comments on Congress Recommendation 546 (2026)
on strengthening the capacities of local and regional
authorities in the use of artificial intelligence.

These contributions will be noted with a view to informing the preparation of the CDNET's future terms of reference.

The Secretariat will also introduce recent developments regarding online promotion of HUDERIA.

Dear Members, Participants and Observers of the CDNET,
The Secretariat would like to thank all delegations that submitted written comments in the first round of consultations, which is now closed.
On the basis of the comments received and of the discussions held by the Bureau, the Secretariat has prepared revised versions of Components No. 1, No. 2 and No. 3 of the HUDERIA Model. Two further documents have also been made available: the draft structure of the mapping study and the draft structure of the mapping report on interoperability clauses. Delegations are kindly invited to provide their written comments on all five documents by 16 October 2026.
Please note that, in line with the terms of reference of the CDNET, Components No. 1 and No. 2 will be examined at the Second Plenary meeting with a view to their adoption.
Please find attached the draft agenda and the draft annotated agenda of the Second Plenary meeting, to be held on 21-23 October 2026. For ease of reference, we also attach a simplified graphic setting out the timeline of the mainCDNET deliverables, showing for each the period available under the terms of reference and its completion deadline.

Sur la base des commentaires reçus et des discussions tenues par le Bureau, le Secrétariat a préparé des versions révisées des composantes n° 1, n° 2 et n° 3 du Modèle HUDERIA. Deux documents supplémentaires sont également mis à disposition : le projet de structure de l’étude cartographique et le projet de structure du rapport de cartographie des clauses d’interopérabilité. Les délégations sont invitées à transmettre leurs commentaires écrits sur ces cinq documents d’ici au 16 octobre 2026.
Nous attirons votre attention sur le fait que, conformément au mandat du CDNET, les composantes n° 1 et n° 2 seront examinées lors de la deuxième réunion plénière en vue de leur adoption.
Vous trouverez ci-joint le projet d’ordre du jour et le projet d’ordre du jour annoté de la deuxième réunion plénière, qui se tiendra du 21 au 23 octobre 2026. Pour faciliter la consultation, nous joignons également un graphique simplifié présentant le calendrier des livrables principaux du CDNET, indiquant pour chacun la période disponible au titre du mandat ainsi que son échéance d’achèvement.
