных
усилий;
• утвердить Программу работы ЦГОСЗ на 2026–2027 гг.;
• улучшить практические навыки коммуникации в сферах охраны здоровья и
окружающей среды в целях поддержки научно обоснованных мер политики, борьбы
с ложной информацией и дезинформацией и укрепления доверия общества;
• представить и обсудить новую модель компетенций ВОЗ в области гигиены
окружающей среды, а также способы ее применения для повышения готовности
профильных кадров к будущим вызовам и неблагоприятным условиям;
• проанализировать успехи и будущие приоритетные задачи Партнерств ЕПОСЗ;
поощрять более широкое участие в их мероприятиях.
Ожидаемые результаты
Ожидается, что данное совещание позволит получить более глубокое общее представление
об успехах и трудностях, связанных с осуществлением Будапештской декларации на
момент завершения первого этапа Дорожной карты на период до 2030 г., а также о
направлениях, которые потребуют более пристального внимания в ближайшие годы.
Участники совещания получат возможность обсудить последние стратегические,
политические и технические изменения и их значимость для национальных и региональных
мероприятий, поговорить о вкладе и будущих приоритетах Партнерств ЕПОСЗ, и выявить
новые вопросы в сфере здоровья и окружающей среды, требующие более пристального
внимания со стороны стран Региона.
Кроме того, предполагается, что одним из результатов совещания станет согласование
Программы работы ЦГОСЗ на 2026–2027 гг., включая первоочередные темы для Боннских
диалогов по вопросам окружающей среды и здоровья. Ожидается также, что результаты
дискуссий будут использованы при подготовке к следующей министерской конференции
по окружающей среде и охране здоровья.

Opening and framing
Participants will be welcomed by the Chair and the meeting organizers, and will adopt the
agenda and programme of the meeting.
Session 2
Identifying emerging priorities
This session will explore how foresight can help accelerate environment and health action.
Drawing on reflections from science and youth, participants will consider emerging
challenges and areas that may require greater attention now and beyond 2030.
Session 3
EHTF in 2026–2027: Programme of Work and Bonn Dialogues
The draft EHTF Programme of Work for 2026–2027, as endorsed by the EHTF Bureau, will
be presented for adoption. Participants will also consider priority themes for future Bonn
Dialogues on Environment and Health.
Session 4
Three years after Budapest: from commitments to action
Through fast-paced “Budapest snapshots”, countries, stakeholders and the EHP Secretariat
will highlight achievements, practical experiences and lessons learned. The Irish
“Marketplace” will showcase national experiences, promising practices and implementation
challenges.
Session 5
EHP Partnerships: ideas into action
Participants will exchange ideas and explore opportunities to contribute, collaborate or
become involved in the EHP Partnerships.
Session 6
Linking research to policy to support implementation
Maynooth University representatives and EHTF members will explore how research can
more effectively inform policy and turn evidence into action.
Session 7
Mini masterclass: communication in environment and health
This practical session will explore how effective communication can support evidence-
informed policies, counter mis- and disinformation and build public trust.
Session 8 Towards a new environmental health competency framework
The new WHO Environmental Health competency framework will be presented, followed by
a discussion on how the framework can support workforce planning.

Strengthening climate action for health
Building on the Heat–health action plans guidance, the work of the Pan-European
Commission on Climate and Health and the road to COP31, participants will discuss
emerging opportunities and practical approaches to strengthening climate action for health
across sectors and levels of governance.
Session 10
Acceleration panels: moving faster, together
Moderated panels will examine where implementation needs to accelerate and what
emerging issues should inform the next Ministerial Conference.
Session 11 Summary of decisions, next steps and closure
The Chair will summarize the meeting’s decisions and agreed follow-up actions.

Scope and purpose
Background
The Budapest Declaration of the Seventh Ministerial Conference on Environment and Health and
its Roadmap to 2030 provide the strategic framework for implementing the commitments of the
European Environment and Health Process (EHP), aligned with the 2030 Agenda for Sustainable
Development. Three years after their adoption and at the midpoint of the Roadmap, the sixteenth
meeting of the European Environment and Health Task Force (EHTF) will review progress,
identify priorities for accelerating implementation and agree on the next steps. The meeting will
be hosted by the Government of Ireland in the context of Ireland’s Presidency of the Council of
the European Union.
Since the adoption of the Budapest Declaration, the environment and health landscape has
continued to evolve. Alongside persisting challenges such as climate change, environmental
pollution and biodiversity loss, the policy agenda is increasingly shaped by issues related to
resilience, environmental and human security, misinformation and disinformation, and rapid
technological developments, including digital transformation and artificial intelligence, with
implications for environment and health. These developments also underline the growing
importance of effective communication in making evidence accessible, supporting informed
decision-making and maintaining public trust.
Recent regional policy and technical developments, including WHO/Europe’s newly launched
Heat–Health Action Plans Guidance, the Call to Action of the Pan-European Commission on
Climate and Health and the forthcoming environmental health competency framework, provide
new opportunities to support implementation.
The meeting will combine plenary discussions with interactive formats to encourage active
participation and exchange.
Objectives
The meeting aims to:
• Discuss the most recent developments in science, policy and society that shape the
environment and health agenda, and identify emerging priorities requiring greater attention
and stronger cross-sectoral collaboration;
• Provide an opportunity for peer learning among Member States, stakeholders, academia
and youth through the exchange of experiences, good practices and innovative approaches,
including insights from Ireland, and identify opportunities for collaboration;

• Review progress in implementing the Budapest Declaration at national and regional levels,
drawing on country experiences and achievements, and identify remaining gaps and areas
where implementation needs to accelerate;
• Adopt the EHTF Programme of Work for 2026–2027;
• Strengthen practical communication skills in environment and health to support evidence-
informed policies, counter mis- and disinformation and build public trust;
• Present and discuss the new WHO environmental health competency framework and its
application in strengthening a future-ready and resilient environmental health workforce;
• Review the progress and future priorities of the EHP Partnerships, and promote broader
participation in their activities.
Expected outcomes
The meeting is expected to strengthen shared understanding of progress and challenges in
implementing the Budapest commitments at the midpoint of the Roadmap to 2030, and of the areas
requiring greater attention in the coming years.
It will provide an opportunity to consider recent strategic, policy and technical developments and
their relevance to national and regional action, discuss the contribution and future priorities of the
EHP Partnerships, and identify emerging environment and health issues that require greater
regional attention.
The meeting is also expected to result in agreement on the EHTF Programme of Work for 2026–
2027, including priority themes for Bonn Dialogues on Environment and Health. The discussions
will also help inform preparations for the next Ministerial Conference on Environment and Health.

Provisional agenda
Session 1
Opening and framing
Participants will be welcomed by the Chair and the meeting organizers, and will adopt the
agenda and programme of the meeting.
Session 2
Identifying emerging priorities
This session will explore how foresight can help accelerate environment and health action.
Drawing on reflections from science and youth, participants will consider emerging
challenges and areas that may require greater attention now and beyond 2030.
Session 3
EHTF in 2026–2027: Programme of Work and Bonn Dialogues
The draft EHTF Programme of Work for 2026–2027, as endorsed by the EHTF Bureau, will
be presented for adoption. Participants will also consider priority themes for future Bonn
Dialogues on Environment and Health.
Session 4
Three years after Budapest: from commitments to action
Through fast-paced “Budapest snapshots”, countries, stakeholders and the EHP Secretariat
will highlight achievements, practical experiences and lessons learned. The Irish
“Marketplace” will showcase national experiences, promising practices and implementation
challenges.
Session 5
EHP Partnerships: ideas into action
Participants will exchange ideas and explore opportunities to contribute, collaborate or
become involved in the EHP Partnerships.
Session 6
Linking research to policy to support implementation
Maynooth University representatives and EHTF members will explore how research can
more effectively inform policy and turn evidence into action.
Session 7
Mini masterclass: communication in environment and health
This practical session will explore how effective communication can support evidence-
informed policies, counter mis- and disinformation and build public trust.
Session 8 Towards a new environmental health competency framework
The new WHO Environmental Health competency framework will be presented, followed by
a discussion on how the framework can support workforce planning.

Strengthening climate action for health
Building on the Heat–health action plans guidance, the work of the Pan-European
Commission on Climate and Health and the road to COP31, participants will discuss
emerging opportunities and practical approaches to strengthening climate action for health
across sectors and levels of governance.
Session 10
Acceleration panels: moving faster, together
Moderated panels will examine where implementation needs to accelerate and what
emerging issues should inform the next Ministerial Conference.
Session 11 Summary of decisions, next steps and closure
The Chair will summarize the meeting’s decisions and agreed follow-up actions.
