Peakonverentsi 28. koosolekuks

Palun Välisministeeriumil moodustada Eesti delegatsioon osalemaks meetrikonventsiooni

Kaalude ja Mõõtude Peakonverentsi 28. koosolekul, mis toimub 13.-15. oktoobril 2026,

Pariisis, Prantsusmaal.

Teen ettepaneku moodustada delegatsioon järgmises koosseisus:

Triinu Sillamaa – delegatsiooni juht, Majandus- ja Kommunikatsiooniministeeriumi

ettevõtluskeskkonna ja konkurentsivõime osakonna ettevõtluskeskkonna valdkonnajuht;

Embassies in Paris of the States Parties to the Metre Convention

The President of the Académie des sciences (France) Members of the CIPM

Convocation of the 28th meeting of the

General Conference on Weights and Measures (CGPM) Pursuant to Article 7 of the Regulations annexed to the Metre Convention, we are writing to inform you

that the International Committee for Weights and Measures (CIPM) has decided to convene the 28th

meeting of the General Conference on Weights and Measures (CGPM) from Tuesday 13 to Thursday 15

October 2026 at the Palais des Congrès de Versailles, 10 rue de la Chancellerie, 78000 Versailles,

Yvelines, France.

Pursuant to Article 4 of the Convention, the CGPM will be chaired by Prof. Françoise Combes, the

current President of the Académie des sciences (France).

The meeting will be held in a hybrid format allowing both in-person and remote participation. To

support this, the CIPM is proposing that the CGPM adopt a Special Procedure at its 28th meeting to

regulate its conduct in this respect. The Special Procedure is attached to this letter. It will be considered

during the opening session of the meeting. We would be grateful if States Parties could indicate their

support for the adoption of the proposed Special Procedure to the CIPM Secretary by 31 May 2026.

A list of the draft resolutions proposed by the CIPM for discussion at the 28th meeting of the CGPM

together with a draft agenda are attached to this letter.

With a view to ensuring distribution of materials to all States Parties within the four (4) month time

limit agreed in Resolution 10 adopted by the CGPM at its 9th meeting (1948), States Parties are invited

to present their proposals through diplomatic channels by 31 May 2026.

States Parties are asked to present the composition and credentials for their delegations to the Director

of the BIPM by Monday 28 September 2026.

We kindly request that all communications concerning the 28th meeting of the CGPM be addressed by

email to [email protected].

We will be organizing three on-line briefing sessions to keep participants informed about the plans for

the meeting. The CIPM President will also use these sessions as an opportunity to propose plans to

convene an informal dotation committee for the CGPM. Information about these sessions will be

communicated in due course.

SELETUSKIRI

Meetrikonventsiooni Kaalude ja Mõõtude Peakonverentsi 28. koosolekul osalemiseks

Meetrikonventsioon, mis allkirjastati 20. mail 1875. aastal, pani aluse alalisele valitsuste

vahelisele organisatoorsele struktuurile, mille eesmärgiks on kooskõlastatud tegevuse

korraldamine mõõtühikutega seotud küsimustes. Konventsioon lõi ka raamistiku globaalsele

mõõteteaduse alasele koostööle ja selle rakendamisele tööstuses, kaubanduses ning ühiskonnas

tervikuna. Praeguseks ajaks on meetrikonventsiooniga liitunud 63 riiki ja assotsieerunud

liikmeid on 37 riiki. Kaalude ja Mõõtude Peakonverents, mille moodustavad

konventsiooniosaliste valitsuste esindajad, on meetrikonventsiooni kõrgeim organ. Eesti sai

meetrikonventsiooni liikmesriigiks 19. jaanuaril 2021. aastal, olles alates 2005. aastast olnud

assotsieerunud liige.

Meetrikonventsiooni kohaselt koguneb Kaalude ja Mõõtude Peakonverents rahvusvahelise

komitee kutsel vähemalt kord kuue aasta jooksul. Tavaliselt on Peakonverents toimunud iga

nelja aasta järel, viimati 2022. aastal. Selle ülesandeks on arutada ja algatada vajalikke

meetmeid meetrisüsteemi levitamiseks ja täiustamiseks ning kinnitada uusi metroloogilisi

põhimääratlusi, mis on koosolekute vahelisel ajal välja töötatud. Peakonverents võtab vastu

rahvusvahelise komitee aruande tehtud tööde kohta ja uuendab salajase hääletuse teel poole

rahvusvahelise komitee koosseisust. Peakonverents kinnitab neljaks aastaks iga-aastase riikide

makstavate osamaksete kogusumma ja vajadusel täiendab riikide osamaksete arvutamise

aluseid.

Kaalude ja Mõõtude Peakonverentsi 28. koosolek toimub 13.-15. oktoobril Versailles´

hübriidformaadis. Seekordsel koosolekul arutatakse rahvusvahelise mõõtesüsteemi

ajakohastamist kiiresti areneva digitaal- ja tehnoloogiakeskkonna vajadustele. Konverentsil

arutatakse ülemaailmse metroloogiasüsteemi digitaliseerimist, mõõtmiste rolli uute

tehnoloogiate arendamisel, sekundi tulevast definitsiooni ja UTC (Coordinated Universal

Time) ülemaailmse ajaskaala järjepidevuse tagamist. Lisaks käsitletakse Rahvusvahelise

Kaalude ja Mõõtude Büroo (BIPM) tulevast tööprogrammi ja rahastamist. Need teemad

kujundavad rahvusvahelist mõõtmis- ja standarditaristut järgmistel aastakümnetel ning

mõjutavad otseselt teaduse, tööstuse, digiteenuste, side- ja energiataristute toimimist. Lisaks

valitakse Peakonverentsil uued liikmed rahvusvahelisse komiteesse ning pannakse paika

järgnevate aastate eelarve, sh liikmesriikide panus.

Eesti jaoks on oluline osaleda Kaalude ja Mõõtude Peakonverentsi 28. koosolekul, et

kindlustada rahvusvaheliste mõõtühikute süsteemi areng Eesti majanduse ja ühiskonna

vajadustele. Samuti lubab osalemine olla kursis viimaste arengutega rahvusvahelises

metroloogias ning sõlmida vajalikke kontakte edasiseks koostööks.

Meetrikonventsiooni tehnilistest töödes ja projektides osalevad riikide metroloogia instituudid

ehk keskasutused. Mõõteseaduse §-de 18 ja 19 alusel on metroloogia keskasutuse ja riigietaloni

labori ülesannete täitmiseks sõlmitud AS-ga Metrosert haldusleping, millega on määratud AS

Metrosert esindama Eestit rahvusvahelistes metroloogiaorganisatsioonides, milleks on ka

meetrikonventsioon.

Delegatsioon

Meetrikonventsiooni artikkel 3 alusel moodustavad Kaalude ja Mõõtude Peakonverentsi

kõikide konventsiooniosaliste valitsuste esindajad. Peakonverentsil osalevate riikide esindajad

enne esimest osalemist riigi esindusõigust tõendava volituse, milleks on tavaliselt riigi- või

valitsusjuhi või välisministri ametlikud kirjalikud volitused, milles määratakse kindlaks riigi

delegatsiooni koosseis. Peakonverentsi koosolekul võib osaleda mitu riigi esindajat, aga

hääletamisel on igal riigil õigus ühele häälele.

Lähtudes eeltoodust on ettepanek osaleda konverentsil kolmeliikmelise delegatsiooniga:

1) Triinu Sillamaa – delegatsiooni juht, Majandus- ja Kommunikatsiooniministeeriumi

ettevõtluskeskkonna ja konkurentsivõime osakonna ettevõtluskeskkonna

valdkonnajuht;

2) Mari Aru – delegatsiooni liige, Eesti metroloogia keskasutuse AS Metrosert teadus- ja

arendusdivisjoni, mille osa on riigietaloni labor, juht;– delegatsiooni liige.
