With reference to article 12 of the United Nations Convention against Illicit Traffic in Narcotic
Drugs and Psychotropic Substances of 1988, the International Narcotics Control Board wishes to inform the competent national authorities of the ongoing revision of the Compendium of controls pursuant to article 12 of the 1988 Convention, including domestic controls (the Compendium), and invites them to provide inputs to support this process.
The revision seeks to streamline and update the information contained in the Compendium, broaden the scope of the information provided, and enhance its structure, presentation and overall usability for competent national authorities.
Governments are therefore invited to review and provide information on the control measures applicable to substances in Table I and Table II of the 1988 Convention, as well as on additional chemicals placed under national control.
Governments that have not yet submitted information for inclusion in the Compendium are invited to provide the requested information for incorporation into the revised Compendium. Governments that have previously provided information for inclusion in the Compendium are invited to review the information currently contained therein, verify its accuracy and completeness, and inform the Board of any updates, amendments or corrections. In addition, in light of the expanded scope of the revised Compendium, those Governments are kindly requested to provide information relating to newly introduced fields for which information has not previously been collected.
For ease of reference, the version of the Compendium containing information currently available to the Board is provided in Annex I. In addition, a blank template is contained in Annex II. Updates to existing entries, as well as new submissions, should be provided exclusively using the blank template in Annex II.
The Board would be grateful to receive the requested information by 30 September 2026 at [email protected]. The information provided will help ensure that the revised Compendium serves as a comprehensive, accurate and practical reference tool for competent national authorities, and continues to support efforts to prevent the diversion of precursors and other chemicals used in the illicit manufacture of drugs.
The Board intends to make the revised Compendium available thereafter through its
dedicated secure web page.

Se référant à l’article 12 de la Convention des Nations Unies contre le trafic illicite de
stupéfiants et de substances psychotropes de 1988, l’Organe international de contrôle des stupéfiants (OICS) souhaiterait informer les autorités nationales compétentes du processus de révision dont fait actuellement l’objet l’Inventaire des mesures de contrôle appliquées conformément à l’article 12 de la Convention de 1988, y compris au niveau national (Compendium of controls pursuant to article 12 of the 1988 Convention, including domestic controls, ci-après « l’Inventaire »), et les invite à contribuer à ce processus.
Ce travail de révision vise à simplifier et actualiser les informations contenues dans l’Inventaire,
à élargir la portée des renseignements qui y sont fournis, et à en améliorer la structure, la présentation et la facilité d’utilisation globale pour les autorités nationales compétentes.
Les gouvernements sont donc invités à examiner les mesures de contrôle applicables aux substances inscrites aux Tableaux I et II de la Convention de 1988 et à fournir des informations à ce sujet, ainsi que sur les autres substances chimiques qui sont placées sous contrôle au niveau national.
Les gouvernements qui n’avaient pas encore communiqué d’informations destinées à figurer dans l’Inventaire sont invités à fournir les renseignements demandés afin qu’ils soient incorporés à la version révisée. Ceux qui avaient déjà fourni des informations sont invités à examiner les renseignements qui figurent actuellement dans l’Inventaire, à en vérifier l’exactitude et l’exhaustivité, et à informer l’OICS de toute mise à jour, modification ou correction qu’il conviendrait d’y apporter. Par ailleurs, la portée de l’Inventaire étant élargie dans la version révisée, les gouvernements sont priés de bien vouloir fournir des informations concernant les nouveaux domaines couverts, pour lesquels aucune donnée n’avait été recueillie précédemment.
À toutes fins utiles, la version de l’Inventaire incluant les informations dont dispose actuellement l’OICS est jointe à l’annexe I. En outre, un modèle vierge est fourni à l’annexe II. Les mises à jour relatives à des données existantes, ainsi que les informations nouvelles, sont à communiquer exclusivement au moyen du modèle vierge disponible à l’annexe II.
L’OICS apprécierait que les informations demandées lui soient communiquées au plus tard le 30 septembre 2026, à l’adresse [email protected]. Ces informations aideront à faire en sorte que l’Inventaire ainsi révisé constitue un outil de référence complet, précis et pratique pour les autorités nationales compétentes, et qu’il continue de contribuer aux efforts mis en œuvre pour éviter le détournement des précurseurs et autres produits chimiques utilisés dans la fabrication illicite de drogues.
L’OICS a l’intention, par la suite, de mettre la version révisée de l’Inventaire à disposition sur sa page Web sécurisée.

Ссылаясь на положения статьи 12 Конвенции Организации Объединенных Наций о борьбе против незаконного оборота наркотических средств и психотропных веществ 1988 года, Международный комитет по контролю над наркотиками хотел бы сообщить компетентным национальным органам о подготовке пересмотренной редакции Сводного перечня мер контроля, применяемых в соответствии со статьей 12 Конвенции 1988 года, в том числе на национальном уровне (далее — Сводный перечень), и пред- ложить им предоставить материалы для содействия этой работе.
Пересмотр имеет целью упорядочить и обновить содержащиеся в Сводном пе-
речне сведения, расширить объем доступной информации, улучшить ее структуру и оформление и сделать ее в целом более удобной для использования компетентными национальными органами.
В этой связи правительствам предлагается проверить и предоставить информа-
цию о мерах контроля, применяемых к веществам из Таблицы I и Таблицы II Конвенции 1988 года, а также к дополнительным веществам, подлежащим контролю на националь- ном уровне.
Правительствам, ранее не представлявшим информацию для внесения в Свод-
ный перечень, предлагается сообщить требуемые сведения для включения в его пере- смотренный вариант. Правительствам, ранее предоставившим информацию, предлага- ется проверить содержащиеся в перечне сведения на предмет точности и полноты и со- общить Комитету о любых необходимых обновлениях, изменениях и исправлениях. С учетом расширения тематического охвата пересмотренного варианта Сводного пе- речня этим правительствам также предлагается сообщить информацию по новым темам, сведения по которым ранее не собирались.
Для удобства в Приложении I приведен текущий вариант Сводного перечня, со-
держащий информацию, имеющуюся у Комитета на данный момент. В Приложении II со- держится бланк для представления сведений. Уточнения к ранее предоставленной ин- формации и любые новые сведения следует представлять исключительно на бланке, приведенном в Приложении II.
Комитет будет признателен за предоставление требуемой информации к 30 сен-
тября 2026 года по адресу [email protected]. Предоставленная информация помо- жет обеспечить, чтобы пересмотренный Сводный перечень служил всеобъемлющим, точным и практическим справочным пособием для компетентных национальных органов и способствовал успеху усилий по предотвращению утечки прекурсоров и других хими- ческих веществ, используемых при незаконном изготовлении наркотиков.

Con referencia al artículo 12 de la Convención de las Naciones Unidas contra el Tráfico Ilícito de Estupefacientes y Sustancias Sicotrópicas de 1988, la Junta Internacional de Fiscalización de Estupefacientes desea comunicar a las autoridades nacionales competentes que se está revisando el compendio de medidas de fiscalización aplicadas de conformidad con el artículo 12 de la Convención de 1988, incluidas medidas internas (Compendium of controls pursuant to article 12 of the 1988 Convention, including domestic controls, en lo sucesivo “el Compendio”) y las invita a hacer aportaciones para apoyar este proceso.
El propósito de la revisión es simplificar y actualizar la información contenida en el
Compendio, ampliar el alcance de la información proporcionada y mejorar su estructura, presentación y, en general, su utilidad para las autoridades nacionales competentes.
Por consiguiente, se invita a los Gobiernos a que examinen las medidas de fiscalización
aplicables a las sustancias incluidas en el Cuadro I y el Cuadro II de la Convención de 1988, así como a otras sustancias químicas sujetas a fiscalización nacional, y a que proporcionen la información pertinente.
Se invita a los Gobiernos que aún no hayan presentado información para su inclusión
en el Compendio a que aporten la información solicitada para su incorporación en la versión revisada del Compendio. Se invita a los Gobiernos que en ocasiones anteriores han proporcionado información para su inclusión en el Compendio a que examinen la información que allí figura, verifiquen su exactitud y exhaustividad e informen a la Junta si fuera necesario actualizarla, modificarla o corregirla. Además, habida cuenta de que el alcance de la versión revisada del Compendio se ha ampliado, se solicita a esos Gobiernos que tengan la amabilidad de proporcionar la información correspondiente a los nuevos campos que se han añadido, que anteriormente no se recopilaba.
Para facilitar su consulta, en el anexo I figura la versión del Compendio que contiene la
información de que dispone actualmente la Junta. Además, en el anexo II se ha incluido una plantilla en blanco. Para actualizar la información que ya figura en el Compendio, así como para presentar información nueva, se deberá utilizar exclusivamente la plantilla en blanco contenida en el anexo II.
La Junta agradecería recibir la información solicitada a más tardar el 30 de septiembre
de 2026, en la dirección [email protected]. La información proporcionada servirá para que la versión revisada del Compendio constituya una herramienta de consulta exhaustiva, práctica y exacta para las autoridades nacionales competentesy siga apoyando los esfuerzos encaminados a prevenir la desviación de precursores y otras sustancias químicas utilizadas en la fabricación ilícita de drogas.
Posteriormente, la Junta tiene previsto publicar la versión revisada del Compendio en
la página web segura pertinente.
