Please now find attached the Practical Information Note for the Summit which includes the logistical arrangements.

We would appreciate confirmation of whether it is the Ministers intention to attend, if this has not already been provided. Thank you to those Ministers who have confirmed their intention to attend or who have conveyed their regrets.

Where the Minister plans to attend or where the Minister will be represented, we would be grateful if an Accreditation Officer could be nominated to coordinate attendance and accreditation arrangements on the Minister's behalf.

Introduction The Irish Presidency of the Council of the European Union 2026 looks forward to welcoming you to Dublin for the International AI Summit on 14 October 2026. We are pleased to share this Practical Information Note (PIN) to assist you in preparing for the Summit.

Please note that the information contained in this PIN may be subject to change. Updated information, including any updates to the programme, practical arrangements or Summit documentation, will be shared through the online Accreditation Platform. 14 October International AI Summit Royal Dublin Society (RDS)

Location The International AI Summit will take place in Dublin. Located on the east coast of Ireland, the history of Ireland’s capital city dates back over 1,000 years when the first known settlement was built in what is now the city centre. Dublin’s streets reflect the many changes it has gone through since then, from the cobbled medieval streets of Temple Bar to the Georgian townhouses and Victorian parks dotted throughout the city, and the modern architecture in the Docklands district. The iconic River Liffey flows through the heart of the city and connects it to the bustling Dublin Port.

Royal Dublin Society (RDS) The International AI Summit will take place in the Royal Dublin Society (RDS). On 25 June 1731, a group of patriots and visionaries met for the first time and formed what is now called the RDS. They were radical thinkers who believed in the power of ideas, and of turning these ideas into action.

From its earliest years, the Society focused on practical initiatives to stimulate development — particularly in agriculture, industry and the applied arts — through research, innovation and incentive schemes such as grants and prizes for new ideas.

Over the course of the 18th and 19th centuries, the RDS became a central institution in Irish intellectual and cultural life. It played a key role in establishing major national

bodies including the National Museum, National Library and National Gallery, and helped promote advances in science, education and agriculture.

Granted royal patronage in 1820, the organisation took its current name and continued to expand its influence through exhibitions, public lectures and flagship events such as the Dublin Horse Show, first held in the 1860s.

Today, based at its campus in Ballsbridge, the RDS remains a philanthropic organisation dedicated to promoting Ireland’s cultural and economic development, while also serving as one of the country’s venues for conferences, exhibitions and international events.

Details of the International AI Summit The International AI Summit will take place on 14 October 2026 at the Royal Dublin Society as part of Ireland’s Presidency of the Council of the EU (9am – 6.00pm).

The Summit will bring together approximately 1,500 global and EU leaders to shape strategic dialogue on Europe’s AI and digital future.

The overarching theme is “Harnessing AI to Revolutionise Europe’s Competitiveness”. Discussions will focus on three strategic themes:

 Applied AI & Sectoral Value Creation;  Infrastructure – Building Europe’s AI Capacity; and  The AI Opportunity Ahead.

The Summit will showcase Ireland as a leading European AI innovation hub. It will highlight the strength of Ireland’s ecosystem, bringing together multinational companies, start-ups, scale-ups, innovators and investors.

The Summit will officially launch European AI Innovation Month | Shaping Europe’s digital future, a month-long programme of AI events taking place across Europe. Executive Vice-President Henna Virkkunen will provide the opening address for the International AI Summit.

The Summit will provide a platform for significant Irish Government and EU announcements aligned with the implementation of Ireland’s and the EU’s AI agendas. It will also feature an Innovation Spotlight Exhibition showcasing more than 50 innovative AI applications from Ireland, Europe and the US.

Innovation Spotlight Exhibition The Summit will feature an Innovation Spotlight Exhibition of 50 exhibitors.

The exhibition will provide an experience-led environment demonstrating real-world AI applications from Ireland, Europe and the US.

The exhibition list will be published on the International AI Summit website on 4 September 2026.

Government Collaboration The Department of Enterprise, Tourism and Employment is working closely with Government partners, including the Department of Foreign Affairs and Trade and the Department of the Taoiseach.

IDA Ireland and Enterprise Ireland are key stakeholders of the Summit.

Ireland

 Position Ireland as Europe’s Premier AI Innovation Hub Domestically, the Summit will show Ireland’s ability to enable rapid innovation while maintaining regulatory integrity.

 Demonstrate Ireland’s leadership as a trusted and agile digital

regulatory hub, with strong influence on EU AI and digital policy implementation

It will also be a platform to show Ireland as a forward-looking, trusted digital regulatory hub of excellence.

Europe

 Illustrate that Europe's AI Infrastructure and Talent is a Strategic Advantage for Applied AI Leadership

The Summit will showcase Europe's: critical infrastructure (semiconductors, processing powers, sustainable energy, digital connectivity); commitment to building sovereign AI infrastructure; and commitment to AI talent and skills development

 Ensure Inclusive AI Opportunity Across All Business Sizes It will also show that Europe's AI ecosystem benefits companies at every stage from home-grown SMEs to tech giants.

 Position Europe’s AI infrastructure and talent base as a strategic

advantage The Summitt will highlight investments in compute capacity, semiconductors, digital connectivity, energy resilience, and skills.

Interpretation This Summit will be conducted through English. Simultaneous interpretation will not be provided.

Delegation

Delegation size and format Delegations will be limited to the 1 + 3 format (Head of Delegation plus max. three accompanying delegates).

Registration and accreditation For security reasons, each delegate/participant must register and be accredited in advance in order to gain access to the Summit venue.

A Delegation Accreditation Officer (DAO) must be appointed by each invited delegation. Please send the DAO’s full name, phone number and email address to [email protected] to receive log-in details. The DAO must register all members of the delegation on the Irish EU Presidency Accreditation Platform, in line with the instructions below.

authenticator application such as Microsoft Authenticator or Google Authenticator in order to access the Accreditation Platform.

Please ensure that all details are completed correctly before submitting the registration request, as certain information (for example, the delegate’s/your name) will be printed on their/your accreditation badge.

All personal information provided for accreditation will be processed in accordance with the General Data Protection Regulation (GDPR). Full details can be found in the Privacy Notice on the Accreditation Platform.

Accreditation badges Details of the collection of the accreditation badges, with the date and time will be confirmed in due course.

Delegates will be requested to provide the photo I.D. document used on the Accreditation Platform when collecting their badge. Delegate badges are strictly personal and non-transferable and must be visible at all times within the Summit venue and at all events within the Summit programme.

Types of accreditations Heads of Delegation (HoDs) will receive a lapel pin. Other delegates will receive an accreditation badge (details below). All delegates must always visibly wear their valid lapel pin or badge, including during the official welcome reception, dinner and site visit. Heads of Delegation and accompanying delegates will be given their lapel pin and accreditation badges upon arrival at their hotel. Delegates arriving separately from the HoD will be given their badges by their DLO at the earliest opportunity. Diplomatic Clearances Diplomatic clearances are required in a number of cases as set out below. In all cases, the relevant accredited Embassy to Ireland must send a Third Party Note (TPN) to the relevant Department at the email address provided below. DAOs are requested to advise their Embassy to Ireland to submit the diplomatic clearance request at the earliest opportunity, in order to facilitate the timely processing of requests.

The International AI Summit

Delegation Flight Arrivals and Departures / Transport Arrangements DAOs are asked to provide all requested information about arrival and departure flights through the Accreditation Platform.

Delegations and/or their Diplomatic Missions accredited to Ireland are kindly requested to ensure that all arrangements are in place as necessary for the transfers of their participating Heads of Delegation and all accompanying delegation members from Dublin Airport to their hotel on arrival and likewise for their return to Dublin Airport upon departure.

For those who wish to avail of it, Irish EU Presidency transport will be available to Heads of Delegation and delegates on the morning of Wednesday 14 October for the purpose of their transfer from the Herbert Park Hotel (Ballsbridge Terrace, Dublin 4, D04 R2T2) to the RDS Summit venue. Heads of Delegation and delegates availing of this transport option will be exempt from security screening upon entry.

It will not otherwise be possible to offer Irish EU Presidency transport and protocol support (including access to Irish EU Presidency facilities at Dublin Airport’s Old Central Terminal Building) on 13-14 October.

Entering Ireland

Please note that Ireland is not part of the Schengen Area. Therefore, EU citizens must present a valid passport or national identity card to enter Ireland. Full details are available here.

Citizens of other countries must present a valid passport or recognised travel document to enter Ireland and may also need a visa. You can find out if you need a visa to enter Ireland here.

Accommodation The Irish EU Presidency has reserved rooms for the Heads of Delegation and one delegate, for the night of 13 October, in the hotel indicated below.

The Irish EU Presidency will cover the cost of accommodation and breakfast for the night of 13 October for the Head of Delegation and one delegate (1+1). Any additional expenses arising from use of the hotel’s facilities (such as meals, drinks, room service etc.) must be covered by the delegation.

All other delegates will be required to book their own accommodation, through the accommodation link provided on the Accreditation Platform. The DAO must indicate which delegate should be assigned the pre-paid room, along with the Head of Delegation, and which delegates are availing of the other hotels.

The International AI Summit

The cost of the rooms to be paid by the delegation must be paid in advance using the link provided on the Accreditation Platform. The DAO can make payment on behalf of the delegates or can send an invitation link to each applicable delegate to invite him/her to make the payment for his/her room directly.

If a Head of Delegation or delegate wishes to arrive earlier or extend their stay, they must make the necessary reservations directly with the hotel of their choice. The Irish EU Presidency is not responsible for reserving or paying for hotel stays before or after the night of 13 October 2026.

Hotels Heads of Delegation plus one accompanying delegate will stay in:

 Herbert Park Hotel - this hotel is 500 meters from the RDS.

Hotels for the other members of the delegation and which are close to the RDS are:

 Clayton Hotel, Ballsbridge – this hotel is 400 meters from the RDS

 Sandymount Hotel – this hotel is 1000 meters from the RDS

Security The Irish EU Presidency will provide security during the Summit through An Garda Síochána, Ireland’s national police and security service. Security zones designated by the Irish authorities will only be accessible to accredited vehicles and accredited individuals wearing a valid pin or badge. For this reason, delegates and other accredited participants must always visibly wear their valid pin or badge.

Heads of Delegation have the option to include a security officer in their delegation. This officer must be registered on the Accreditation Platform. Requests for authorisation to carry a weapon, use a radio frequency, and wear body armour and/or a military uniform while in Ireland must be made in line with the instructions in the Diplomatic Aircraft / Security Clearances section above. General Information

Internet/WiFi Wireless internet access is available throughout the Summit venue. The network name and password will be available on signage in the venue.

Electricity The standard electricity supply in Ireland is 230V at a frequency of 50Hz (the same as in other EU Member States). Three-pin power plugs and sockets of Type G are used. Delegates travelling from EU Member States will require a power plug adaptor in order to use electronic devices safely in Ireland.

Accessibility At the time of accreditation, the platform will ask for relevant information on allergies, dietary restrictions and dietary preferences, and invite sharing of any Summit-related accessibility requirements. It is important that this information is provided so that delegates may receive all appropriate supports.

Lost and Found If you have lost or found an item in the Summit venue or in an Irish EU Presidency vehicle, please bring it to the attention of your Summit host. Please note that the Irish EU Presidency is not liable for personal injuries, losses or damage to the personal property of registered delegates. All delegates should make their own arrangements with respect to personal insurance for their property.
