Dear all,
The Court Administration of Latvia is currently preparing a project proposal for the European Commission's
JUST-2027-JACC-EJUSTICE-DIGITAL call under Priority 1 – e-Justice, and we are looking for international partner.
As Estonia is widely recognised for its experience and achievements in justice sector digitalisation, we believe that your institutions could be valuable partners in this initiative. We would therefore be delighted if you would consider joining the project
consortium.
This project concept was originally submitted last year and received a very strong evaluation from the European Commission. Unfortunately, due to limited available funding, it was placed on the reserve list and was not selected for funding. Taking into account
the evaluators' recommendations, we are currently further developing and strengthening the proposal with the intention of resubmitting it this year. The project would focus primarily on practical digital solutions aimed at improving access to justice.
One of the central elements for Latvia would be the further development of our existing Out-of-Court Guide, an online tool that helps citizens navigate different legal situations through a step-by-step process. Users answer a series of questions and receive
guidance on possible solutions, whether through out-of-court mechanisms or court proceedings.
For the new proposal, we are considering:
- development and testing of an AI-supported legal guidance tool;
- further development of the Out-of-Court Guide, including content on legal aid and procedural rights;
- development of multilingual and cross-border functionalities;
- adaptation or development of similar digital solutions in partner countries;
- user testing and exchange of practical experience between participating institutions;
- training and capacity-building activities for justice professionals;
- joint workshops and development of practical training materials;
- awareness-raising and dissemination activities.
We are also considering involving the Latvian Court Academy, particularly in relation to training activities, testing of developed solutions, and the preparation of practical training materials. At the same time, we have also approached institutions in Finland
and Poland regarding their possible participation in the consortium, as we would like to bring together partners with diverse experience in justice sector digitalisation and access to justice initiatives.
The call allows a maximum EU grant of EUR 800,000 per project with a 90% co-financing rate. At this stage, we estimate a budget of approximately EUR 250,000–300,000 per main partner, depending on the final consortium composition and activities.
We would highly value the participation of your institutions in the project, including sharing your expertise and experience, contributing to the development and testing of solutions, and helping shape project activities through your ideas and recommendations.
As the proposal submission deadline is 15 October 2026, the preparation schedule is quite tight, and we aim to finalise the consortium and key activities within the coming weeks. We would therefore greatly appreciate it if you could let us know by
23 September whether participation in this project could be of interest to your institutions.
