With reference to Circular Letter 047/2026 of 26 May 2026, concerning the release of the second edition of the International Monitoring List of Equipment used in the illicit manufacture of drugs (IMLE), the International Narcotics Control Board (INCB) wishes to draw the attention of Member States to a recommendation issued by the World Customs Organization (WCO) on 25 June 2026.

Specifically, WCO recommends the creation of national subheadings beyond the

six-digit Harmonized System (HS) level under the current 2022 edition of the HS nomenclature. The creation of these subheadings would serve as interim measure to enhance the monitoring of global trade in certain precursor chemicals and equipment that may be used in the illicit manufacture of drugs, before the amendments to the Harmonized System will formally enter into force on 1 January 2028

Se référant à sa lettre circulaire 047/2026 du 26 mai 2026, relative à la parution de la deuxième édition de la Liste de surveillance internationale des équipements utilisés dans la fabrication illicite de drogues, l’Organe international de contrôle des stupéfiants (OICS) souhaite appeler l’attention des États Membres sur une recommandation émise par l’Organisation mondiale des douanes (OMD) le 25 juin 2026.

En l’espèce, l’OMD recommande de faire figurer dans les nomenclatures nationales des sous-positions s’ajoutant aux codes à six chiffres du Système harmonisé (SH) qui figurent dans l’édition 2022, actuellement en vigueur, de la nomenclature du SH. De telles sous-positions permettraient de renforcer le suivi du commerce mondial de certains précurseurs chimiques et équipements susceptibles d’être utilisés dans la fabrication illicite de drogues en attendant l’entrée en vigueur officielle, le 1er janvier 2028, des amendements apportés au SH.

Ссылаясь на циркулярное письмо № 047/2026 от 26 мая 2026 года, касаю- щееся выхода второго издания Перечня подлежащего международному монито- рингу оборудования, используемого при незаконном изготовлении наркотиков (ПОММ), Международный комитет по контролю над наркотиками (МККН) имеет честь обратить внимание государств-членов на рекомендацию, изданную Всемир- ной таможенной организацией (ВТамО) 25 июня 2026 года.

ВТамО рекомендует, в частности, ввести национальные подпозиции, выхо-

дящие за рамки шестизначного уровня Гармонизированной системы (ГС) в соот- ветствии с действующим изданием номенклатуры ГС 2022 года. Введение таких подпозиций послужит временной мерой, направленной на усиление контроля за мировой торговлей отдельными химическими веществами — прекурсорами и обо- рудованием, которые могут использоваться при незаконном изготовлении нарко- тиков, до того как поправки к Гармонизированной системе официально вступят в силу 1 января 2028 года.

En referencia a la circular 047/2026 de 26 de mayo de 2026, relativa a la publicación de

la segunda edición de la lista de vigilancia internacional del equipo utilizado en la fabricación ilícita de drogas, la Junta Internacional de Fiscalización de Estupefacientes (JIFE) desea señalar a la atención de los Estados Miembros la recomendación formulada por la Organización Mundial de Aduanas (OMA) el 25 de junio de 2026.

Concretamente, la OMA recomienda crear subpartidas nacionales que amplíen el nivel de seis dígitos del Sistema Armonizado (SA) conforme a la actual edición de la nomenclatura del SA, de 2022. La creación de esas subpartidas serviría como medida provisional para intensificar la vigilancia del comercio mundial de determinados precursores y equipo susceptibles de ser utilizados para la fabricación ilícita de drogas antes de que los cambios en el Sistema Armonizado entren oficialmente en vigor el 1 de enero de 2028.

参照 2026年 5月 26日关于发布非法制毒所用设备国际监测清单第二版的第 047/2026号通函，

国际麻醉品管制局（麻管局）谨提请成员国注意世界海关组织 2026年 6月 25日发布的建议。

具体而言，世界海关组织建议在当前 2022 年版的协调制度术语下，设立六位数以外的国家子

目。设立这些子目将作为一项临时措施，在《协调制度》修正案于 2028年 1月 1日正式生效之前，

加强对某些可能用于非法制造毒品的前体化学品和设备的全球贸易的监测。
