Introductory note for the consultation of governments on a possible postponement of the European Regional Meeting – 14 September 2026
1. Further to the discussions initiated in 2022 to review the functioning of regional meetings, 1 the Governing Body had adopted, at its 350th Session (March 2024), the new modalities for the ILO regional meetings to be held on a trial basis for a period of four years (2025–28). 2
2. The Governing Body had therefore approved a calendar of regional meetings to be held during the trial period: the Americas (2025); Africa (2026); Europe (2027); and Asia and the Pacific (2028).
3. The Introductory note to the Rules for regional meetings provides that “[r]egional meetings are held in the country where the relevant ILO regional office is located, unless the Governing Body accepts the offer of another Member State of the region to host a meeting”.
4. However, no Government of the European region has until now expressed an interest in hosting the ILO 11th European Regional Meeting, motivation that is a pre-requisite to organize such a meeting.
5. Moreover, the Office is currently implementing a reform3 and operates under the contingency framework for the 2026–27 biennium approved by the Governing Body i4n June 2026.
6. In addition, the overall context in the region may not be conducive to a regional meeting with the full participation of all its members.
7. In light of the above, it is proposed not to hold any regional meeting in 2027 and to accordingly postpone the 11th European Regional Meeting initially planned in 2027.

The Office would like to invite the governments of the ILO Member States in Europe and Central Asia to a consultative meeting concerning the 11th European Regional Meeting in 2027.
The consultative meeting will be held on 14 September 2026 at 14.30-16.00 (CET) in Room II (in English).
