With reference to article 12 of the United Nations Convention against Illicit Traffic in Narcotic

Drugs and Psychotropic Substances of 1988, the International Narcotics Control Board wishes to inform the competent national authorities of the ongoing revision of the Compendium of controls pursuant to article 12 of the 1988 Convention, including domestic controls (the Compendium), and invites them to provide inputs to support this process.

The revision seeks to streamline and update the information contained in the Compendium, broaden the scope of the information provided, and enhance its structure, presentation and overall usability for competent national authorities.

Governments are therefore invited to review and provide information on the control measures applicable to substances in Table I and Table II of the 1988 Convention, as well as on additional chemicals placed under national control.

Governments that have not yet submitted information for inclusion in the Compendium are invited to provide the requested information for incorporation into the revised Compendium. Governments that have previously provided information for inclusion in the Compendium are invited to review the information currently contained therein, verify its accuracy and completeness, and inform the Board of any updates, amendments or corrections. In addition, in light of the expanded scope of the revised Compendium, those Governments are kindly requested to provide information relating to newly introduced fields for which information has not previously been collected.

For ease of reference, the version of the Compendium containing information currently available to the Board is provided in Annex I. In addition, a blank template is contained in Annex II. Updates to existing entries, as well as new submissions, should be provided exclusively using the blank template in Annex II.

The Board would be grateful to receive the requested information by 30 September 2026 at [email protected]. The information provided will help ensure that the revised Compendium serves as a comprehensive, accurate and practical reference tool for competent national authorities, and continues to support efforts to prevent the diversion of precursors and other chemicals used in the illicit manufacture of drugs.

The Board intends to make the revised Compendium available thereafter through its

dedicated secure web page.
